Proposal
T-Mobile Central, LLC has applied for an amendment to Resolution No. 04-066, which approved
the installation of nine T-Mobile antennas on top the City's water reservoir and the construction
of a 20-foot by 40-foot equipment building at 8520 81 st Street South. The purpose for the amend-
ment is to allow three additional antennas on top of the existing water reservoir for a total of
twelve T-Mobile antennas. No change will be made to the existing 20-foot by 40-foot equipment
building.
The installation of these three additional T-Mobile antennas will not significantly expand the wire-
less communication coverage area, but will improve communication capacity and data transmis-
sion speed to current and future T-Mobile wireless communication systems. The location of this
site improvement is 8520 81 st Street. A location map is shown below.

Planning Commission Review
The Planning Commission held a public meeting on September 24, 2014 regarding T-Mobile
Central's amendment to their conditional use permit to mount three additional antennas on top of
the existing water reservoir located at 8520 81 st Street for a total of twelve T-Mobile antennas. The
project does not change the water reservoir height or any of the existing equipment shelters
located at 8520 81st Street. Kelly Mohr, representing T-Mobile, attended the Planning Commis-
sion meeting.
The Planning Commission unanimously recommended (9-to-0 vote) to the City Council the
approval of T-Mobile's amendment to City Resolution 04-066, which approved the installation of
T-Mobile's nine antennas on top the City's water tower and the construction of a 16-foot by 20-
foot equipment building. The purpose for the conditional use permit amendment is to allow T-
Mobile to install three additional antennas on top of the existing water reservoir for a total of
twelve T-Mobile antennas. No change will be made to the existing 16-foot by 20-foot equipment
building or the coverage area by T-Mobile. City Council approval of this amendment will permit
the applicant to replace existing antennas and add three additional antennas for a total of twelve
T-Mobile antennas on the existing city water reservoir at 8520 Inwood Avenue, subject to the
conditions recommended by the Commission.

2014, and a resolution with conditions recommended by the Commission are enclosed.
Planning Considerations
Ordinance Criteria
The City's Electromagnetic Communication Facilities ordinance requires a conditional use permit
for antennas and related wireless transmission facilities. Approval is subject to the provisions of
the zoning ordinance and any conditions required by the City.
T-Mobile Central, LLC's application complies with City ordinance regulations. Installing three ad-
ditional antennas to the mounting platform on top of the water tower will not significantly change
the appearance of antennas on the top of the water tower.
Site Characteristics
There are two existing water reservoirs at the 8520 81 st Street site. The smaller reservoir (1.0
million gallon) is located west of the 3.0 million gallon reservoir. The 3.0 million gallon ground
reservoir was constructed in 1980. This water storage facility provides water service to the inter-
mediate pressure zones in the community. Seven well pumps are used for the intermediate pres-
sure zone, and they maintain a water elevation of 990 feet above mean sea level in the ground

storage reservoirs. The 3.0 mg reservoir was repainted in 1997 and is scheduled for repainting
in 2015.
Both ground reservoirs are surrounded by an eight-foot tall chain link fence. Most of the 43.54-
acre parcel is generally open space with a varying degree of topography. A stormwater holding
pond is located along the east side of this parcel. The 1.0 mg ground reservoir exists at the
highest elevation of this property. The 3.0 mg ground reservoir has a base elevation of approxi-
mately 907, which is approximately 12 feet lower than 81st Street.
Fire Station No. 2 is located approximately 500 feet north of the 3.0 mg ground reservoir. The
only other structure on the property is a booster station. Well No. 6 is located approximately 150
feet southeast of the ground reservoirs and Well No. 9 is approximately 1,100 feet to the south-
east. A paved access drive extends from 81st Street to the booster station. Residential dwellings
are located along the west, south, and east sides of this city-owned land known as Pine Tree
Valley Park.
Equipment buildings exist along the north and east side of the 3.0 mg reservoir. T-Mobile and
Sprint share the building on the east side. No changes are proposed to any of the existing equip-
ment buildings or access to the property.

Antennas
The proposed three new panel designed antennas are approximately 96.4 inches tall and 7.1
inches wide. These antennas are similar to the size of the nine existing antennas on top of the
water tower. One new antenna will be mounted at each of the three sectors on the antenna
mounting platform. The total number of antennas by T-Mobile at this site will be twelve. An illus-
tration of the three new antennas is shown below.

Utilities
Private and public utility services are available in this area, but no changes are necessary for the
installation of the three new antennas.
Coverage Area
The applicant explained that the installation of these three antennas will not significantly expand
their coverage area, but will improve data transfer speed and capacities.
Public Hearing Notices
The public hearing notice was mailed to 230 property owners who are within 500 feet of the site
on September 10, 2014 and published in the South Washington Bulletin on September 10, 2014.
Recommendations
That the City Council accepts the Planning Commission's recommendation approving T-Mobile
Central, LLC's conditional use permit amendment to Resolution No. 04-066, which approved the
installation of nine T-Mobile antennas on top the City's water reservoir and the construction of a
20-foot by 40-foot equipment building at 8520 81st Street South. Approval of this conditional use
permit amendment will permit T-Mobile to mount three additional antennas on top of the existing
water reservoir located at 8520 81st Street. No change will be made to the existing 20-foot by
40-foot equipment building.
The conditions approving the conditional use permit amendment recommended by the Planning
Commission were inserted in the attached resolution for Council's approval.

