Backqround/Discussion
The bids for the 2014 Pavement Management were found to be favorable in comparison to the
engineer's estimate. The low base bid, provided by Valley Paving Inc., was $2,411,149.53,
compared to the engineer's estimate of $2,795,000.
As part of the bid package, three alternates were bid as part of the project. Alternate #1 was for
repairs to East Point Douglas Road near White Pines Senior Living for a cost of $19,642.67.
Sections of the road have settled around sanitary and storm sewer structures, creating an un-
safe condition for drivers and a hindrance for plowing operations. The repair work as part of
Alternate #1 is to remove and replace the settled sections of pavement. This entire portion of
East Point Douglas Road, from Hardwood Avenue to the cul-de-sac, will also be seal coated as
part of the 2014 Seal Coating Project. Below are some photos of the settlement:

East Point Douglas Road, from Hardwood Avenue to the cul-de-sac
Alternate #2 was for repairs to the intersection of 80th Street and East Point Douglas
Road/Hardwood Avenue at a cost of $24,645.00. Due to the extreme weather over the past win-
ter and excessive freeze/thaw cycles this spring, the intersection experienced extreme joint
damage. While the joints have been patched by Public Works, a more permanent solution is
needed to ensure the same failure is not seen in the future. The repairs as part of Alternate #2
include a full depth milling and repaving of the failed joint�. The intersection will al�o be seal
coated as part of the 2014 Seal Coating Project. Below is a photo of the joints that have been
patched in the intersection:

80th Street and East Point Douglas Road/Hardwood Avenue
Alternate #3 was for repaving of East Point Douglas Road, from County Road 19 west to where
the 2013 reconstruction ended near Walmart, at a cost of $56,212.28. As with the damage to be
repaired in Alternate #2, the extreme winter and spring conditions resulted in severe transverse
joint damage in the road. This joint damage requires constant patching and will continue to
worsen due to the age and condition of the road. The repairs as part of Alternate #3 include a
full depth reclamation of the bituminous pavement and repaving. This will not be a long-term de-
sign for the road, with only a 3-inch section of pavement to be placed. This is considered to be
the most cost effective solution, based on future alignment changes of the East Point Douglas
Road/County Road 19 intersection. Below is a photo of the excessive cracking and patching on
East Point Douglas Road.

Recommendation
It is recommended the City Council award the 2014 Pavement Management Project to Valley

RESOLUTION AWARDING THE BID FOR THE 2014 PAVEMENT MANAGEMENT
UTILITY AND STREET IMPROVEMENTS TO VALLEY PAVING, INC.
IN THE AMOUNT OF $2,511,649.48
WHEREAS, plans and specifications for the 2014 Pavement Management Project
Utility and Street Improvements were completed according to City standards; and
WHEREAS, bids were requested to provide the necessary work; and
WHEREAS, there were three alternatives as part of the bid package for the project.
Alternative #1 is to remove and replace settled sections of pavement on East Point
Douglas Road from Hardwood Avenue to the cul-de-sac near White Pines Senior Living.
Alternative #2 is for repairs to the intersection of 80th Street and East Point Douglas
Road/Hardwood Avenue including a full depth milling and repaving of failed joints.
Alternative #3 is to repave East Point Douglas Road from County Road 19 west to where
the 2013 reconstruction ended near Walmart; and
WHEREAS, two firms submitted bids; and
WHEREAS, it appears that Valley Paving, Inc. is the lowest responsible bid; and
WHEREAS, it is the recommendation of the City Engineer that the bid be awarded
to Valley Paving, Inc. in the amount of $2,511,649.48, which includes Alternatives #1, #2,
and #3.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage
Grove, County of Washington, State of Minnesota, the bid for the 2014 Pavement
Management Project Utility and Street Improvements Project is awarded to Valley Paving,
Inc. in the amount of $2,511,649.48.
