Levitt, P.E., City Engineer Date: December 10, 2014 Re: CP Rail Development Site Final Street Improvements • Approve Plans and Specifications � Establish Bid Date Background: The preliminary plat for Canadian Pacific Railway 1st Addition was approved on May 12, 2006. The final plat was approved on July 27, 2006. The City Council on June 7, 2006, authorized the prepara- tion of the feasibility report. The feasibility report was approved on July 5, 2006. The City authorized plans and specifications on July 5, 2006. Construction of the public improvements occurred in the summer of 2006. The streets were constructed in an interim state with a bituminous wedge to allow for construction of the adjacent lots to develop. The enclosed plans and specifications will mill off the wedge and install the final wear course paving. Any damaged curb or sidewalk would also be replaced as part of the project. The City entered into an agreement on October 15, 2014, with HHHJWB, the current landowner of the previous Lyman Lumber site. As part of the agreement the City has committed to completing the final street improvements prior to July 31, 2015. The work that is proposed in the enclosed plan set will fulfill the obligation of this agreement. Discussion: Plans and Specifications Plans and specifications have been prepared in accordance with the City standards and specifica- tions. The engineers estimate for the improvements is $234,382.50. The costs outlined for the specific improvements correspond with the values in the feasibility report for the development. These improvements are 100 percent developer funded. Bid Date A bid date of January 22, 2015, at 10:00 a.m. will provide ample time to give the required notification to contractors. Recommendation: It is recommended the Council adopt the attached resolution approving the plans and specification and establishing a January 22, 2015, bid date for the CP Rail Development Site Final Street Improvements. RESOLUTION NO. 2014-XXX RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ESTABLISHING A BID DATE FOR THE CP RAIL DEVELOPMENT SITE FINAL STREET IMPROVEMENTS WHEREAS, plans and specifications have been prepared in accordance with the City Standards and Specifications for the CP Rail Development Site Final Street Improvements project; and WHEREAS, a bid date has been established for January 22, 2015; and WHEREAS, the City Engineer has presented such plans and specifications to the City Council for approval. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, approves the plans and specifications and establishes a bid date of January 22, 2015, for the CP Rail Development Site Final Street Improvements project.
