COUNCIL ACTION REQUEST
City Council pass a motion to approve and authorize execution of the Letter of Agreement
between the City of Cottage Grove and Washington County for the establishment and
operation of a fixed-site Radiological Emergency Reception Center, which would become
effective on the date of the last signature by the authorized representatives of the City of
Cottage Grove and Washington County.
STAFF RECOMMENDATION
City Council pass a motion to approve and authorize execution of the agreement between the
City of Cottage Grove and Washington County.

The City of Cat�age Grove Pubiie S�fety Depar#m�nt plays an in±egral rol� in the
operation of a fixed site radiologicai r�ceptiQn center at the Minnesota National Guard
Armory, 8180 �elden Bouievard, Cottage Grove MN*. The reception cent�r is
established to r�gister,.monitor an� �ecantaminate, if necessary, the evac�ees, their
vehicles and hausehold pet� from #he tsn-mile Emsrgency Plannin� Zone aroun� th�
Prairie Isiand Nuclear Ger�eratin� �lant.
The first Qper�:tiQnal period �f up t� 12 h�urs �vil( �� stafFed by the Cottage Grove Fire
Division, City ofi Cottage Grove and Wa�hington County persannel. CGFD will need
mutual aid fire and EMS resources to caver fhe city during the fir�t aperationai period.
Roles and responsibilities of the Cottage Gro�� Public Safety� D�partment are:
o Upon rotificatior� of an Aler� Emer�enc� Classifica#ion Level (ECL);
o�he Cottage Grove Fir� Di��ision will nQtify and place on stand-by its
recAption center respAnders;
o the Cottage Grove Fire Di��ision will retrieve the two equipm�nt trailers
from Acorn Mini Stor�ge at 8625 West Point Douglas Road and pre-
position them at the r�ception center;
■ Keys for the storage units are in the key box in the Deputy �°ire
Chief's ofifice at GGFD Fire Station #2, 8641 �O Street Soufih;

a Sumr��r Storage (Aprif — October): All equipment is stored on the
two traiier� in Unit #1106 and #1107;
■ Wint�r Storage (Nov�mber — March): Cold sensitive equipment and
supplies are st�red in heated storage # 822. The cold sensitive
equipm�nt and supplies musf be loaded anfa trailer #� .
o Upon notification of a�ite �4rea Emergency or General Emergency ECL (or drill
or exercise of same notificafiion levels):
o t�e Gottage Grove Fir� Division will activate ifi� rec�ptian center
responders �nd set up the reception center facility:
o set up procedures and floor plans are inside each traifer;
o each equipment cart has specific duty station procedures and f{aor plans
in its document holder;
o the �et up should be completed within 2-3 hours.

• Vehicle Decontamination and Household Pet Monitoring and Care is located at
the Cattage Grove Public Works facility at 8635 West Point Douglas Road.
o As soon a� the recepti�n cer.t�r is operational, the Vehicle
Decontamination and Household Pet equipment carts must be delivered to
the Public Ul/orks facility.
• Traffic control will be directed by Cottage Grove Police Division personnel.
� Jther City of Cottage Grove servic�� ��vill �e pro��ided as needed (em�rgency
lighting, snorr� removal, internal and external security, traffic con#ro[)

nece�sary for reception center operations.

*At the time of the writing of this Letter of Agreement update, the Reception �enter
location is in the process of being reloeated from the National Guard Armory location to
its new location at Park Cottage Grove High School, 8040 80 St. S., Cottage Grove
MN. For the purposes of trainings and drills the high school will be used as the
Reception G�nter location until it is p�rmanently and officially identified as such by -
FEMA. Until such time the rea! event location of the Reception Center sha!! r�main the
National Guard Armor�r facility at the I�cation listed above.

Terminatio�
This agreement shall become effective on the date of the last signature by the
a�atn�rized r�pre��ntatives �f #h� �ity of �gtt��� Gr�u� �nd W�shing��n County. T'h�
agr�ement may be amended with mutual consent of b�th parties and may be
terminated by either party after a�n� year wri#ten notic� or ather terrr�� as mutually
agreed to by bofh parties.
