Re: Project Updates
Attached is the list of active projects. The City did not receive any new leads since the
last EDA meeting. However, many of the existing leads have been very active. Staff
has been responding to brokers working on a restaurant, a multi-tenant facility for the
Industrial Park, a packaging/distribution facility, and a large rail-use project. Work
continues on the Kohl's project as well as Grove Plaza Redevelopment, Walgreen's,
• and Country Inn and Suites.
We continued to respond to follow-up requests for information on other active files. Staff
will provide a verbal update regarding all current active leads at the meeting.

Re: Gateway Redevelopment: Kohl's Development Agreement
The Kohl's Corporation was expected to consider approval on the development
agreement on Friday, July 12. As a result of discussions relating to their consideration,
some changes were being discussed for the development agreement. Therefore, staff
may need to bring an amendment to the development agreement before you at the July

Subject: Property Purchase Proposal
As a result of the Kohl's redevelopment project and the construction of Hardwood
Avenue the EDA has entered into purchase agreements for purchase of the
Stoltz, Snow, and Hoekstra properties along East Point Douglas Road and
Harkness Avenue. One of those properties, the Stoltz parcel, is occupied by a
tenant, and as such the EDA is relegated to a position of finding replacement
housing for that tenant. Further, we need to find comparable housing at
comparable rents.
The tenancy of the Stoltz property has a very tenant favorable lease rate in place
at $925/month. Comparable replacement housing, we believe, is available at
$1250/month. According to the Uniform Relocation Act the EDA is responsible
for providing a Replacement Housing Differential (RHP) in the amount of the gap
between current rent and replacement housing rent. That obligation is for a 42-
month period. Hence, the RHP is expected to be $13,650 plus moving expenses
estimated at $1500 to $2000.
We were recently approached by the owners of the property at 7750 Harkness •
Avenue requesting that we consider purchase of their property. In reaction to
that we have for your consideration a purchase agreement in the amount of
$255,000, which is the amount of the appraisal for the Hoekstra property that
was conducted last July. The Hoekstra parcel is 1.62 acres with a 1728 SF
rambler. The Bruhn property is 2.207 acres with a 2600 SF rambler. The
Hoekstra parcel is necessary for the Hardwood project, while the Bruhn property
is not similarly situated (although control of the property would make the grading
operation somewhat easier).
The intent of the acquisition is to provide for a replacement housing opportunity
for the Stoltz tenant at a cost below our current exposure. Secondarily, we would
remarket the property either to that tenant or to a third party such at the
expectation would be upon completion of the one-year lease term our obligation
to the tenant and for the property would be terminated. Our expected holding
costs during the one-year term of the lease (at $925/month) is $9350 plus costs
of the transaction plus any maintenance and repair that may occur during the
period. In order to cover that holding costs we would need to realize 4%
appreciation in the value of the property. Over the past three years the housing
market in Cottage Grove has been appreciating well above that amount.
Additionally, with control of this property a 12,863 SF remnant parcel with no
utility other than slope easement can be attached, increasing the value of the
acquisition parcel. If the property were converted to a commercial use we would •
need to turn it at a value of approximately $2.43/SF in order to break even.
• Again, in our current market place it would be expected that that likewise could
be achieved (Hoekstra, Snow and Stoltz are expecting to achieve at least $4/SF
on the 60,000 SF remnant located just west of this parcel). A third potential use
would be as a senior/multifamily product with theoretical potential of between 18
and 35 housing units (although a likely density approval would be expected
below these levels). Attaching the property to Oakwood Park also has some
potential although at this point the likelihood of positively improving the park by
attaching this parcel does not appear high (further, there would not be an
economic return on the parcel, hence park fund resources would be necessary to
reimburse the EDA). In any case it would be expected that upon closing we
would immediately start the process of remarketing the property with the caveat
that it would need to continue as a rental for a one year period in order to satisfy
our RHP requirements.
We would finance the acquisition with the Trust Fund. Rental receipts and resale
of the parcel would flow back into the Trust Fund as a result.
Board Action: By motion authorize the purchase agreement for the parcel at
7750 Harkness pursuant to the above.

