COUNCIL ACTION REQUEST
Pass a motion approving the purchase of a new air compressor and fill station from Alex Air
Apparatus Inc. to be used with the new self contained breathing apparatus (SCBA) at a cost of
$42,920.00. This purchase is necessary to fully integrate the new SCBA's into service.
STAFF RECOMMENDATION

Subject: Request to Replace SCBA Fill Station and Compressor
Background
In 2013 Council authorized the acceptance of a 2012 Assistance to Firefighter Grant
(AFG) in the amount of $224,930.00 to use towards the replacement of the fire
department's Self Contained Breathing Apparatus (SCBA). Upon finalizing the purchase
of the SCBAs it was discovered that the department's existing SCBA air filling station
does not have the capacity to completely fill the new SCBA air bottles.
The Public Safety Command staff is requesting the authorization to purchase an SCBA
fill station and compressor from Alex Air Apparatus Inc. for the quote amount of
$42,920.00.
Discussion
In 2012 at the time of submissions for the AFG grant vendor estimates were obtained
for replacing the departments antiquated SCBA's. The vendors stated at that time that
the existing 1991 Bauer compressor and 2003 fill station should suffice. The existing fill
station at Station 2 is not compatible for upgrades but does have a market value and
can be taken as an $8000.00 trade at the time of a new purchase.
The AFG funds will be used to purchase state of the art SCBAs which will have Scott
brand 5500psi air bottles. The existing SCBA fill station will only be able to fill the new
bottles to 4200 psi. To note, the old SCBA air bottles had a capacity of 2216 psi.
Utilizing the existing 7.5hp compressor and fill station would not only incompletely fill the
new bottles but would put firefighters at a tactical disadvantage having to wait the
additional time to refill a bottle.
It should also be noted that in the city's Capital Improvement Plan the replacement of
Fire Station 2 is scheduled. This fill station and compressor being requested is capable
of being moved to another location.
Quotes were obtained from the following companies:

The quote from Alex Air Apparatus Inc. was selected because it met the most
requirements needed for the department needs. The compressor and fill station will
serve our community for the next 20 years. The existing fill station, due to its excellent
maintenance history, has a market value according to the vendors to be in the
$8,000.00 range.
Recommendation
In order to utilize the $224,930.00 in AFG grant funding in a timely manner and
purchase the SCBAs and to ensure a sufficient means to fill the bottles, staff is
requesting council authorization to make an unbudgeted purchase from Alex Air
Apparatus Inc. of a Bauer Legacy 13 Compressor Unit, Bauer CFS5.5S Fill Station,
Three ( 3) ASME air storage cylinders w/racking, and a remote compressor control
panel for the quoted amount received of $42,920.00. The final price will be offset with
the sale of the existing unit.
The funding source requested is the Equipment Replacement Fund (9210) and as of
12-31-2013 had a balance of $1,788,846.00.

Issue: The current SCBA compressor and fill station is not capable of filling the new
5500psi bottles. The current system can only handle 2216psi bottles.
Request: Have city allot funds to purchase a new SCBA compressor and fill station.
Current System: Bauer Compressor: 1991 / Fill Station: 2003

Summary:
Attached are three quotes for replacing the current SCBA Compressor and Fill Station.
When the department ordered the new SCOTT SCBAs it was assumed by former staff
members that our current SCBA Compressor and Fill Station would be compatible to fill
the new SCBA cylinders. After receiving the AFG Grant we learned this was not true.
Right now if we take possession of the new SCBA's we have no way of completely
refilling the air cylinders. I called and spoke to a former staff member and asked him
why we did not look at replacing the fill station when we applied for the grant and he
� was under the impression our current system would be able to fill the bottles.
I met with a salesman from MES, our vendor for the SCBA's and he stated he
remembers speaking about this issue when he was discussing the SCBA quotes. He
looked at the current SCBA fill station and he stated there was no way to convert our
current system to fill the new cylinders.
Staff also met with two other vendors regarding the compressor and fill station and they
stated there is no way to convert our system to fill the new cylinders and we would need
to replace our current system.
I know this is not the best position to be in at this time but it appears we need to
purchase a new compressor and fill station in order to fully utilize the new SCBA's.
After reviewing the three attached quotes it is my recommendation that we accept the
quote from Alex Air Appartus INC. It is the second lowest bid but we will gain the
following if we use them.
➢ They currently service our current SCBA Fill Station
➢ Offer a 5 year blocl< " Engine" warranty
➢ Offer a 2 year full system warranty
➢ Offer a remote control compressor control panel
➢ Part replacement costs are about 1/10 that of other brands
➢ Bauer compressor are rated for continuous duty with no cool down or purge cycles are
necessary.
➢ All parts are made and maintained by Bauer themselves
➢ Value overhau) at 3000 — hours, compared to most at 500 hours
➢ Cranl<shaft blocl< assembly is rated at 30,000 hour life
After speaking to the three vendors I believe we can sell our current fill station and
compressor to a third party via sale/auction. All three vendors said our system is in good
working condition and has been maintained properly for its length of service.
