CALL TO ORDER – Mayor PLEDGE OF ALLEGIANCE ROLL CALL – City Clerk 1. ADOPTION OF AGENDA 2. PRESENTATIONS A. Eagle Scout Award: Eric Matthew Solem—Troop 286. B. 2014 Green Garden Awards. 3. APPROVAL OF MINUTES A. July 16, 2014 Regular Meeting. 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Public Works Commission Meeting Minutes from June 16, 2014. ii. Planning Commission Meeting Minutes from June 23, 2014. B. Consider authorizing issuance of a single-occasion gambling license to the Cottage Grove Lions to conduct a raffle at American Motorsports Bar and Grill, 7240 East Point Douglas Road, on October 21, 2014. Staff Recommendation: Authorize issuance of the license. During the required background investigation, no facts were found that would constitute a basis for denial of the application. AUGUST 13, 2014 AGENDA Cottage Grove City Council C. Consider adopting a resolution accepting donations made between April 1 and June 30, 2014. Staff Recommendation: Adopt the resolution. D. Consider authorizing staff to accept the River Oaks Scenic Overlook grant from the Friends of the Mississippi River in the amount of $8,200.00. Staff Recommendation: Authorize staff to accept the donation. E. Consider authorizing issuance of a single occasion gambling license to Cottage Grove Elementary PTO Inc. to conduct a raffle at Cottage Grove Elementary, 7447 65th Street South, on October 3, 2014. Statf Recommendation: Authorize issuance of the gambling license. During the required background investigation, no facts were found that would constitute a basis for denial of the application. F. Consider adopting a resolution accepting a grant from the Shakopee Mdewakanton Sioux Community for two Philip FRx AED monitors with AED defibrillation pads with an estimated value of $1,500.00 each for use by the police and fire departments. Staff Recommendation: Adopt the resolution accepting the grant. G. Consider authorizing issuance of a single-occasion gambling permit to East Ridge Athletic Association for a raffle and bingo at River Oaks Golf Course on October 25, 2014. Staff Recommendation: Authorize issuance of the permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. H. Consider approving an amendment to the Water Tower Site Lease with Verizon at 6700 Inwood Avenue. Staff Recommendation: Approve the amendment. I. Consider approving two amendments to the Water Tower Site Lease with Sprint at 6700 Inwood Avenue and 8193 Grange Boulevard. Staff Recommendation: Approve the amendments. J. Consider supporting changing the designation of 70t" Street from CSAH 20 to CSAH 22 and revoking the designation of Old 70t" Street as a county roadway to a local city street. Staff Recommendation: Adopt the resolution supporting the requests. K. Consider authorizing staff to send a letter to the Minnesota Department of Natural Resource commenting on the Mississippi River Corridor Critical Area (MRCCA) DNR Working Draft Rules. Staff Recommendation: Authorize staff to send the comment letter. L. Consider approving a Certificate of Appropriateness for an addition and modification to the 1947 Barn at 7310 Lamar Avenue South. ..., Staff Recommendation: Approve the certificate of appropriateness. M. Consider approving a conditional use permit transferring two development rights from a parcel of land to new parcels being created and a minor subdivision subdividing a 9.43-acre parcel of land located north of 100t" Street at Lehigh Road into 5.93-acre and 3.5-acre parcels. Staff Recommendation: Adopt the resolution approving the conditional use permit. N. Consider approving the Assessment Appeal Waiver Agreement for the 6465 Hadley Avenue South Improvement Project between the City of Cottage Grove and Ralph and June Brown. Staff Recommendation: Approve the agreement. O. Consider approving the 2015 — 2017 Patrol Labor Contract. Staff Recommendation: Approve the contract. Consider approving a conditional use permit to allow Rumpca Excavating to process and remove existing stockpiles of concrete and asphalt materials from the Bailey Nurseries property at 6600 and 6750 103rd Street and to permit the excavation of stormwater basins as proposed on the approved 2003 grading plan. Hold the public hearing and consider authorizing issuance of an off-sale intoxicating liquor license and tobacco sales license to Yayin Gadol, LLC/DBA Top Ten Wine & Spirits, 8617 East Point Douglas Rd S. Staff Recommendation: Authorize issuance of the licenses. During the required background investigation, no facts were found that would constitute a basis for denial of the applications. 7.
