Special Event Permits - Monster Bash
The City received an application from the Cottage Grove Strawberry Fest, Inc., for their annual
"Monster Bash" parade to be held on Saturday, October 25, 2014 at 10:00 a.m.
Under City Code, an applicant is required to obtain a special event permit for an event that will
require special services from the City and when an event is located in City right-of-way. For
runs, races, walks or parades, the City Council will consider an application and either approve
a permit with or without conditions or deny a permit. For a parade, a notice was published at
least ten days prior to the hearing date.
Monster Bash Parade
The Monster Bash Parade is a fundraiser for Strawberry Fest's annual festival. Approximately 35-45
units with approximately 200 people are expected to participate in the parade.
The Public Works and Public Safety Departments have reviewed the application and recommends that
the City Council approve the application conditioned on the organization complying with the following:
1. The parade route (start - District Service Center — 7362 East Point Douglas Rd to the end
District Program Center— 8400 East Point Douglas Rd) on East Point Douglas Rd will be shut
down for all traffic. A copy of the route is attached.
2. The Cottage Grove Police Reserves will control intersections along the parade route from the
start (District Service Center — 7362 East Point Douglas Rd) to the end (District Program Center
— 8400 East Point Douglas Rd). Reserve Captain Rick Constable will coordinate Police
Reserves.
3. Barricades will be placed at the intersections along the route from start to finish with Police
Reserves assisting at each intersection.

4. No parking signs will be placed along the parade route on East Point Douglas Rd the night
before the parade from the District Service Center to the District Program Center. No parking
on East Point Douglas Rd during the parade times.
5. Emergency Assistance — If there is a police, fire or medical emergency, parade volunteers will
call 9-1-1 to dispatch services or notify a Police Reserve who can notify dispatch via the radio.
