Discussion Fee changes include: • Utility Rates The rate changes proposed were discussed during the 2015 budget workshops, included in the preliminary budget that Council adopted in September, and are included in the final budget. Water rates include only a change in the tier structure to encourage water conservation. The sewer rate increase is to cover the Met Council sewer service charge increase for 2015. The last sewer rate increase was in 2010. Increases for street light and storm water rates are per the utility fund plans presented to Council during the budget workshops. Street light rates were last changed in 2010 and at that time the street light rates decreased. • Area Charges For the past six years, area charges have changed every other year and were last changed for 2013. The 2015 proposed rate change is at 2.5% which is the average of the 2014 Construction CPI and 2014 CPI as reported by the Bureau of Labor Statistics. • Ambulance and Golf Charges The rate changes were included in the preliminary budget and are needed to help fund operations in those funds. • Miscellaneous changes As departments were reviewing the fee table, small changes were proposed for cost recovery of those services. They include changes to miscellaneous building permits, public safety data requests, and parks and recreation facility usage. The increases are detailed in Attachment A. All city fees including the proposed increases are listed in the City Fee Table with proposed changes. Memo to Council, 2015 City Fees Page 2 Action Requested: Staff recommends that Council adopt the resolution and ordinance increasing the proposed fee increases for 2015 effective January 1, 2015. ORDINANCE NO. XXX AN ORDINANCE AMENDING FEES EFFECTIVE JANUARY 1, 2015. The City Council of the City of Cottage Grove, Washington County, Minnesota, hereby ordains: BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, shall establish the fees in Attachment "A" effective January 1, 2015. BE IT FURTHER RESOLVED, this ordinance will not be codified in the City Code but will be maintained in the office of the City Clerk.
