Part 2.Base Funding
Base funding is available for activities that sustain your existing recycling program. The table on page 5 lists
each community’s base funding amount. Below are examples of activities that are eligible for base funding:
administering a recycling ordinance or contract, responding to recycling information
requests, or procuring curbside recycling bins.
compiling reports and information associated with a recycling program, or
providing waste reduction and recycling information through newsletter articles,
brochures, and websites.
The table below shows how the 2014 base funding eligibility was determined for each

Part 3.Project Funding
An additional level of funding is available to develop and implement new or expanded recycling
promotional projects. These projects should increase awareness and participation in waste reduction,
recycling, or backyard composting activities andare valued at $0.50/Household (HH) per project.
Cities and townships may qualify for up to four projects or $2.00/HH. The table on page 5 shows
your community’s maximum project funding eligibility (4 projects per year).

Part 3. Project Funding
Please describe the recycling projects your city/ township will undertake in 2014 to increase recycling:
1.Get Caught Recycling
The City of Cottage Grove will promote recycling through its “Get Caught Recycling” program. As
it did in 2013, the program will consist of two different components: 1) a program to award students
for recycling at Cottage Grove Middle School, and 2) the traditional residential curbside awards
program.
Student program – In 2013, the city initiated this program in partnership with the school district,
Washington County, and resource officers at Cottage Grove Middle School. Resource officers at the
school award students a $10 gift certificate to a local business for getting “caught” recycling.
Residential program - Two residents are randomly selected each month to receive a $50 gift card to a
local business on their designated pick-up day. City staff will check each address on its designated
pick-up day to verify whether the resident has their recycling out.If they do, they are awarded a $50
gift certificate to a local business.
2.Waste Reduction and Recycling Promotion through newsletters
The city will promote waste reduction and recycling through articles in the city’s monthly Cottage
Grove Reports. In addition, inserts were included in the newsletter to promote the Spring Clean-up
and the Washington County Environmental Center. The newsletter is sent out toapproximately
10,800 addressesin Cottage Grove, and is posted on the city’s website. Information on the city’s
recycling program will also be posted on the city’s Facebook page and website.
3.Promoting Recycling at City Events
Spring Clean-up – The city will host its annual Spring Cleanup Day on Saturday, May 3. In addition
to the items collected each year at the event, the city contracted with First Shred to provide a
shredding service for residents.
Cottage Grove Strawberry Festival – the city’s Environmental Commission will host a booth at this
annual event scheduled June 19-22. The booth will feature information on water conservation, rain
gardens, and waste reduction and recycling. Handouts will promote the city’s Get Caught Recycling
program, the County’s Environmental Center, the prescription drug drop-off, rain gardens,
information on where to purchase rain barrels and information on the cost-share program offered
through the local watershed district.
Nite to Unite – The city will provide compostable plates, napkins and silverware for registered Nite
to Unite parties. The event is observed annually on the first Tuesday in August. The city provides a
kit for each party with information on city events, crime prevention, etc. In addition, the kits will
include information on waste reduction and recycling and the benefits of composting. Based on
previous years, staff expects approximately 40 registered parties for the event.
Sustainable City Awards
The Sustainable City Awards program was developed in 2013 by the city’s Environmental
Commission, to recognize businesses, and individuals that are making Cottage Grove a more
sustainable community through innovative programs and practices that demonstrate environmental
leadership. In 2014, Warner Electric will receive the first award under the new program for Use of
Renewable or Alternative Energy.Warner Electric is being recognized for installing a 20kW wind
turbine and a 3kW solar tracker. In addition, the company has implemented many reuse and
recycling initiatives through the company’s Clean and Green Team.
4.Promoting Recycling at schools
Cottage Grove Elementary – For the fourth year, city staff and Dan Schoepke will present
information on waste reduction, packaging, reuse and recycling to all of the first grade classes at
Cottage Grove Elementary. City staff will distribute recycling activity books and pencils to all of
the first grade students.
CLIMB Theatre – The city contracted with CLIMB Theatre Productions to do performances in three
elementary schools within School District 833. Each school had two different productions. “The
Gift Cat” was performed for kindergarten, first and second graders. “Trash!” was performed for the
third, fourth and fifth graders. CLIMB performed at Pine Hill, Crestview, and Hillside Elementary
schools. City staff attended each performance and distributed pencils and recycling activity books to
ndth
the K-2 graders, and reusable water bottles and bracelets promoting the three Rs to the 3rd-5
grade students.
A description of the educational objectives for each performance is below.
The Gift Cat - Educational Objectives: Grades K-2
1.To explain and demonstrate the concept of waste reuse (creatively reusing items you may have
thrown out, holding yard sales, bringing things to thrift shops)
2.To explain and demonstrate waste reduction (replacing paper products with more permanent
ones, buying bigger amounts of things, purchasing items with less packaging)
3.To show items that are recyclable and explain what happens when things are recycled
4.To explain landfills
5.To give reasons why the 3 Rs should be practiced
Trash! - Educational Objectives: Grades 3-5
1.To reinforce the concept of waste reduction, reuse and recycling
2.To present environmental incentives for reducing, reusing and recycling
3.To empower students to lead the way by practicing waste reduction, re-use and recycling, and to
influence adults to follow their example
4.To present some of the excuses for not practicing waste reduction, re-use and recycling, and to
suggest ways to counter these excuses

Part 5. Additional Project Funding
As part of the 2014 recycling grant program, the County will fund projects that target specific areas for
additional work in waste reduction and recycling. Funds are intended for new and innovative projects or to
expand the scope of existing waste reduction or recycling efforts. Eligible expenses are generally those that
involve staff time and educational costs associated with developing and implementing the project. Some
capital expenses may also be considered on a case by case basis. Funds may not be used to pay for existing
activities or operations. Projects may go beyond city borders and span more than one year and focus on
topics that have typically not received financial or technical assistance. Targeted areas include:
-Increasing paper recycling from residents or businesses.
-Establishing a system to collect recyclables at special events or other “away from home” locations.
-Improving/expanding collection of recyclable materials from multifamily housing complexes.
-Conducting educational programs that teach about waste and toxicity reduction. This could include
hosting workshops and/or demonstrations that teach about reducing waste and toxicity of waste or
promote the Washington County Environmental Center.
-Promoting reuse as a component of community cleanup events.
-Establishing a social media tool to inform residents about waste reduction or recycling opportunities and
evaluating whether they took action.
-Implementing reduction and recycling efforts targeting multi-cultural audiences.
-Improving recycling and waste reduction practices within city/township operations.
-Providing assistance to businesses or business organizations to increase awareness about recycling and
waste reduction opportunities.
