The 24-acre parcel is the future site for the Leafline Labs, LLC's pharmaceutical manufacturing and processing facility. Outlot A is part of a stormwater basin that is part of the overall stormwater drainage system for the entire 87.3-acre parent parcel. Outlot B will likely be subdivided in the future as additional development occurs in this vicinity. The property is located between 97th Street and 100th Street, east of Hemingway Avenue. A location map is shown below: Location Map Review Process Application Received: October 29, 2014 Acceptance of Completed Application: October 29, 2014 Tentative City Council Date: December 3, 2014 60-Day Review Deadline: December 27, 2014 Honorable Mayor, City Council Members and Ryan Schroeder Glengrove Industrial Park 4th Addition — Preliminary Plat and Final Plat Applications November 25, 2014 Page 2 of 5 Planning Commission Recommendation The Planning Commission reviewed the Glengrove Industrial Park 4th Addition preliminary plat application at their public hearing on November 24, 2014. No public testimony or written comments were received at that the public hearing. The Commission unanimously (8-to-0 vote) recommended to the City Council that the preliminary plat be approved. An excerpt from the Planning Commission's unapproved minutes is attached. Background On September 17, 2014, the City Council held a public hearing for the conditional use permit and site plan for Leafline Labs, LLC's proposed pharmaceutical manufacturing and processing facility At that time, it was reported that the 24-acre site for that project will be subdivided in the future if the Minnesota Department of Health selected Leafline Labs to be one of two medical cannabis manufacturing facilities in the state. This facility is proposed to be constructed on Lot 1, Block 1 of the proposed Glengrove Industrial Park 4th Addition. The proposed preliminary and final plats are consistent with the proposed boundaries for the Leafline Labs project. Planning Considerations Site Characteristics The majority of the proposed site is relatively flat and is currently used for cropland. Windbreaks comprised of mature coniferous and deciduous trees and volunteer brush of varying species bi- sect the center of the property and along the north, east, and south boundary lines. Some of the wooded areas will be removed for construction of private access roads, public utilities, and onsite drainage basins for the Leafline Labs project. The balance of the parent parcel will continue to be farmed until another industrial project is proposed. The proposal to subdivide this property into a 24-acre industrial parcel and two outlots is consistent with the land use plan. The property is in the Metropolitan Urban Service Area (MUSA). Preliminary and Final Plat The parent parcel for the proposed Glengrove Industrial Park 4th Addition is approximately 87.3 acres of land that is legally described as Outlot B of Glengrove Industrial Park 3rd Addition. The Glengrove Industrial Park 3rd Addition was subdivided in 2006. At that time, all the public right-of- way for Hemingway Avenue, 100th Street, and 97th Street were dedicated to the City. Re-platting Outlot B in Glengrove Industrial Park 3rd Addition will not require any additional land dedication for right-of-way purposes. The proposed preliminary plat provides drainage and utility easements that are necessary to adequately serve current and future development in this area. City utility services (e.g. water and sanitary sewer) are available in this area and are adequately sized to accommodate the pro- posed Leafline Labs project and other future projects in this area. City sanitary sewer and water service stubs will be extended to the front property boundary line of Lot 1, Block 1. Public Honorable Mayor, City Council Members and Ryan Schroeder Glengrove Industrial Park 4th Addition — Preliminary Plat and Final Plat Applications November 25, 2014 Page 4 of 5 drainage and utility easements will be platted on Lot 1, Block 1 for the future extension of city utilities to property south and west of Lot 1, Block 1. The extension of trunk sanitary sewer and watermain will be necessary along the west side of the site. A drainage and utility easement over these trunk utilities is shown on the plats. Stormwater Management Plan A stormwater basin exists in the north-central area of the 87.3-acre parent parcel. This basin is part of the stormwater management system of this area of the Cottage Grove Business Park. A drainage and utility easement will be platted over the entirety of Outlot A and a portion of Outlot B that is directly west of Outlot A. Outlot A in the Glengrove Industrial Park 4th Addition is required to be deeded to the City without cost to the City for regional ponding purposes. This Outlot is the east one-half of the existing regional stormwater basin. Other drainage and utility easements will be platted along parcel boundaries. These easements are consistent with the City's Subdivision Ordinance regulations. Grading The only site grading that will occur within this proposed subdivision plat will be on Lot 1, Block 1. This is the site for the Leafline Labs's pharmaceutical manufacturing and processing facility if they are selected by the Minnesota Department of Health for the manufacturing of inedical cannabis pharmaceutical products. If Leafline Labs is not selected, then