COTTAGE GROVE CITY COUNCIL

Regular Meeting
June 18, 2014
OPEN FORUM
At 7:15 p.m., Mayor Myron Bailey opened Open Forum and stated that during Open
Forum a person may address the City Council on any subject not a part of the regular
meeting agenda, but must limit their remarks to three (3) minutes per person. The
purpose of Open Forum is to give the public an opportunity to present information or to
request action by the City Council. It may not be used to make personal attacks, to air
personality grievances, to make political endorsements, or for political campaign
purposes. Open Forum will adjourn to the regular meeting at 7:30 p.m.
The following were present: Council Member Justin Olsen, Council Member Jen
Peterson, Council Member Dave Thiede, and Mayor Myron Bailey.
The following were absent: Council Member Derrick Lehrke (late)
Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk;
Robin Roland, Finance Director; Korine Land, City Attorney-LeVander, Gillen & Miller,
PA; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les
Burshten, Public Works Director.
Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience
wished to address the City Council on any topic not on the agenda.
Dan Franz, 7747 Jasmine Avenue South, Cottage Grove, invited the Mayor and Council
to attend their amateur radio event to be held June 28-29 at Zion Church, 8500 Hillside
Trail South.
Council Member Lehrke arrived at 7:19 p.m.
Mayor Bailey closed Open Forum to the Regular Meeting.

CALL TO ORDER Regular Meeting
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
regular meeting on June 18, 2014 at the Cottage Grove City Hall, 12800 Ravine
Parkway South. Mayor Bailey called the meeting to order at 7:30 p.m.

PLEDGE OF ALLEGIANCE
The audience, staff and the Mayor and Council Members pledged allegiance to the flag
of the United States of America.
ROLL CALL
The following were present: Council Member Derrick Lehrke, Council Member Justin
Olsen, Council Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron
Bailey.
The following were absent: None.
Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk;
Robin Roland, Finance Director; Korine Land, City Attorney-LeVander, Gillen & Miller,
PA; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les

Mayor Bailey presided over the meeting.

MEMBER THIEDE, TO APPROVE THE AGENDA AS PRESENTED. MOTION
CARRIED. 5-0.

4. CONSENT CALENDAR
The Council pulled and briefly discussed the following items from the consent
calendar: H, K, N, O.
Council Member Thiede pulled items N and O for discussion and action at the
next regular Council meeting. In the meantime, he would like to receive additional
justification on the purchases.

F. APPROVE THE FIRST AMENDMENT TO DECLARATION OF
COVENANTS, CONDITIONS, RESTRICTIONS, AND RESERVATIONS
FOR SUMMIT RIDGE TWO COMPANY PROPERTY (CAMELS HUMP
AREA).
G. ADOPT RESOLUTION NO. 2014-043, A RESOLUTION APPROVING
THE FINAL PLAT NAMED OAK COVE ADDITION.
ADOPT RESOLUTION NO. 2014-044, A RESOLUTION ACCEPTING
THE FEASIBILITY REPORT DATED JUNE 10, 2014 AND APPROVING
THE FINAL CONSTRUCTION DRAWINGS DATED MAY 30, 2014 FOR
OAK COVE ADDITION.
APPROVE THE DEVELOPMENT AGREEMENT WITH MERIDIAN LAND
COMPANY FOR THE DEVELOPMENT OF OAK COVE ADDITION.
APPROVE THE THIRD PARTY ESCROW AGREEMENT FOR OAK
COVE ADDITION.
H. APPROVE THE COOPERATIVE AGREEMENT BETWEEN THE CITY OF
COTTAGE GROVE AND WASHINGTON COUNTY FOR THE DESIGN
AND CONSTRUCTION COSTS ASSOCIATED WITH THE CSAH 22

I. ADOPT RESOLUTION NO. 2014-045, A RESOLUTION AWARDING THE
2014 TRAIL RESURFACING PROJECT TO THE LOWEST ACCEPTED
QUOTE, SUPPLIED BY FAHRNER ASPHALT SEALERS, LLC, FOR
$93,084.00.
J. ADOPT RESOLUTION NO. 2014-046, A RESOLUTION AMENDING THE
PERSONNEL POLICY BY UPDATING SECTION 21.12 ON SOCIAL
MEDIA.
K. ADOPT RESOLUTION NO. 2014-047, A RESOLUTION ACCEPTING A
DONATION FROM LSP COTTAGE GROVE L.P., FOR THE ECONOMIC
DEVELOPMENT TRUST FUND.
L. CANCEL THE JULY 2, 2014 REGULAR CITY COUNCIL MEETING.
M. APPROVE THE STRAWBERRY FEST EVENT CONTINGENT ON
CONDITIONS PROPOSED.
N. REMOVED FROM CONSENT CALENDAR FOR A SEPARATE VOTE.
O. REMOVED FROM CONSENT CALENDAR FOR A SEPARATE VOTE.
MOTION CARRIED. 5-0.
(ITEM O) MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL

MEMBER PETERSON, TO APPROVE THE PURCHASE OF UTVS FROM 61
MARINE AND SPORTS, RELATED EQUIPMENT FROM KIMTEK
CORPORATION, AND RELATED SET UP COSTS FOR THE FIRE DIVISION IN
AN AMOUNT NOT TO EXCEED $55,527.00.
Council Member Lehrke stated that he would like to take a look at exactly what
we are purchasing and what it is needed for.
MOTION CARRIED. 4-1 WITH COUNCIL MEMBER LEHRKE VOTING NAY.
(ITEM N) MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL
MEMBER LEHRKE, TO CONSIDER APPROVING THE REPLACEMENT OF
TWO ONE-TON AND FOUR PICKUP TRUCKS AND THE PURCHASE OF TWO
ONE-TON AND FOUR PICKUP TRUCKS FOR THE PUBLIC WORKS AND
PARKS DEPARTMENTS TO THE NEXT REGULAR MEETING. MOTION
CARRIED. 3-2 WITH COUNCIL MEMBER PETERSON AND MAYOR BAILEY
VOTING NAY.

10. COUNCIL COMMENTS AND REQUESTS
Council Member Peterson stated that the Farmers Market is open and operating
every Thursday; the Next Fare for All is July 10; and Night to Unite is August 5.
Council Member Thiede stated that the Strawberry Fest is this weekend at
Kingston Park. He highlighted the numerous events taking place.
Mayor Bailey asked whether or not the Strawberry Fest medallion had been
found and the Reporter from the South Washington County Bulletin responded
no.
Council Member Olsen stated that the 100-year anniversary of Park High School
will be held in October, it is coordinated by Cheri Bien-Coffman and some of the
events include a parade, tailgating, Park versus Hastings football game, school
tours, etc.

Mayor Bailey stated that the Bike Parks Grand Opening is June 26; G-Will
Liquor’s Grand Opening is July 1; and the Fourth of July Fireworks Display,
sponsored by the Cottage Grove Lions Club, is July 4.
