February 12, 2002
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 12th
day of February 2002.
CALL TO ORDER
Jim Wolcott called the meeting to order at 7:35 AM.
ROLL CALL

APPROVAL OF MINUTES
Jim Wolcott moved to approve the January 8, 2002, the January 15, 2002, and the
February 6, 2002 Economic Development Authority minutes. Fred Luden wanted the
language in the February 6th minutes changed from service road to graded railroad
crossing. Mr. Luden also wanted language added to the minutes on long-term
maintenance and operating costs for City projects. With the additions to the
minutes, Dick Pederson seconded the motion and the motion carried unanimously.
Project Updates
Tradehome— Began operations in their new location this week.
Hotel — Project is moving along and is receiving a response from citizens.

Cottage Square — Requests for information were sent out to developers on this site.

Vending Machines — New site deal fell apart before Christmas. Staff will send a letter to
the owner's representative in the near future.
Election of Officers
President— Sandy Shiely nominated Jim Wolcott for President. EDA members approved
the nomination.
Vice President—Jim Wolcott nominated Sandy Shiely for Vice President. EDA members
approved the nomination.
Secretary/Treasurer — Fred Luden nominated Gerard Weingartner for •
Secretary/Treasurer. EDA members approved the nomination.
Gateway Redevelopment Boundaries
The City has been acquiring property for easements to reroute Hardwood Ave. since
1998. The three residential property owners closest to 80th Street are also interested in
developing this site. The Mayor and Staff met with the property owners at their request
on January 26t. The owners expressed interest in selling the property as zoned
commercial. The Mayor and staff need to discuss the future of this parcel with the City
Council and the EDA. Some EDA members think price determinations by setting up a
price index could be a possible long-term option. The EDA believes something needs to
be done to improve the intersection of Point Douglas at 80th Street. The City is required
to spend money in the TIF district within four years or the District will be discontinued.
The future of this site will be discussed at the joint EDA/City Council meeting. In the
mean time, the City will be working with Kohls to find possible alternative sites.
Strategic Plan
Fred Luden introduced an example of a scorecard to keep track of the EDA's
accomplishments. The 2002 work plan will include the scorecard to keep track of yearly
objectives and goals. The EDA would also like to change number 15 in the strategic plan.
Staff needs to work with 3M and change the phrase to identify what type of development
the strategic plan is identifying. Number 15 should also include language, which is
clearer for a business that replaces a business in an existing campus. Gerry Weingartner •

made a motion to approve the Stratgic Plan with the changes, Mike Wennen seconded,
and the EDA approved the motion.
Keats & 61
Ryan Schroeder discussed the future development of Keats and Highway 61 and asked
for the EDA's input. The current developer wants the City to rezone the property to
include housing. However, the parcel is currently guided Commercial. Currently, the City
only has 7.5% of its tax base from Commercial/Industrial sites. The average for the State
of Minnesota is 15%. EDA members think this will be a great future concern if the City
does not zone more property for Commercial, but there needs to be a buffer between
housing and Commercial. Staff asked the EDA for a motion on direction for the Keats
and 61 intersection. Dick Pederson made the motion to keep the parcel commercial and
look at the possibility of extending the Commercial zoning to 90th. Gerry Weingartner
seconded and the motion carried unanimously.
Metro East Event
Cottage Grove was mentioned in a number of presentations at the event. People at the
event were expressing interest in Cottage Grove.
• EDA Golf Outing
EDA liked the staff's ideas about the new sponsorship levels for the golf outing.
Site Selection Conference
The EDA thought it would be a good idea to send a staff member to this event.
Training and Education Center
Fred Luden and Dick Pederson discussed the new education center for higher learning,
which will be located in Cottage Grove. The Cottage Grove Chamber of Commerce and
a number of local businesses in Cottage Grove sponsor this project. The plan is to open
the campus in August of 2002. There has been a great response from the community on
this project.

Attached is the list of active projects. The City received 3 new leads in January. This
included a mixed-use development, a restaurant, and a manufacturing project. The
latter involved responding to a detailed "Request for Information" which was delivered
on March 5 to the consultant. Staff will provide a verbal update regarding all current
active leads at the meeting.

