TO: Economic Development Authority Members FROM: Danette Parr, Economic Development Director DATE: October 9, 2014 RE: Conveyance of Land The purpose of this agenda item is for the EDA to recommend the conveyance of land from the EDA to the City of Cottage Grove for park purposes. th The parcel at 7000 70 Street is approximately 2.0 acres in size and is located within the th Timber Ridge Development, north of 70 Street, south of Timber Trail, west of Timber Ridge Drive, and east of Meadow Grass Avenue (PID #06.027.21.44.0003). The subject site is shown on the site map below: Background The site was previously part of a larger tract of land, prior to the development of the medium density housing located to the west and low density residential to the east. In 2005 the parcel went into tax forfeiture and was acquired by the City for the purpose of future park/open space. The EDA was the conduit by which the parcel was acquired in September of 2014. The State of Minnesota requires the site to ultimately be conveyed to the City by the end of 2014 and used for public purposes, or the EDA will be required to pay taxes on the parcel. Discussion As was originally intended with the acquisition of the property, the site will continue to serve as park and open space, while also providing a transition between the adjacent residential housing developments. It’s also anticipated that an additional trail connection may be created as a result of a current easement that exists on the property, thus increasing connectivity for the neighborhood. As a part of the process of conveying the property to the City, a public hearing must be held in th advance and proper notification given. The public hearing will be held at the November 19 City Council meeting. The notice will be published at least 10 days prior to the hearing and property owners within 500 feet of the parcel will be notified of the hearing to afford public comment. Action Requested th By motion, recommend the conveyance of the property at 7000 70 Street from the EDA to the City of Cottage Grove.
