Levitt, P.E., City Engineer Ryan BurFeind, Graduate Engineer Date: March 26, 2014 Re: City Support for Washington County's Request for an Engineering and Traffic Investigation on CR 74 (65th Street) Backqround Washington County is planning to request that Mn/DOT conduct an engineering and traffic in- vestigation on CR 74 (65th Street), between Hastings Avenue and Hinton Avenue. The need for this investigation is being prompted by a resident's concern of the road safety. The resident requested to Washington County that the speed limit transition be moved further to the east along CR 74. The current transition point is near the Cottage Grove/Newport border. Upon further review, Washington County found that the most recent investigation was completed in 2003. Due to several changes along the road since that time, Washington County plans to request an investigation for the entire length of CR 74. Discussion Washington County contacted the City of Cottage Grove regarding their request to Mn/DOT for an engineering and traffic investigation on CR 74. They are requesting that the City provide formal support for this investigation to be conducted. This investigation will be used to deter- mine an appropriate speed limit for the road. The most important factor of the engineering and traffic investigation is a speed study which will determine the 85th percentile speeds. This speed study is completed in an off-peak time, under ideal driving conditions. The 85th percentile speed reflects a safe speed for existing conditions as perceived by the majority of motorists. This 85th percentile speed is then used to set the speed limit on the road. Using this speed limit will reduce the number of speed differen- tials among vehicles and, therefore, the number of vehicle conflicts. Other areas that are evaluated as part of the investigation are roadway characteristics and crash history. A recommended speed limit will be provided based on the results of the investigation. As part of this resolution, Washington County is also requesting that the City provide formal support for these findings and implementation of the recommended speed limit. Recommendation It is recommended the City Council adopt a resolution supporting Washington County's request to the Commissioner of MnDOT to perForm an engineering and traffic investigation on CR 74, and to support the findings of the investigation. RESOLUTION NO. 2014-XXX RESOLUTION TO WASHINGTON COUNTY IN SUPPORT OF THE AUTHORIZATION OF THE COMMISSIONER OF TRANSPORTATION TO PERFORM AN ENGINEERING AND TRAFFIC INVESTIGATION TO DETERMINE THE REASONABLE AND SAFE SPEED LIMIT AT THE FOLLOWING LOCATION: CITY OF COTTAGE GROVE County Road No. 74 (65th Street South) befinreen the Cottage Grove city limits at Century Avenue/Geneva Avenue and County State Aid Highway No. 13 (Hinton Avenue South) WHEREAS, per MN Statute 169.14, the authority to determine the safe and reasonable speed on a County Highway resides with the Commissioner of the Minnesota Department of Transportation, and; WHEREAS, it is in the best interest of all parties to have reasonable and safe speeds posted on County Highways, and; WHEREAS, the accepted method to determine the reasonable and safe speed is through an engineering and traffic investigation. NOW, THEREFORE, BE IT RESOLVED, that the City of Cottage Grove hereby approves this resolution to Washington County in support of the authorization of the Commissioner of the Minnesota Department of Transportation to perform an engineering and traffic investigation to determine the reasonable and safe speed limit at the above referenced locations. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City of Cottage Grove agrees to support the conclusions of the study, and the implementation of such conclusions. Passed this 2nd day of April 2014.
