Subject: BULLETPROOF VEST PARTNERSHIP (BVP) FUNDING
The United States Department of Justice continues to assist jurisdictions with the
purchase of body armor for full time sworn police officers. In April the department was
notified of the application process opening for BVP FY2014 Grant Funds.
Requirements for Fundinq
Use of the Federal funds made available by this Act requires that all purchases be
made on only American-made equipment and products. The jurisdiction applying also
acknowledges that this grant funding is for Federal Preparedness assistance and
agrees that it has implemented and complies with the National Incident Management
System (NIMS) as required by Homeland Security Presidential Directive 5(HSPD-5)
and has adopted these standards and guidelines.
Fundinq to Date
As noted in previous memorandums, the Cottage Grove Police Department has applied
and received funding since year 2008. We have received $ 28,510.07 in funding for the
purchase of body armor within our department. To date we have spent $ 7,890.14 of
the $ 10,107.09 of the BVP FY 2013 award, and will be requesting the remaining funds
prior to yearend as we have 5 additional vests to replace.
Current Grant Qualification
On May 8, 2014, I applied for grant funding of $ 7,910.98 to assist in the purchase of 14
vests qualifying for replacement/new hire purchase during BVP FY2014 funding dates
(April 1, 2014 — August 31, 2016). On August 18, 2014 the Department received
notification of Grant Award in the amount of $ 7,573.53.
Please present this to the City Council requesting their approval of this grant funding.

The Bureau of Justice Assistance (BJA) is pleased to inform you that your agency will receive an award under the Fiscal Year (F� 2014 Bulletproof
Vest Partnership (BVP) solicitation. These funds have been posted to your account in the BVP System. A complete list of FY 2014 BVP awards is

The FY 2014 award may be used for National Institute of Justice (1�TI� compliant armored vests which were ordered after April 1, 2014. The deadline
to request payments from the FY 2014 award is August 31, 2016, or until all available funds have been requested. Awards will not be e�ended past
that date, and any unused funds will be forfeited.