Gateway Redevelopment District
Explanation of Project Operating Statement •
Acquisition/ Demolition:
The only property acquisition presently in the project is north of 80th Street for
Hardwood Avenue, utilities within and outside of the district and a potential
development parcel. Total acquisition was projected at 20.40 acres for which
9.86 were for a development parcel, 7.80 was for right of way for Hardwood,
Harkness, and East Point Douglas and 2.74 was for green space/utilities. Total
cost of acquisition most recently was projected at $3,050,860. The most recent
allocation of those costs includes MSA contributions of$525,000 (which is the
equivalent of$1.55/SF across the 7.80 acres), and $1,604,111 from Kohl's
Department Store ($3.73/SF across 9.86 acres). TIF revenues of$921,749
($1.04 cover the deficit across the entire site, which subsidizes the actual cost of
acquisition for municipal infrastructure and open space). Demolition of structures
is projected at an additional $150,000 covered through TIF revenues.
Infrastructure:
Included is the 1.1 mile Hardwood Avenue, a rerouting of East Point Douglas and
a minor adjustment in Harkness. This work is paid through MSA and TIF
revenues. About 18% of that distance was proposed to abut the development
parcel (9% per side). The development parcel is contributing toward this project
through the land acquisition subsidy from project TIF revenues. If this wasn't the •
case, the lateral benefit would be about $200,000.
Other infrastructure included at this time is a $300,000 water main for the West
Draw and a significant amount of storm water work. The portion of the storm
water attributable to the north 80th Street development parcel is $73,015.
However, project revenues from the entire Gateway (including Grove Plaza and
Walgreen's) are able to contribute beyond that lateral benefit. Additionally, the
Grove Plaza pond, providing benefit to Walgreen's, Grove Plaza, and upstream
parcels is now proposed to be funded from the ED Trust Fund given that it has
broad commercial benefit (storm water fund was the past funding source and
would be a reasonable source of funding). All told there is $1,342,900 in storm
water improvements, which benefit the Gateway area as well as upstream and
downstream areas. Gateway and Trust Fund revenues are proposed to fund
54% of these costs to the benefit of the general taxpayer.
Aesthetic improvements to the district include the contribution to the façade of
the Grove Plaza small tenant space, which is expected to include lighting,
benching and other architectural elements. This $500,000 is contributed upon
receipt of tax increments and completion of the improvements. Additionally,
$150,000 from the Trust Fund is proposed for entry monumentation at 80t /Point
Douglas and from there north and south to include 80th Street style street lighting,
signage, banners, landscaping and the like.

Hardwood and other District and ex-District projects would be concurrent with a
development unless other funding sources are identified. For instance,
acquisition for Hardwood in its current alignment is subsidized by project TIF's as
is a significant portion of the storm water improvements. Most of the
streetscaping could occur upon the Home Depot project moving forward.

Re: Strategic Plan/Work Plan
STRATEGIC PLAN
The EDA adopted the 2002-2005 Strategic Plan update at the February meeting.
The plan has now been forwarded to the City Council for discussion at their
March 10 workshop. The Council's feedback will be provided to you at the March
• 12 EDA meeting.
2002 EDA WORK PLAN
Now that the EDA's work on the Strategic Plan update is complete, staff has
attempted to translate the goals and objectives contained in the plan into a 2002
work plan. A first draft is attached for your review and comment.
In addition, there are two model formats for a "scorecard" that can be used to
monitor progress on the goals and objectives. Your comments on which format
to use are welcome.
EDA MARKETING PLAN
The EDA Marketing Plan was approved in 2000. There is a need to update the
plan. In order to facilitate that process, it would be helpful to have the EDA's
input on the material contained in the Strategic Plan document.
Attached are pages D-5 through D-9 of the Strategic Plan. In regards to pages
D5, D6, and D7, staff would simply ask for general agreement regarding the
recommendations contained on those pages. To the extent that the EDA has
any priorities among the items presented, they should be communicated to staff.
Page D8 and D9 consist of a list of additional marketing ideas generated in
various City documents. Staff is requesting that EDA members select the top
items that staff should pursue during the next year or so. Numbering in a priority
• order 1-10 would be especially helpful for updating the Marketing Plan.

