Subject: Leafline Labs, LLC Development Agreement Amendment
On September 9, 2014 the EDA approved a Development Agreement between the Economic
Development Authority and Leafline Labs, LLC for the development of a 24 acre
pharmaceutical manufacturing facility in the Business Park. Since that time, additional
development details have been solidified, which suggest a few ministerial adjustments to the
Development Agreement reflecting site or building adjustments. The revised Development
Agreement is attached and a summary of changes can be found below:
The first phase of the project will be approximately 41,000 SF.

The City will construct the required sidewalk along the 97 Street property line and the
two entry concrete aprons and will assess those costs to the developer.
The landscaping will be installed in two phases in accordance with the revised phasing
plan to coincide with the two phase construction plan.
The building will be constructed with tip up panels instead of the previously presented
masonry construction. The panels are approximately 23 feet in height (slight height
reduction from prior plan). Staff will approve the final panel design in accordance with
Business Park standards. The purpose of the modification is to allow the developer to
meet internal design requirements. Class A materials will be focused toward the
building entry area.
8,000 SF temporary modular units must be removed by December 31, 2015.
The developer will construct the fire access lane on the west side of the building with
class five material with the expectation that the future building expansion will be located
in that same area.
The developer will extend the water main looping to the southwest property line at the
time of their building expansion.
The City is the applicant for the final plat scheduled for ratification at the December 3, 2014
meeting of the City Council pending State December 1 consideration of the Leafline project. If
the project receives State approval we expect a December 4 real estate closing and December
5 permit issuance.
Board Action: By motion authorize the amendment of the Leafline Labs Development
Agreement.