A RESOLUTION APPROVING AN AMENDMENT TO AN EXISTING CONDITIONAL
USE PERMIT TO MOUNT THREE ANTENNAS ON TOP OF THE CITY'S WATER TOWER
AT 8520 81ST STREET SOUTH FOR A TOTAL OF 12 ANTENNAS
WHEREAS, T-Mobile Central LLC has applied for an amendment to their existing condi-
tional use permit to mount three additional antennas, for a total of 12 antennas, on top of the City's
water located on the property legally described as:
Pineridge Addition Outlot A and Outlot B except the easterly 220 feet of the westerly
370 feet of the northerly 200 feet of Outlot A, Pineridge Addition, Cottage Grove,
Washington County, State of Minnesota.
Commonly known as 8520 81st Street South, Cottage Grove, Washington County,
Minnesota.
WHEREAS, the City reviewed the application in relation to the City's Electromagnetic Com-
munications Facility Ordinance and all other applicable state and federal regulations; and
WHEREAS, a planning staff report, which detailed specific information on the property and
the application request, was prepared and presented; and
WHEREAS, public hearing notices were mailed to property owners within 500 feet of the
property and a public hearing notice was published in the South Washington County Bulletin; and
WHEREAS, the Planning Commission held a public hearing on September 22, 2014; and
WHEREAS, the public hearing was open for public testimony and no one spoke for or against
the application. The applicant was present at the meeting; and
WHEREAS, the Planning Commission unanimously (9-to-0 vote) recommended to the City
Council that the amendment to the existing conditional use permit be granted.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
Washington County, Minnesota, hereby grants an amendment to Resolution No. 04-066, which
approved the installation of nine antennas on top the City's water reservoir and the construction
of a 20-foot by 40-foot equipment building, to mount three additional antennas on top of the exist-
ing water reservoir at 8520 81 st Street South, for a totat of twelve antennas, on the property legally
described above, subject to the following conditions:
All applicable permits (i.e., building, electrical, mechanical) and a commercial plan
review packet must be completed, submitted, and approved by the Building Official,
Fire Marshal, and Public Works Director prior to the commencement of any construc-
tion activities.
2. Applicant must submit as-built drawings to the City upon completion of the instal-
lation.

3. Applicant must comply with the terms and conditions of the Lease.
4. The applicant must schedule a pre-construction meeting with the Public Works
Director before work can begin.
5. Advertising on the antennas is prohibited.
6. Outdoor storage is prohibited.
7. Color and sample materials for all cables, antennas, and mounting brackets/braces
must be submitted to the Public Works Director for final approval prior to issuance of
the building permit. City specified manufactured colored coaxial cable will be required
(painted coaxial cable will not be accepted).
8. No significant change in the use or design of the antennas may be made without the
Public Works Director's consent. Minor modifications to service or use may be consid-
ered if such changes will not cause the antennas to violate the performance standards
set forth in the City Codes or the conditions of this conditional use permit.
9. Utilities must be installed underground as approved by the Public Works Director.
10. Installation of the three new antennas and all ancillary cables and brackets must be
completed before the water tower is repainted in early spring 2015.
11. The applicant is responsible for the maintenance and upkeep of the equipment build-
ing and access drive and for restoration of any erosion caused by stormwater runoff
from the equipment building or access drive.

T-Mobile Central LLC has applied for an amendment to the existing conditional use permit
to mount three additional antennas on top of the water reservoir located at 8250 81st Street
South for a total of 12 antennas.
McCool summarized the staff report and recommended subject to the conditions stipulated in
the staff report.
Johnson asked why three antennas. Kelly Mohr, T-Mobile Central, 1754 Snelling Avenue,
Roseville, explained that there are three sectors on every tower, and they are adding one
antenna per sector for the new technology, for a total of three antennas.
Rostad opened the public hearing. No one spoke. Rostad c/osed the public hearing.
Imdieke made a motion to approve the conditional use permit subject to the conditions
listed below. Johnson seconded.

The City has had a lease with T-Mobile since 2004 for space on the Imisdale Avenue Water
Tower. The lease provides for the installation of "up to 12 antennas." To date, T-Mobile has
only installed 9 antennas. T-Mobile has applied for a CUP amendment to add the other 3
antennas allowed under the 20041ease.
In conjunction with the CUP Amendment, the City and T-Mobile will be amending the 2004
lease. The amendment will be the first amendment of the 2004 Lease. The purpose of the
amendment is to:
1. Change the language of the 2004 lease to allow T-Mobile to install a total of 12 antennas,
instead of up to 12; and
2. Aamend the "Improvements or Replacements" section of the lease to more clearly define
what is a replacement of T-Mobile's equipment. The amended language will only
consider a direct replacement of identical equipment an actual replacement. Before T-
Mobile may update or replace equipment, T-Mobile must notify the City and provide a
detailed proposal.
There is no rent increase associated with the lease amendment.
A Memorandum of Lease will be recorded to memorialize the Amendment.