General Policy:

Elected officials and staff must emphasize the need to work together in the
same direction in order to send a consistent positive message. The
Mission should be well known and understood. Efforts should be made to
improve internal marketing and information sharing with City employees,
commission members, and other City volunteers.
As part of this, more effort needs to be placed on better coordination of
marketing programs on a citywide basis. There should be a common
message/theme in all City marketing endeavors, regardless of the
department/retail operation. Whole-city promotion programs should be
planned. This will be accomplished by working with the City marketing
committee. The City of Cottage Grove Marketing Plan is attached as
Appendix B.
The other top priority for the City is to continually work to ensure that we
can respond quickly to inquiries. This means educating staff to be able to
answer questions quickly, and making sure we have an inventory of
materials that are helpful to brokers (for example, maps and pricing
information.) As part of this effort, staff needs to focus on making sure
Cottage Grove is easy to "discover" on the Internet, so that when brokers
and others are doing searches, Cottage Grove always comes up on their
• "list."

Direct Mail:
The direct marketing campaign, featuring a series of post cards, has been
successful in generating interest and discussion about Cottage Grove.
The campaign should continue, with some new enhancements proposed:
• Continue the series of postcards developing "branding" —
associated with the use of EDA staff and the message/theme
that we provide a service with a touch of class. Start numbering
the postcards, "1st in a series of_"
• Create an alternative or additional theme, for use with Economic
Development marketing, housing development marketing, or a
joint effort.
• Consider a direct mail campaign directed at major retail chains.
Include survey data regarding the strong desire for a new
restaurant in Cottage Grove.
• Include the post cards on the City Economic Development WEB
Page.

Print Advertising
• The City should continue advertising in the Minnesota Real
Estate Journal and City Business. In addition, continue
advertising in the Chamber of Commerce Directory and map. A
new survey should be considered, sent to the existing mailing
list, to again determine which publications target groups read.
Research has indicated that the Internet is fast becoming the
number one tool for site selection, so staff needs to monitor this
development and consider possible changes to the advertising
plan as a result.
Golf Tournament
• Continue to increase the visibility and participation of sponsors.
Create various sponsorship levels. Add the ability for sponsors
to hold "contests" at various holes during the tournament.

• The EDA has a page on the City's WEB site that includes a
great deal of information about the City, devleopment
opportunties, transportation, zoning, taxes, incentives, and links
to the Minnesota Department of Economic Development and
other important organizations. Staff needs to continually update
and improve the site, adding pictures (buildings under
construction), press releases, maps, and other enhancements.
Special Meeting Events (target groups)
• Continue to hold special meeting events for targeted groups. In
2001, these were held for local bankers, real estate agents and
Metro East members. For 2002, we should again host a
meeting for local business bankers. In addition, staff should
work with the State Real Estate Board to provide continuing
education credits for a special session with local realtors. Other
• target groups should be considered for special meeting events.
Annual Report
• Continue preparation of the annual report for official publication
in February. When the current supply of pre-printed folders runs
out, consider updating the cover to include a more recent aerial
photo of the Industrial Park.
Press Releases
• Continue to submit press releases on new projects and other
events in Cottage Grove. Improve this effort by increasing the
number of press releases and especially focusing on all the positive
devleoments that are occuring in Cottage Grove.
• Develop a special insert for inclusion in the CG Reports newsletter.
(Internal marketing). This would be a two- or four-page insert that
would highlight all of the economic development activities that have
occurred over the past year or so. To educate our residents, that
• they can become additional "marketers" of Cottage Grove.
• Put press releases on the WEB page.

