HomeMy WebLinkAbout2014-09-22 PACKET 06.6.Planning Staff Report T- Mobile Central, LLC — Conditional Use Permit Planning Case No. CUP2O14 -033 September 22, 2014 Proposal T- Mobile Central, LLC has applied for an amendment to Resolution No. 97 -40, which approved the installation of nine antennas on top the City's water tower and the construction of a 16 -foot by 20 -foot equipment building, to mount three additional antennas on top of the existing water tower for a total of twelve antennas. No change will be made to the existing 16 -foot by 20 -foot equipment building. The installation of these three additional antennas will not significantly expand the wireless com- munication coverage area, but will improve communication capacity and data transmission speed to current and future wireless communication systems. The location of this site improvement is at 6700 Inwood Avenue. A location map is shown below. Location Map Planning Considerations Ordinance Criteria The City's Electromagnetic Communication Facilities ordinance requires a conditional use permit for antennas and related wireless transmission facilities. Approval is subject to the provisions of the zoning ordinance and any conditions required by the City. Installing three ad- ditional antennas to the mounting platform on top of the water tower will not significantly change the appearance of antennas on the top of the water tower. Site Characteristics The existing water tower is approximately 102 feet in height and has a 97 -foot storage tank diam- eter. The storage capacity is approximately 1.5 million gallons. The storage tank is supported by twelve 36 -inch diameter columns. The site is approximately one acre in area. Three equipment buildings exist along the north side of the property and water tower. T- Mobile occupies the building closest to the northwest corner of the site. No changes are proposed to any of the existing equipment buildings or access to the property. The proposed three new antennas and ancillary cabling and mounting brackets are required to be painted to match the water tower. These antennas are similar to the size of the nine existing antennas on top of the water tower. One new antenna will be mounted at each of the three sectors on the antenna mount- ing platform. The total number of antennas by T- Mobile at this site will be twelve. An illustration of the three new antennas is shown below. Public Hearing Notices Public hearing notices were mailed to 52 property owners who are within 500 feet of the site. on September 10, 2014. In addition, the public hearing notice was published in the South Washington Bulletin on September 10, 2014. Recommendation That the Planning Commission recommend approval of T- Mobile Central, LLC's conditional use permit amendment to Resolution No. 97 -40, which approved the installation of nine antennas on top the City's water tower and the construction of a 16 -foot by 20 -foot equipment building, to mount three additional antennas on top of the existing water tower at 6700 Inwood Avenue. No change will be made to the existing 16 -foot by 20 -foot equipment building. The approval of the conditional use permit amendment is subject to the conditions listed below: All applicable permits (i.e., building, electrical, mechanical) and a commercial plan review packet must be completed, submitted, and approved by the Building Official, Fire Marshal, and Public Works Director prior to the commencement of any construction activities. Applicant must submit as-built drawings to the city upon completion of the installation. 3. The applicant must schedule a pre-construction meeting with the Public Works Director before work can begin. 4. No construction or installation of equipment on the subject sites may commence until the applicant/permittee has entered into an amended lease agreement with the City for leasing city-owned land or buildings, access, antenna installation on the water tower, and all other details recommended by the City Attorney. Applicant must comply with the terms and conditions of the Lease. 5. Advertising on the antennas is prohibited. 6. Outdoor storage is prohibited. 7. Color and sample materials for all cables, antennas, and mounting brackets/braces must be submitted to the Public Works Director for final approval prior to issuance of the building per- mit. City specified manufactured colored coaxial cable will be required (painted coaxial cable will not be accepted). 8. No significant change in the use or design of the antennas may be made without the Public Works Director’s consent. Minor modifications to service or use may be considered if such changes will not cause the antennas to violate the performance standards set forth in the City Codes or the conditions of this conditional use permit. 9. Utilities must be installed underground as approved by the Public Works Director. 10. The applicant must submit detailed construction plans and specifications of the proposed an- tenna facilities and related equipment to the Department of Public Works for review. All pro- posed plans and specifications including the location and attachment of the proposed antenna equipment will require final approval from the Public Works Director prior to the issuance of a building permit.
