COTTAGE GROVE CITY COUNCIL

Regular Meeting
January 7, 2015
SWEARING IN CEREMONY – 7:15 P.M.
Washington County Commissioner Karla Bigham administered the oath of office to
Steve Dennis and Mayor Myron Bailey administered the oath to Dave Thiede to
faithfully execute and discharge the duties of the office of Council Member for the City of
Cottage Grove, County of Washington, and State of Minnesota.
OPEN FORUM
Mayor Myron Bailey opened Open Forum and stated that during Open Forum a person
may address the City Council on any subject not on the regular meeting agenda, but
must limit their remarks to three minutes per person. The purpose of Open Forum is to
give the public an opportunity to present information or to request action by the City
Council. It may not be used to make personal attacks, to air personality grievances, to
make political endorsements, or for political campaign purposes. Open Forum will
adjourn to the Regular meeting at 7:30 p.m.
The following were present: Council Member Steve Dennis, Council Member Justin
Olsen, Council Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron
Bailey.
The following were absent: None.
Also present were: Ryan Schroeder, City Administrator; Caron M. Stransky, City Clerk;
Robin Roland, Finance Director; Korine Land, City Attorney-LeVander, Gillen & Miller,
PA; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les
Burshten, Public Works Director.
Mayor Bailey asked if anyone in the audience wished to address the City Council on
any topic not on the agenda.
John Myers, 10990 Manning Avenue South, Cottage Grove, asked if there is a process
to appeal a decision of the Council and City Attorney Land stated that it would have to
be appealed to District Court. He also asked how to get something on the agenda.
Mayor Bailey closed Open Forum to the Regular Meeting.

REGULAR MEETING – 7:30 P.M.
CALL TO ORDER – Mayor
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
Regular Meeting on January 7, 2015, at the Cottage Grove City Hall, 12800 Ravine
Parkway. Mayor Bailey called the meeting to order at 7:30 p.m.
PLEDGE OF ALLEGIANCE
The audience, staff, and the Mayor and Council Members pledged allegiance to the flag
of the United States of America and the State of Minnesota.
ROLL CALL – City Clerk
The following were present: Council Member Steve Dennis, Council Member Justin
Olsen, Council Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron
Bailey.
The following were absent: None.

1. ADOPTION OF AGENDA
Motion by Council Member Olsen, seconded by Council Member Thiede, to
approve the agenda as presented. Motion carried. 5-0.
2. PRESENTATIONS
A. Reserve Officer Academy Graduates presentation by Officer Adam Pelton.
Police Officer Adam Pelton gave a short presentation of the Police
Reserve Graduate Training Program and he introduced each of the
newest Reserves – Joseph Pierre, Richard Henseler, Joseph Herr,
Mallory Johnson, Lauden Rinzel, Ian Constable, Jaeson Steele, and
Daniel Ries.

4. CONSENT CALENDAR
The Council pulled the following items for discussion: D and H.
Motion by Council Member Thiede, seconded by Council Member Dennis
to:
A. Accept and Place on File the Following Minutes:
i. Planning Commission Meeting Minutes from November 24, 2014.
B. Adopt Resolution No. 2015-001, a resolution approving the Public
Purpose Expenditure Policy for 2015.

C. Designate the South Washington County Bulletin, 7584 80 Street South,
Cottage Grove, as the City’s Official Newspaper for 2015 at $14.30 per
column inch.
D. Schedule the 2015 Washington County Board of Appeal Equalization
Open Book meeting for April 2, 2015 at City Hall from 5 – 7 p.m. and
acknowledge other regional open book meetings held in Washington
County at the City of Oakdale on April 8 from 5 – 7 p.m., City of Woodbury
on April 16 from 5 – 7 p.m., and City of Stillwater on April 22 from 2 – 7
p.m.
E. Approving the Stantec and S.E.H. 2015 Rate Schedules for municipal
services.
F. Approve the City of Cottage Grove Communication Plan.
G. Accept the Cottage Grove 2015 East Ravine Alternative Urban Areawide
Review (AUAR) and authorize distribution and publication for public
comment in accordance with required state statutes.
H. Reappoint Ramona Westerberg and appoint James Celkis, Jeff Carter,
Tony Jurgens, and Trent Cole to vacancies on the Economic Development
Authority for terms ending December 31, 2017.
*I. Adopt Resolution No. 2014-002, a resolution designating depositories for
city funds and authorizing the investment of surplus funds for 2015.
Motion carried. 5-0.

A. Consider appointing Justin Olsen as Mayor Pro Tem for 2015 and
Consider ratifying Mayor Bailey’s appointments of representatives or
liaisons to various commissions and committees for 2015.
Motion by Council Member Peterson, seconded by Council Member
Thiede, to approve the appointment of Justin Olsen as Mayor Pro Tem for
2015 and to ratify Mayor Bailey’s appointments of representatives or
liaisons to the following commissions and committees for 2015:
Economic Development Authority – Steve Dennis
Historic Preservation Advisory Committee – Dave Thiede
Human Services/Rights Commission – Jen Peterson
Planning Commission – Justin Olsen
Parks, Recreation and Natural Resources Commission – Dave

B. Consider the City Council meeting schedule for 2015.
Motion by Council Member Dennis, seconded by Council Member Olsen,
to schedule the 2015 Regular City Council Meetings (7:15 p.m. Open
Forum/7:30 p.m. Regular Meeting) for January 7 and 21, February 4 and
18, March 4 and 18, April 1 and 15, May 6 and 20, June 3 and 17, July 1
and 15, August 12, September 2 and 16, October 7 and 21, November 4
and 18, December 2 and 16 and schedule Special Meetings for January
24 (Goal Setting Workshop 8 a.m. to 5 p.m.); July 29, August 5 and 19

(Budget Workshops 6 p.m.); and August 26 (Budget All City Commissions
6 p.m.). Motion carried. 5-0.
9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND
REQUESTS – None.
10. COUNCIL COMMENTS AND REQUESTS
Council Member Peterson announced that the next Fare for All is January 15 and
there is a car seat clinic on January 20.
Council Member Thiede stated that at Arts Commission meeting last night they
postponed the Films in 5 Festival until later this year
Mayor Bailey announced that the annual ice fishing event at Hidden Valley Pond
is January 10; the annual skate night is January 30 at Highlands Park; and the
Friday night fish fry s February 6 at River Oaks Golf Course.
11. PAY BILLS
A. Consider Approving payment of check numbers 189193 to 189510 in the
amount of $990,941.34 and EFT Payment of $222,275.50.
Motion by Council Member Olsen, seconded by Council Member Dennis,
to approve payment of check numbers 189193 to 189510 in the amount of
$990,941.34 and EFT Payment of $222,275.50. Motion carried. 5-0.
12. WORKSHOP SESSION – OPEN TO PUBLIC – None.
13. WORKSHOP SESSION – CLOSED TO PUBLIC – None.
ADJOURNMENT
Motion by Council Member Dennis, seconded by Council Member Thiede, to adjourn
the regular meeting at 7:51 p.m. Motion carried. 5-0.
