Schroeder, City Administrator Date: October 6, 2014 Subject: City Council Stipends Adoption of stipends (wages) for City Council's in the state of Minnesota is governed by Minnesota Statutes 415.11. Council may independently adopt increases in stipends but such increases cannot take effect until after the next municipal election seats the following years Council. Staff recently compared stipends within our peer communities and has found that stipends for Cottage Grove Council are currently below that of the average peer community as follows: Cottage Grove Mayor Stipend: $9,216 Average Stipend of Peer Communities: $10,622 Cottage Grove as percent of Mean: 86.8% Cottage Grove Council Stipends: $6,780 Average Stipends of Peer Communities: $7,886 Cottage Grove as percent of Mean: 85.98% Council stipends were most recently increased on September 6, 2006. These stipends took effect on January 1, 2007 (subsequent to an election). At that time staff had recommended, and Council adopted stipends that were increased to 97% of the market mean up from 85.98% for Mayor and 82.16% for Council members prior to the increase. Prior to 2006 the most recent prior increase was in 1995. Staff believes that an increase at this time (that would take effect in 2015) is warranted. To effect an increase Council would need to adopt an ordinance amendment at this meeting. Failure to do so would mean that any future increase could not take effect until 2017. Staff has received the suggestion that there might be some value in comprising a committee to evaluate if an increase is warranted and if so, by what amount. One potential committee structure option would be to comprise a committee of Commission Chairs. Options: 1. Approve an increase in stipends to the market mean or such other target as Council may deem appropriate 2. Determine not to pursue anything further on the topic at this time 3.
