MINUTES
August 12, 2014
Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority
was held at River Oaks Golf Course, 11099 Highway 61 South, Cottage Grove, Minnesota 55016
on the 12th day of August, 2014.
I. CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Bailey.
II. ROLL CALL

III. APPROVAL OF MINUTES
A motion was made by EDA Member Poncin to approve the May 13, 2014 EDA Meeting Minutes.
The motion as seconded by EDA Member Dave Thiede, all present were in favor.
IV. BUSINESS ITEMS
Development Update / BR&E Update
A.
EDA Executive Director Schroeder reviewed the development update material that was
included in the EDA packet.

ED Director Parr briefly highlighted the plans for the day in relation to the 19 annual Growth
Partners golf tournament. Director Parr indicated that there was over 90 golfers registered
for the tournament. Director Parr also mentioned that 3M and DR Horton would be awarded
Growth Partner Awards at the tournament banquet later in the day. Special thanks was
given to EDA Members Bailey, Levine, Westerberg, and Thiede for their participation in the
event.
C. ED Budget
Finance Director Roland presented the proposed EDA Fund Budget. Finance Director
Roland indicated that the Council will have to approve the transfer from the EDA Trust by
the end of 2014. She also reiterated that a portion of the short fall was from the $50,000
loan forgiveness from the EDA to the River Oaks golf course.
Additional Discussion
EDA President Bailey introduced Primrose representatives that were in attendance (Richard
Kasper, Mickey Arora and Melinda Arora). Primrose Acquisition Manager Kasper gave
background, building requirements and wish list for the proposed site. Both Primrose
franchisees Mickey and Melinda Arora explained their backgrounds, decision making
process for choosing Primrose as a business, as well as why the site north of Ruby Tuesday
would benefit their family and the community of Cottage Grove. Primrose Acquisition
Manager Kasper explained that Primrose’s role is to support the real estate acquisition and
construction in accordance with their standards. Primrose takes on this responsibility so the
Franchisees are able to focus on their business plan and the hiring of staff. At the day of
sale, the Franchisees would be assigned as property owners and fully take over operation
of the facility.
EDA Members expressed interest in having Primrose locate in Cottage Grove and
discussed various land parcel options.
A motion was made by EDA Member Thiede to move to the closed session. The motion
was seconded by EDA Member Westerberg.
D. Closed Session
Meeting went into private session to discuss the City owned commercial lot north of Ruby
Tuesday’s.
V. MISCELLANEOUS BUSINESS ITEMS
EDA Executive Director Schroeder reminded the EDA that an all commission meeting would be

held at City Hall on August 20. Prior to the all commission open house portion of the meeting,
the City budget would be reviewed and discussed.
VI. CALENDAR
The EDA members were given the calendar to familiarize themselves with upcoming meetings
and events.
VII. AJOURN
EDA Member Poncin moved to adjourn the meeting. Seconded by EDA Member Levine, all
present were in favor. The meeting adjourned at 9:30 a.m.