Other
In addition to continuing and improving existing marketing efforts, there
are many more options the EDA and staff could develop and pursue.
Some of these ideas were generated during preparation of previous
documents such as the 2000-2005 Strategic Plan, work plans, 1999 EDA
Marketing Plan, and the 2000 Cottage Grove Marketing Plan. These
ideas are included below for review and the EDA should review and
prioritize these new options. Once the strategic plan is updated, the EDA
should begin working on updating the 1999 EDA Marketing Plan.
Additional marketing ideas for consideration, as suggested during the
2000-2005 Strategic Planning process:
• Build a model of the industrial Park and include trees, streets,
infrastructure, amenities, and use as a sales tool.
• Continue to upgrade and improve maps of the park. Make sure maps
are readily available and show existing grades, infrastructure, etc.
•
• Conduct a focus group of existing business (or a limited survey) to help
determine what types of specialty retail and big box should go in.
• Ask the restaurant Association for research about the types of
restaurants that might be best suited to the Cottage Grove community.
• Conduct another marketing survey
Other ideas from previous Economic Development Work Plans:
• Meet with each manufacturing concern and major retailers at least
once during 2002 to work on opportunities and challenges.
• Support Chamber activities and remain responsive to its needs and
requests.
• Look for opportunities to develop other marketing events, such as an
event focusing on women business owners, or other non-golf events.
• Aggressively use cable, newspaper and CG Reports resources to
highlight Cottage Grove opportunities, programs, and successes.
• Highlight Cottage Grove amenities and heavily promote — golf, parks,
Mississippi River.

The EDA's Annual Report and save the date postcard for the 2002 Golf Outing
were sent out the last week of February. We have already received some calls
inquiring about sponsorships for this year's event.
I am also working with Bruce Anderson at the Golf Course to order golf balls for
the event. A second mailer for the Golf Outing will be sent out in April or May.

Re: 2002 EDA Advertising and Direct Mail Campaign
As you know, we conducted a photo shoot last fall that generated a number of
pictures. We have since been working of slogans and selecting those that we
think are best. In the meantime we met with City Business and Minnesota Real
Estate Journal (MNREJ) representatives to discuss advertising opportunities and
review editorial calendars. We have completed putting together a 2002
• campaign.
The campaign will consist of six ads in the MNREJ, thirteen (13)-ads in City
Business, and four direct-mail post cards. In addition, we hope to have additional
post cards if we are able to secure co-sponsors.
Attached for your review is the full campaign layout. There is one packet for
each publication, with pictures, slogans, and issue date/topic included. There is
also a packet for the post cards, showing slogans.
EDA input and feed back is still welcome at this time. We are planning to have
another photo shoot this spring. We will continue the theme, promoting "Growth
Partners", class (tuxedos"), and ease of the process.

On October 8, 2001 City staff conducted a photo shoot at various locations
throughout the City to create new postcards and ads for 2002 and beyond. The photo
shoot included staff from Community Development, and also continued the "tuxedo"
theme we started last year.
In previous EDA meetings we distributed copies of the photographs. We have
now selected the best of the best, and have included them in our planned postcards and
ads. The ads will run in City Business and the Minnesota Real Estate Journal.
Postcards will be sent quarterly, with the possibility of more if we can secure corporate
sponsorships.

Re: Cottage Grove Training and Education Facility Item 4F
I will be participating on the Steering Committee for this "satellite campus" effort. We
held our first meeting and assigned some tasks to subcommittees. The Facilities
Group will consist of Rosie Wroistad (School to Work Program), Russ Espy (3M),
Bruce Lindberg (Inver Hills), Joe Merwin (Knutson Construction), and me. At this
110 time we have only been able to identify two sites that could work for this project. We
toured one last week and will tour the other on Monday March 11. I can provide a
verbal update about the site search at the EDA meeting.
There is also a group, headed by Bruce Lindberg that will study the demand/interest
in evening classes. Jerry Jensen (School District) will study the needs for PSEO
students and how they could be met by this facility. Representatives from 3M and
Marathon Ashland will study the needs for Corporate Training. The last committee
will look at the needs and interests small businesses may have for training and
educating their employees.
On this last topic, I will work with the Chamber to try and coordinate this effort. The
EDA has previously discussed (in work plans and the marketing plan) trying to
communicate better with small businesses in Cottage Grove. One idea was to hold
"neighborhood" meetings with various businesses in the City. The Chamber has
identified an effort to have retail focus group discussions. Now with the desire to
identify training needs from this same group, it seems that all three purposes could
potentially be met through a joint effort. I will keep you apprised of our progress in
this area.
