Re: Gateway Update
Each month we have made it a practice to update the EDA on current events within
the Gateway North Redevelopment District. As construction activities wind down for
the winter there is not significant change from one month ago for the December
report to the Board. However, there are a few items of note:
1. Cottage Square. The EDA had approved a development agreement with
Presbyterian Homes at your last meeting. Since then, the Council and the
Board for the developer have also approved the agreement. The purchase
agreement between the developer and the property owner is pending.
2. Frattalone Property. The EDA had provided direction to the property owner
regarding development opportunities for the site along highway 61 north of 80th
Street. That discussion was well reported in the Bulletin Newspaper. That along
with the EDA item has been forwarded to the property owner for consideration.
It is not expected that a development proposal will be forthcoming anytime soon.
3. Aspen Grove LLC. This property owner has been working with the Land Trust to
manage or develop their property west of Kohl's in a manner that benefits the
Land Trust and provides opportunity to rethink their parcel as one with some
commercial opportunities. We expect to be able to provide a verbal update on
this item at your meeting.
4. Clear Channel Property Acquisition. The EDA has approved a purchase
agreement concept for the property west of highway 61 and north of 80 /Belden.
The City Attorney is presently drafting the purchase agreement pursuant to this
concept for City Council consideration.
5. Oakwood Commercial Site. We have negotiated both a purchase agreement for
2.2 acres on the south side of this site as well as a Letter of Intent on the

northern 1.7 acres of the site. We have a signed LOI from the one party and
expect a signature on the purchase agreement from the second party. If we
receive that signature, we will provide more detail for your meeting. Of note is
that the EDA would not be the entity actually entering into the purchase
agreement for this parcel.
6. Grove Plaza. Interior remodeling is underway.
7. Bruhn/Stoltz parcel. This is the approximate 2.5-acre parcel on the northwest
quadrant of Harkness Avenue and Hardwood Avenue. Enclosed are several
exhibits that relate to the parcel, the latter of which is the retail concept drawing
that is presently under review by the property owner. Contemplated is an
approximate 17,260 square foot retail building with potential for a restaurant end
cap overlooking the Hardwood Avenue valley to the northwest of the property.
The property has been requided for commercial use. It has not yet been
rezoned to match the Comprehensive Plan designation. That rezoning would be
contemplated concurrent with approval of a development plan. Access to the
parcel will be directly across the street from the access to Oakwood Park.
8. HSS Property. Just west of the Bruhn/Stoltz parcel is a 59,000+/- square foot
parcel at the intersection of East Point Douglas and Hardwood Avenue. The
City is currently in ownership of this parcel. The transfer of the property to the
original fee owners of the residential properties under the Kohl's project is
expected to occur within the next week or two. The property has been requided
and rezoned for commercial use.

Re: East Ravine Study Update
The EDA is aware of the 18 month study the City has initiated to plan for the eventual
growth and development of the East Ravine Planning District, a 3850 acre district
generally between Highway 61 and Woodbury and between Kimbro and Keats (with
a portion west of there as well). The Council has created a citizen advisory team to
assist with that study. That team next meets on December 9, 2003. Additionally the
Council will meet in a workshop to provide direction to the consulting team at their
regular meeting of December 17, 2003. This will be followed by an Open House on
January 8, 2004 to allow the community an opportunity to revisit the effort and to
receive updated information.
At this time, we are providing the EDA with preliminary information regarding the
study. As part of the effort, we have included a market study analysis. The
preliminary analysis is available and attached for your review. The short version is
that the consultant sees a 30 year demand for perhaps an additional 900,000 square
feet of retail uses within the market and ostensibly within the study area (although
there may be some infill opportunities elsewhere within the community such as within
the Gateway North District). For comparison purposes each of the Gateway and the
Jamaica commercial hubs are home to between 600,000 and 700,000 square feet of
commercial uses currently.
A couple of years ago a party in interest on a parcel at the intersection of Highway 61
and County Road 19 suggested a housing development at that corner. Within that
development, he had suggested a set-aside of a small portion of the property for
commercial uses. The consultant team will be suggesting that a somewhat larger
amount of property should be set aside at that corner should the City choose to
facilitate the market demand that is expected over the next 30 years. Additionally,
however, that consultant will be asking the community to address the character of

that commercial district. Suggested is that the City consider a style of development
different from what is currently found at the other major retail hubs.
In addition to the Keats corner, the market analysis will also be suggesting that there
will be significant demand for upscale retail at 70th and CR19. Of note is that
incomes in the market area for that intersection are significantly greater than most of
the balance of Cottage Grove and that certain types of specialty retail could be
supported in that district if desired by the community.

Subject: January 12th Business Breakfast
3M is once again holding the annual Business Breakfast at their facilities. I spoke to Mr. Luden
about moving the breakfast from a Monday to a Tuesday morning. He informed me that this
would not be possible because the facility is used as a lunchroom by the 3M employees during
the week. Holding the event on Monday morning allows 3M and City staff to set up for the
business breakfast on the Friday afternoon before the event. The date of Monday, January
12th has been reserved for this event.
Fred Luden has invited Bill Blazer, Senior Vice President of the Minnesota Chamber of
Commerce, to speak at the breakfast on the upcoming 2004 state legislative session.
Attached is a rough draft of the invite for the event.

BUSINESS RECOGNITION BREAKFAST
In appreciation for your commitment to the Twin Cities business community, we
invite you and your key personnel to a complimentary breakfast. The keynote
speaker will be William A. Blazar, Senior Vice President of the Minnesota
Chamber of Commerce, to speak about the upcoming 2004 state legislative
session.
Mr. Blazar is the Chamber's principal lobbyist and is responsible for its policy
development and lobbying activities. He serves on the board of the Minnesota
Government Relations Council. Prior to joining the Chamber, he was Manager
of Government Affairs for Target Corporation from 1987-1992. Before working
for Target, he was a freelance public policy analyst, specializing in state and local
fiscal policy, economic development and telecommunications. He has a B.A.
(Political Science) from Northwestern University and a M.A. (Public Affairs)
from the Humphrey Institute of Public Affairs, University of Minnesota.