Subj.: Purchase Authorization/Ted Risk property
As part of the Gateway North / Kohl's redevelopment we are packaging a number
of residential and commercial parcels. One of those parcels is an office / retail
condominium located at 7121 East Point Douglas Road. There are six units
within the condominium. Mr. Ted Risk (unit#'stwo and six) owns two of the units.
We have a signed purchase agreement from Mr. Risk for these two units.
We appraised this property effective September 18, 2001 in the amount of
$285,000 (for both units). Our closing date is August 1, 2002 (or other mutually
agreed upon date). It would be expected that the property value would realize
some level of appreciation during the time period in between the appraisal date
and the date of the purchase agreement (June 19). In recognition of that year
time period we were able to negotiate a purchase amount of$322,000 (12.98%
above appraised value) which is within our budget parameters for acquisition of
these units. This number, if agreed upon, would set a standard for future
negotiations with at least other condo unit owners, if not other commercial
properties within the district. We see this as a favorable position.
The tenants in these units are American Family Insurance and Great Clips. The •
annual contract rents that exist for these two tenants are $27,900 (combined).
We would assume the rights and obligations of the landlord upon closing on the
property. At this point it is expected that the tenants would vacate the property
late first quarter or early second quarter of 2003.

Re: 2002 EDA Golf Outing
We have had a good response to the 2002 EDA Golf Outing. As of July 10th, we
have 121 people signed up to golf in this year's event. Also, we have 22 hole
sponsors for the Golf Outing. Staff has set the limit at 136 golfers. Hopefully, we
will be able to reach this goal. Reminder notices to all of the people who have
• signed up for the event will be sent out the week of July 15th. I have also
attached the anticipated revenues and expenditures for this year's event.
Staff would also like the EDA's input on restructuring the event next year to target
certain audiences. This year's event has attracted a number of participants who
are not in the development field.

RE: Livable Communities Grant
The City is in the process of applying for a Livable Communities Demonstration Grant to
facilitate aspects of a senior housing project within the City. The grant application indicates
monies would be used to defray acquisition costs, construct trail linkages, and provide for
a town center amenity. The application would be asking for approximately$700,000. The
grant application is still in draft form, but will be provided to the EDA upon completion. For
now, it is requested that the EDA formally support application for the Grant.

Re: Metro East Development Partnership (MEDP) Update
GOLF TOURNAMENT SPONSOR
MEDP will hold its Annual golf tournament on August 12. Attached is information about
sponsorships. Staff is considering a hole sponsorship. This would provide some
excellent marketing opportunities. MEDP has been a consistent supporter and sponsor
of the Cottage Grove EDA tournament.

Re: EDAM Award
On June 26, the City of Cottage Grove was given an award for Best Business Attraction
by the Economic Development Association of Minnesota. This award was presented in
honor of the 2001 Industrial Park Projects: Tradehome Shoes, Advance Corporation,
and American AGCO. In fact, Advance Corporation made the award.
During the EDAM Conference, which was held June 26-28, Cottage Grove had an
exhibit table. There I provided materials such as maps and brochures. In addition,
Scott Johnson put together an excellent exhibit showcasing our marketing materials,
including all of our direct-mail post cards. Steve Barrett created our latest marketing
item, a "free land" give-away, a sample of which is included in your packet.
On the last day of the conference, I was a member of a panel leading a discussion on
Project Management. I had about twenty minutes to comment on the topic, using recent
Cottage Grove projects as examples. I had some follow-up calls as a result of that
session, so I think it was another good way to market Cottage Grove.

Re: Manufacturer's Week/Month
Manufacturing businesses are recognized both nationally and in the State of
Minnesota during designated times. Our research indicates that National
Manufacturing Week will be held March 3-6 in 2003. The State of Minnesota has
indicated that the week of October 22 will be Minnesota Manufacturers Week,
and October 21-November 22 will be Minnesota Manufacturers and Technology
Month.
Historically, it is my understanding that the EDA worked with other partners to
recognize National Manufacturing Week by having the business breakfast around
that time (March.) However, in recent years the breakfast has become a general
business recognition event, and has moved to January with a "State of the Cities"
focus.
In trying to plan ahead, staff is interested in knowing whether the EDA is
interested in pursuing some type of event to recognize manufacturing. Your
input at the July meeting is requested.
