COUNCIL ACTION REQUEST
Consider authorizing issuance of a single-occasion gambling license to the Cottage Grove
Lions to conduct a raffle at American Motorsports Bar and Grill, 7240 East Point Douglas
Road, on October 21, 2014.
STAFF RECOMMENDATION
Authorize issuance of the license. During the required background investigation, no facts were
found that would constitute a basis for denial of the application.

Subject: GAMBLING LICENSE APPLICATION - TEMPORARY
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within the
City of Cottage Grove, must obtain a gambling permit. The issuance of lawful gambling
permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Brenda Lee Witt, on behalf of the Cottage Grove Lions Club,
PO Box 2, Cottage Grove, MN 55016, has submitted an application for a Temporary Single
Occasion gambling permit, for the conduct of raffles to be held at American Motor Sports
Bar and Grill, located at 7240 E. Pt. Douglas, Suite 110, Cottage Grove, Minnesota 55016
on Tuesday, October 21, 2014 at 7:00 pm. The Department of Public Safety is required to
conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt
from the licensing requirements of the Minnesota Charitable Gambling Control Board. We
have investigated the applicants and have not found any facts that would constitute a basis
for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application
for the Cottage Grove Lions Club.
