The installation costs of the services are the responsibility of the homeowners; however, because the services are located within the City right-of-way, the City contracts for the work to be completed. The first property is located at Lots 24 and 25, Block 3, Homestead at Highland Hill Addition, at the corner of 65th Street and Hadley Avenue. The second property is located at 7341 Harkness Avenue. Assessment Appeal Waiver agree- ments have been approved for both properties which cover the entire connection costs. Discussion Homestead at Hiqhland Hills Addition For the property located in the Homestead at Highland Hills Addition, the City received four quotes to complete the water and sewer service installation. Listed below are the quotes received. A more detailed breakdown of these quotes can be seen in the attached quote tab. Contractor Quoted Amount Low Hydrocon, Inc. $29,790.00 #2 Valley-Rich Company, Inc. $37,700.00 #3 Burschville Construction, Inc. $38,500.00 #4 Northdale Construction, Inc. $56,223.51 7341 Harkness Avenue For the property at 7341 Harkness Avenue, the City first obtained quotes to have the water and sewer services installed by an open-trench method. The City received quotes from Minnesota Dirt Works, Inc. in the amount of $42,294.50 and Northdale Construction, Inc. in the amount of $42,955.62. In an effort to install the services in a more cost-effective manner, the City received additional quotes to have the work installed by a directional drilling method. Although multiple requests were made, due to the time of year and time constraints on com- pleting the work the City was only able to obtain one quote for the directional drilling of water Honorable Mayor, City Council, and Ryan Schroeder Water and Sanitary Sewer Service Connections — Award Quotes December 11, 2014 Page 2 and sanitary sewer service pipes under Harkness Avenue. This quote was submitted by T-Ray Construction, Inc., which is attached for reference. Contractor Quoted Amount Low T-Ray Construction, Inc. $6,000.00 The connections of the water and sanitary sewer service pipe to the Cottage Grove utilities and curb stop installation need to be completed by a utility contractor. The City received two quotes for the service connection work to be completed. A breakdown of the quotes received for the service connection work can be seen in the attached quote tab.
