RE: Resolution of Support for Job Creation Fund Program
Background
The Department of Employment and Economic Development (DEED) has created
an economic development program called The Job Creation Fund (JCF). The JCF
program provides job creation awards and capital investment rebates to
designated businesses that retain or create high-paying, full-time permanent jobs
and invest in real property improvements. The program is available statewide for
manufacturing, distribution, warehousing, and other eligible business activities.
To become a designated JCF business and receive benefits, a business must work
in conjunction with the local government where the JCF business will be located.
In anticipation of a potential expansion of approximately 100,000 square feet to the
existing American Logistics Services/AGCO (also known as So. St Paul Agri
Properties) facility in the business park, the City has been working with So. St.Paul
Agri Properites to seek JCF funds. As a part of the JCF application submittal to
DEED, a resolution is necessary to solidify that the City supports the expansion
and the JCF application.
Recommendation
Staff recommends approval of the resolution of support for the So. St.Paul Agri
Properties application to DEED.
Necessary Action
If the Council supports the resolution (attached), a motion and second should be
made and the resolution approved.
RESOLUTION NO. 2015=XXX
RESOLUTION REGARDING THE SUPPORT OF A JOB CREATION FUND APPLICATION
IN CONNECTION WITH �O. �T PAUL AGRI PROPERTIE�
WHEREAS, the City of COTTAGE GROVE, Minnesota (the "City"), desires to assist
SO. ST PAUL AGRI PROPERTIES, a supplier and transportation company, which is proposing
to construct an expansion of their facility in the City; and,
WHEREAS, the City of COTTAGE GROVE understands that SO. ST PAUL AGRI
PROPERTIES , through and with the support of the City, intends to submit to the Minnesota
Department of Employment and Economic Development an application for an award and/or
rebate from the Job Creation Fund Program; and,
WHEREAS, the City of COTTAGE GROVE held a City Council meeting on February 18,
2015, where this item was considered.
NOW, THEREFORE BE IT RESOLVED, the City of Council of the City of Cottage
Grove, Washington County, Minnesota, hereby express their support for the proposed project
by SO. ST PAUL AGRI PROPERTIES and its application for an award and/or rebate from the
Job Creation Fund Program.
