Regular Meeting

OPENFORUM
At 7:15 p.m., Mayor Myron Bailey declared that during Open Forum one may address the City
Council on any subject not a part of the regular meeting agenda, but must limit their remarks to three
(3) minutes. The purpose of Open Forum is to give the public an opportunity to present information
or to request action by the City Council. It may not be used to make personal attacks, to air
personality grievances, to make political endorsements, or for political campaign purposes. Open
Forum will adjourn to the regular meeting at 7:30 p.m.
The following were present: Council Member Derrick Lehrke, Council Member Justin Olsen, Council
Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron Bailey.
The following were absent: None.
Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland,
Finance Director; Korine Land, City Attorney-LeVander, Gillen & Miller, PA; Jennifer Levitt, City
Engineer; Craig Woolery, Public Safety Director; Emily Schmitz, Code Enforcement Officer, and Les
Burshten, Public Works Director.
Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience wished to
address the City Council on any topic not on the agenda. There being none, Mayor Bailey closed
Open Forum to the Regular Meeting.
CALL TO ORDER — Regular Meeting
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular
meeting on May 7, 2014 at the Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called
the meeting to order at 7:30 p.m.
PLEDGE OF ALLEGIANCE
The audience, staff and Mayor and Council Members pledged allegiance to the flag of the United
States of America.
ROLL CALL
The following were present: Council Member Derrick Lehrke, Council Member Justin Olsen, Council
Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron Bailey.
The following were absent: None.

TO APPROVE THE AGENDA AS PREPARED. MOTION CARRIED. 5-0.
2. PRESENTATIONS
A. Code Enforcement Update, Rental License Update, Overview of Summer
Commercial Landscape Sweep. and Update on Parkina Lot and Drive Lane
Maintenance
Emily Schmitz, Code Enforcement Officer, gave a presentation on code enforcement,
rental licensing, the summer commercial landscaping sweep, and an update on
parking lot and drive lane maintenance.
3. APPROVAL OF MINUTES
A. March 29. 2014 Special Meetina.
Mayor Bailey accepted the minutes of the March 29, 2014 Special Meeting as
prepared.
B. April 2, 2014 Reqular Meetinq.
Mayor Bailey accepted the minutes of the April 2, 2014 Regular Meeting as
prepared.

Mayor Bailey accepted the minutes of the April 16, 2014 Regular Meeting as

4. CONSENT CALENDAR
The Council pulled and briefly discussed item I, the proclamation declaring May 17, 2014 as
"SYTTENDE MAI" Day.

STREET IMPROVEMENTS TO VALLEY PAVING, INC. WHO SUBMITTED THE
LOWEST OF THE TWO BIDS RECEIVED, INCLUDING ALTERNATIVES #1, #2
AND #3 IN THE AMOUNT OF $2,511,649.48. MOTION CARRIED. 5-0.
8. UNFINISHED AND NEW BUSINESS
A. Consider Adoptina a Resolution Authorizina the Sale of $1.405.000 Taxable General
Obliqation Tax Increment Refundinq Bonds of 2014A
Shelly Eldridge of Ehlers and Associates reviewed the bids received for the sale of
$1,405,000 Taxable General Obligation Tax increment Refunding Bonds. She noted
that the City received 10 bids.

PETERSON, TO ADOPT RESOLUTION NO. 2014-037, A RESOLUTION
PROVIDING FOR THE ISSUANCE AND SALE OF $1,405,000 TAXABLE GENERAL
OBLIGAGTION TAX INCREMENT REFUNDIN BONDS, SERIES 2014A AND
PLEDGING TAX INCREMENTS AND LEVYING A TAX FOR THE SECURITY AND
PAYMENT THEREOF. 5-0.
B. Consider the Purchase of Two New Western Star Dump Trucks with Snowplow
Eauipment
MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER
LEHRKE, TO APPROVE THE PURCHASE OF TWO NEW WESTERN STAR DUMP
TRUCKS WITH SNOWPLOW EQUIPMENT FOR A COMBINED PURCHASE PRICE
OF $377.333.48. MOTION CARRIED. 5-0.

9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS — None.
10. COUNCIL COMMENTS AND REQUESTS f837 PMl
Council Member Peterson announced that Night to Unite will be held on May 15 at Kingston
Park; the next Fare for All is May 15; the Stone Soup-er Bowl is May 17; and the Memorial
Day Ceremony is on May 26 at the Cottage Grove City Hall.
Council Member Olsen announced that the annual Spring Cleanup Day was May 3 and
thanked the Public Works team for doing a wonderful job. He also announced that a number
of Roundy's dba/Rainbow Foods stores will be changing hands, closing, or will be sold. It is
unknown at this time what will happen with the Cottage Grove store.
Mayor Bailey announced that the Standing Strong and Crossroads Church walk/runs will be
held on May 17 and the Relay for Life is on June 6 at East Ridge High School. He also
acknowledged that the City received a grant for the Bike Park in the amount of $33,000.
Council Member Thiede encouraged the public to participate in the Strawberry Fest parade,
Business Expo, etc.

MOTION BY OLSEN, SECONDED BY THIEDE, TO APPROVE PAYMENT OF CHECK
NUMBERS 185766 TO 186038 TOTALING $770,572.89 AND EFT PAYMENT OF
$15,067.00. MOTION CARRIED. 5-0.
