Each nd of the lots will receive city sanitary, water, storm sewer and street improvements. Phase one of the DR Horton – Eastridge Woods Development was constructed in 2013. This report was prepared in response to a plat submitted by DR Horton for the Eastridge Woods 2 Addition, located north of 70th Street / CSAH 22 and south of Military Road, as shown below. nd PROJECT SCOPE This project consists of utility and street improvements in the general location shown in Figure 1 below. Figure 1 – General Project Location DR Horton – Eastridge Woods 2 Addition - Street and Utility Improvements 2 nd RI EQUIRED MPROVEMENTS This project includes the construction of public sanitary sewer, water main, storm sewer, and public streets to service the proposed DR Horton – Eastridge Woods 2 Addition. The proposed nd utility layout is shown on Figure 2 in the appendix of this report. Sanitary sewer, water main, storm sewer, and street improvements are proposed for all lots in the Eastridge Woods 2 Addition nd Development. The project also features trails and sidewalks for public use. SS ANITARY EWER This development will be served from the existing sanitary sewer line located along Joliet Avenue South that was installed in 2013. Eight-inch diameter gravity sewer will be installed westerly along 66 Street Court South as part of the Newland – Cayden Glen project which is anticipated to th start this spring (2014). Figure 3 shows the sanitary sewer extension being installed as part of the Newland – Cayden Glen project. WM ATER AIN Ductile Iron water main will be installed throughout the development and will range from eight inches to twelve inches in diameter. The proposed water main will connect to the existing twelve inch line installed in Joliet Avenue South in 2013 and will also connect to the proposed water main extending from the Newland – Cayden Glen development, providing a looped water system. The costs of oversizing of the water main in Joliet Avenue South will be credited back to the Developer as detailed in the Cost Analysis portion of the report. Pipe diameters larger than eight inches will be considered oversized. SS TORMEWER This project will include the installation of public storm sewer for the development. Sedimentation ponds used to collect and treat runoff from the site were constructed in 2013 as part of the DR Horton – Eastridge Woods Phase 1 construction. Treated storm water will be directed to the South Washington Watershed District regional ponding basin adjacent to the development that was constructed in 2013. SS/P TREETS AND IDEWALKATHWAYS The access to the site will be from Joliet Avenue South. There will be no accesses to Military Road constructed as part of this development. Road extensions, including Joliet Avenue South, will be constructed to the north side of Military Road during future development and/or when future Ravine Parkway is constructed. This report proposes to install permanent B618 curb and gutter and place the first lift of bituminous for all streets. A bituminous wedge will be placed to protect the curb and gutter until the final lift of bituminous is placed. The costs for the final lift of bituminous have been included in this report. It is estimated that the final lift of bituminous would be installed approximately three years after the bituminous base lift has been placed or when at least 90% of the homes are constructed. Common Excavation for the streets was not included in this report because it is assumed that the Developer’s grading contractor will be completing this task. If this work is not done prior to the street and utility work, there would be additional costs added for the common excavation of the street areas. DR Horton – Eastridge Woods 2 Addition - Street and Utility Improvements 3 nd Concrete driveway aprons will be constructed for each lot and five foot wide concrete sidewalks will be constructed on one side of the proposed streets throughout the development. An eight foot pedestrian trail will be constructed within the park and Watershed property and will connect to the western end of 66 Street Court South as shown on Figure 4 in the appendix. th Landscaped cul-de-sac islands are also being proposed. Maintenance of these landscaped areas will be the responsibility of the homeowners association. REQUIRED EASEMENTS All public utilities will be located under the public street right-of-way and/or within dedicated utility easements. RP EQUIRED ERMITS This project requires the following permits: MPCA General Storm water permit (NPDES Permit) MPCA Sanitary Sewer extension permit permit MN Department of Health Water main CC ONSTRUCTION OORDINATION Improvements along 66 Street Court South, installed as part of the Newland – Cayden Glen th project, will likely overlap with the construction of the Eastridge Woods 2 Addition nd development improvements. Both project Contractors will need to stay in regular contact in order to coordinate work schedules, site access, etc. DR Horton – Eastridge Woods 2 Addition - Street and Utility Improvements 4 nd PROJECT COSTS ECC STIMATED ONSTRUCTION OSTS A detailed cost estimate has been prepared for the construction of the utilities and streets to serve this development (See appendix). All costs are based on anticipated 2014 construction pricing. Indirect costs for administration, legal, engineering, contingencies, and capitalized interest have not been included in the report. This amount is 125% nd of the total estimated construction costs for the proposed 2014 improvements ($1,127,827) and 125% of the total estimated construction costs for the final street improvements ($127,184). The Developer will also have to submit a separate site grading, erosion control and DR Horton – Eastridge Woods 2 Addition - Street and Utility Improvements 5 nd landscaping/irrigation escrow, in the amount of $84,090 prior to commencement of site grading operations (as shown in the table below). Of that total area, 3.15 acres is dedicated right of way for Washington County Highway 22, 1.48 acres for Military Road and 2.82 acres is provided for ponding. The total net acreage that was used to calculate the Sanitary, Water, and Storm area charges is 54.34 acres and will be split among the proposed 135 residential lots. The net acreage used to calculate the area charges for the 2 Addition of nd Eastridge Woods is 14.66 acres. RECOMMENDATIONS TO COUNCIL It is the finding of this report that the proposed improvements are necessary and cost effective. The following recommendations are made: Adopt this report as the guide for development of the proposed improvements. The Developer installs the public improvements with construction being substantially completed by November 15, 2014. The Developer install the final lift of bituminous for the streets after three years or after 90% of the homes in the development have been constructed. RCA EQUEST FOR OUNCIL CTION Order the preparation of Plans and Specifications for this project. PROJECT SCHEDULE The following project schedule assumes that home construction would begin in the fall of 2014.
