HomeMy WebLinkAbout2014-04-28 MINUTES COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Special Meeting April 28, 2014 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a special meeting on April 28, 2014 at the Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove. Mayor Bailey called the meeting to order at 7:40 p.m. ROLL CALL The following were present: Council Member Dave Thiede, Council Member Jen Peterson, and Mayor Myron Bailey. The following were absent: Council Member Justin Olsen and Council Member Derrick Lehrke Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Jennifer Levitt, City Engineer; John McCool, Senior Planner; and John Burbank, Senior Planner; and Emily Schmitz, Code Enforcement Officer. 1.CONSENT CALENDAR ’ Council Member Thiede pulled item B and highlighted the Planning Commissions recommendation to issue an interim conditional use permit to Walmart for a temporary seasonal garden in their parking lot for a one-year period versus five years. A.Consider Approving an Interim Conditional Use Permit for a Temporary Seasonal Garden Center in the Cub Foods Parking Lot at 8690 East Point Douglas Road, Cottage Grove. MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER PETERSON, TO ADOPT RESOLUTION NO. 2014-030, A RESOLUTION APPROVING AN IMTERIM CONDITIONAL USE PERMIT TO ALLOW A TEMPORARY OUTDOOR GARDEN CENTER IN THE PARKING LOT AT CUB FOODS, 8690 EAST POINT DOUGLAS ROAD SOUTH, COTTAGE GROVE, SUBJECT TO COMPLIANCE WITH THE EIGHT CONDITIONS IN THE RESOLUTION. MOTION CARRIED. 3-0. MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER PETERSON, TO ADOPT RESOLUTION NO. 2014-031, A RESOLUTION APPROVING AN INTERIM CONDITIONAL USE PERMIT TO ALLOW A TEMPORARY OUTDOOR GARDEN CENTER IN THE PARKING LOT AT WALMART, 9300 EAST POINT DOUGLAS ROAD SOUTH, COTTAGE GROVE, FOR A ONE-YEAR PERIOD, SUBJECT TO COMPLIANCE WITH THE EIGHT CONDITIONS IN THE RESOLUTION. MOTION CARRIED. 3-0. – 2.WORKSHOP SESSION OPEN TO PUBLIC Joint Workshop with the Planning Commission on the Sign Ordinance. The following Planning Commissioners were present: Chris Reese, Randall Wehrle, ’ Jim Rostad, Lise Rediske, Wayne Johnson, Jody Imdieke, Kimberly Graff, Ken Brittain, and Adam Graf. The purpose of this joint meeting with the Planning Commission was to receive feedback on the proposed sign ordinance. There was discussion on the following topics:  Sign Ordinance and the First Amendment  Sign Area Calculation  On-Premise Directional/Informational Signs  Menu Boards  Awning and Canopy Signs  Umbrella Signs  Window Signs  Grand Opening/Close Out Signs  Security/Alarm Signs  Sign Electrical/Wiring Conduits  Bridges and Overpass  Art/Illustration Signs  Memorial Signs/Plaques  Merchandise Signs  Athletic Field/Scoreboard Advertisement  Bus Stop/Bench Signs  Projecting Signs  Gas/Convenience Store Signs  Leasing/Rental Signs  Temporary Signs Cottage Grove City Council 3 April 28, 2014 Special Meeting  Off Premise Signs  Dynamic Signs ADJOURNMENT MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER PETERSON, TO ADJOURN THE SPECIAL MEETING AT 9:32 P.M.
