OPEN FORUM - 7:15 P.M.
Persons may address the City Council on subjects that are not a part of the Regular Meeting
agenda, but must limit remarks to three (3) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LIVE, airing on Government Channel 16.

A. Accept and Place on File the Following Minutes: None Submitted.
B. Consider certifying delinquent utility bills to 2015 property taxes.
Staff Recommendation: Adopt the resolution certifying the delinquent utility bills.
C. Review the Environmental Assessment Worksheet (EAW) and the submitted
comment letters and consider declaring the negative need for the preparation of
an Environmental Impact Statement (EIS) for the proposed phased residential
subdivision to be called Riverstone to be located on 160 acres at the northwest
th
corner of 95 Street and Hadley Avenue.
Staff Recommendation: Adopt the resolution declaring the negative need for the preparation of
an EIS for the proposed Riverstone development.

D. Consider approving a text amendment to City Code Title 9-3-2A(2), Use or
Occupancy; Title 9-3-2A(3), Temporary Certificate; and Title 11-2-2B,
Application for Permit, to clarify ordinance regulations pertaining to certificate of
surveys and as-built surveys for new construction of principal structures.
Staff Recommendation: Pass the ordinance.
E. Consider approving final payment in the amount of $33,004.38 to Redstone
Construction, Inc. for East Point Douglas Road Utility and Street Improvements
Project.
Staff Recommendation: Adopt the resolution approving the final payment.
F. Consider authorizing the letter commenting on the Washington County CIP
2015 – 2019.
Staff Recommendation: Authorize the letter.
G. Consider approving the 2015 – 2017 49er (Public Works) labor contract.
Staff Recommendation: Approve the contract.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
6. PUBLIC HEARINGS
A. 1. Hold the public hearing and consider authorizing land conveyance from the
EDA to the City.
Staff Recommendation: Authorize the conveyance of approximately 2.0 acres of land from the
EDA to the City of Cottage Grove so that it may be used for park purposes.

A. Consider adopting the 2015 – 2019 Capital Improvement Program.
Staff Recommendation: Adopt the CIP.