the City will not proceed with platting of this property. Public Hearing Notices Public hearing notices were mailed on November 13, 2014, to 12 property owners who are within 500 feet of the site. In addition, the public hearing notice was published in the South Washington Bulletin on November 12, 2014. No written comments or oral testimony was received at the public hearing. City Department Review Representatives from various City Departments reviewed the preliminary plat application and did not have any formal recommendations or comments. It was noted that the proposed 40-foot wide drainage and utility easement bisecting the northern portion of Lot 1, Block 1 accurately overlays the proposed secondary access drive for Leafline Lab's project. This was a requirement at the time the Leafline Lab's site plan and conditional use permit was approved by the City Council. No comments or recommendations were received from other advisory commissions. Development Agreement The Cottage Grove Economic Development Authority (EDA) reviewed the project at their Sep- tember 9, 2014 meeting. At this meeting, the EDA approved the purchase and development agreement for a+/-40,000 square foot pharmaceutical manufacturing facility on a+/-20 acre parcel in the Cottage Grove Business Park. The City Council approve the Development Agreement as recommended by the EDA and an amendment to the Agreement will be presented to the City Council at the December 3, 2014 meeting. RE�OLl1TION APPROVING THE PRELIMINARY PLAT NAMED GLENGROVE INDUSTRIAL PARK 4TH ADDITION WHEREAS, the City of Cottage Grove has applied for a preliminary plat to develop an industrial subdivision named Glengrove Industrial Park 4th Addition. This subdivision is the second phase for the Glengrove Industrial Park 3rd Addition, which was platted in 2006. The Glengrove Industrial Park 4th Addition consists of one 24-acre industrial lot and two outlots located on property legally described as: Outlot B, Glengrove Industrial Park 3rd Addition, according to the recorded plat thereof, Washington County, Minnesota. WHEREAS, public hearing notices were mailed to surrounding property owners within 500 feet of the proposed development site and a public hearing notice was published in the South Washington County Bulletin; and WHEREAS, the Planning Commission held the public hearing on this application on November 24, 2014; and WHEREAS, the public hearing was open for public testimony and no public testimony was received; and WHEREAS, the Planning Commission by an 8-to-0 vote, recommended to the City Council the approval of the Glengrove Industrial Park 4th Addition preliminary plat, subject to certain conditions. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cottage Grove, Washington County, Minnesota, hereby approves the preliminary plat application filed by the City of Cottage Grove for an industrial subdivision plat named Glengrove Industrial Park 4th Addition, subject to the following conditions: The applicant submits as-built drawings to the City upon completion of the stormwater basin, storm sewer piping, and water and sanitary sewer systems. This information must be submitted to the City before the City can issue the certificate of occupancy. 2. Concrete aprons for all private access drives shall be constructed per City requirements. 3. The grading and erosion control plan for the site must comply with NPDES II Permit requirements. Erosion control devices must be installed prior to commencement of any grading activity. Erosion control must be perFormed in accordance with the recommended practices of the "Minnesota Construction Site Erosion and Sediment Control Planning Handbook" and the conditions stipulated in Title 10-5-8, Erosion Control During Construction, of the City's Subdivision Ordinance. Pedestrian ramps must be constructed on each side of the site's access drives for Lot 1, Block 1 of Glengrove Industrial Park 4th Addition. 5. Stransky, City Clerk .. .� ....• i • • : ' . 1 . ■ � , � � 6.2 Glengrove Industrial Park 4th Addition — Case PP2014-044 The City of Cottage Grove has applied for a preliminary plat to create one industrial lot to be located on 23.87 acres of land that is approximately 2,100 feet west of Jamaica Avenue and south of 97th Street. McCool summarized the staff report and recommended approval subject to the conditions stipulated in the staff report. Brittain asked if the state does not award the project to Leafline, would this property still be platted. McCool responded that the City would not record the plat. He noted that the announcement should be made by the December 3 City Council meeting. Rostad asked about the plans for the building and property layout. McCool responded that information on the site plan, which was unanimously approved by the City Council at their meeting on September 17, was provided to the Commission at their September 22 meeting. Rostad asked if any additional approvals, such as variances, would be necessary. McCool stated that no variances would be necessary as they comply with all the requirements of the City ordinances. Rostad opened the public hearing. No one spoke. Rostad c/osed the public hearing. Brittain made a motion to approve the preliminary plat for Glengrove lndustrial Park 4th Addition, subject to the conditions listed in the staff report. Wehrle seconded. Motion passed unanimously (8-to-0 vote).
