Schroeder, City Administrator Date: December 4, 2014 Subject: Development Update Leafline Labs The Minnesota Department of Health registered two medical cannabis manufacturing facilities in the State on December 1. One of these is Leafline Labs, LLC, which will construct a roughly 42,000 SF facility on approximately 24 acres in the Cottage Grove Business Park. Final policy level actions on this project occurred at the December 3, 2014 meeting of the City Council. At this meeting Council approved the final plat and amendments to the Development Agreement that the EDA had previously approved. The real estate closing is scheduled for th December 4 with construction mobilization at 8235 97 Street by December 8. 2015 Pavement Management At their December 3, 2014 meeting the City Council hosted a public hearing on the 2015 th Pavement Management project. Anticipated as part of that project is final completion of 97 Street/Hemmingway Avenue in the Business Park. This approximate $600,000 project will complete the major roadway infrastructure for the Park. Park Place Storage At the November 12 meeting of the EDA the Board provided comment regarding the proposed West Point Douglas project. On November 24 the Planning Commission granted a positive recommendation on the site plan. The project is scheduled for review by the City Council at their December 17, 2014 meeting. Point Douglas Plaza The former Hollywood Video property has been converted to three new users. The ribbon cutting for an AT&T reseller occurred on November 17, 2014. The ribbon cuttings for Noodles & Company and also Chipotle will be on December 15, 2014 at 10:15 a.m. and 10:45 a.m. respectively. The City Council has granted Noodles & Company a liquor license. We did not received the application for same from Chipotle until November 26. The South Washington County Bulletin was able to make accommodations to publish in their December 3 publication in order to allow for consideration of the license at the upcoming December 17 meeting of the City Council. Former Cottage Grove Auto This property is currently owned by the EDA. The residential structure was burned via a Fire Department training event on November 22. Demolition of the metal building and debris removal from the residential structure is currently scheduled for December 15. SD833 School Construction It has been noted publicly that the School District appears headed for a November 2015 referendum requesting Capital funds that would include a new Middle School in the northwest corner of Cottage Grove. If constructed, this school would replace Oltman Middle School in St. Paul Park. In turn, the Spanish immersion program would transfer from Crestview Elementary School in Cottage Grove to Oltman. Proposed is a project that could open in 2017. A specific land parcel has not been identified, however, City staff has conducted a utility capacity study which has concluded that we do have sufficient capacity within the portion of the community. A transportation study has not been completed, however, this proposal contributes to the th analysis regarding the future turnback, or lack thereof, of 65 Street from the County to City jurisdiction. The City has opined that the School plans support continuance of this roadway as a County transportation asset. Of note is that the District is believed to be interested in 60 acres. The property in the area is guided for residential with schools as a conditional use. rd East Ridge Woods 3 Addition DR Horton has submitted plans for the 24 lots on the west side of the SWWD property. This land would be accessed through the Lennar Homes Cayden Glen subdivision. It is anticipated that Council will be considering this plat in January, 2015 and that the infrastructure for this addition will be completed during 2015. Building Activity YTD Provided at the meeting
