Re: Project Updates
Attached is the list of active projects. The City received two new leads since the last
EDA meeting. Both leads were for restaurant projects. One is a family sit-down
restaurant; the other is a national chain. Both seem to be seriously considering a
Cottage Grove location.

We continued to respond to follow-up requests for information on other active files. Staff
will provide a verbal update regarding all current active leads at the meeting.

Re: Gateway Development District Update
Recent and Upcoming Council Action
• At the August 28 meeting, the City Council approved the Bid Award for the
• Gateway Residential Demolition Project. The low bid was for $11,019 (the
highest was $49,920). The bid was awarded to Otting House Movers. The
project is expected to start September 9.
• On August 28, the City Council also took the following actions:
o Approved an amendment to the comprehensive plan to change the land
use designation for 14.4 acres of land form low density residential to
commercial and expand the MUSA boundary by adding 14.4 acres of land
into the MUSA.
o Approved a zoning amendment to change the zoning from R-2,
Residential Estate, and UR, Urban Reserve, to B-2 Retail Business.
o Approved the site plan review of an 88,000 s.f. Kohl's Department store
with variances for off-street parking and loading, reduction of the 20-foot
minimum setback abutting a public roadway to five feet, and reduced the
30-foot minimum side yard building setback abutting a street to 20 feet.
o Approved construction plans and specifications for the Hardwood Avenue
Corridor improvement Project and set a bid date of September 26, 2002.
• At the September 4 meeting, the Council approved an amendment to the West
Draw Study Area Alternative Urban Area wide Review (AUAR).
• On September 18, the Gateway Preliminary Plat approval is scheduled for
consideration by the City Council.

• On October 2, the bid award will be presented for approval for the Hardwood
Avenue project. (We are hoping to include a copy of the roadway sections in
your packet or to have them available at the September 10 meeting.) •
• On October 16, there will be a proposed comprehensive plan amendment/MUSA
expansion for 7750 Harkness (Bruhn property).
• Also on October 16, the Council will receive the site plan for the Cedarstrom Pet
Clinic Project (see attached site plan.)
• For October 16, it is expected that there will be an item proposing re-zoning of
(Jensen) 7420-80th Street (see attached proposed site plan) and for the proposed
Oakwood commercial sites.
Property Acquisition Update
Activity continues in the process of acquiring the property necessary for the Kohl's
project. A verbal update on recent developments will be provided at the meeting.
General Discussion
Staff would like to continue discussion about the Frattalone property
Included in your packet is an exhibit illustrating the Kohl's project area. You will note •
that adjacent to the project is an approximate 25-acre conservation easement. This
area, which is immediately adjacent to the Gateway North Development, ensures a
unique amenity to the district. It provides for permanent forestation and open space
which will essentially be located in immediate vicinity to an area that is becoming a
"downtown" commercial area for the City.

• Cottage Grove EDA Golf Outing Held at River
Oaks Golf Course
Cottage Grove, MN. The Cottage Grove Economic Development
Authority sponsored a golf tournament at River Oaks Golf Course in
Cottage Grove on August 20, 2002. The tournament brought together
architects, builders, planners and development experts. This year's
tournament was a sell out with 131 golfers. Our 23 tournament sponsors
included; Benson-Orth, Bonestroo, Rosene, Anderlik, and Associates, Xcel
Energy, Opus, TKDA, Cogentrix, Cottage Grove Area Chamber of
Commerce, KKE, Metro East Development Partnership, Springsted, MMIC

The Economic Development Authority is an organization designed to
bring new development opportunities to the City of Cottage Grove. The
August 20th EDA Golf tournament brought development professionals from
all around Minnesota and exposed them to the development possibilities in
Cottage Grove. Participants in the golf tournament were able to hear first
hand about the new development opportunities and saw the debut of the
4111 city's new marketing video.

Re: Special Events
We have had or are in the process of scheduling several special events recently,
allowing us to celebrate new businesses in Cottage Grove.
. 1. The Applebee's Groundbreaking took place on Tuesday, September 3. The
event was highly attended and was taped for airing on the Community and
Economic Development TV Show.
2. A ribbon-cutting ceremony is scheduled for Monday, September 9 at 2:00 for
American AGCO. On this date they are having their annual vendor show and
will incorporate the ceremony into that event.
3. Country Inn and Suites is planning a grand opening event for October 1. No
details about that event are available as of this writing.

Re: Budget Update
At the September 4 City Council meeting the Council took the following actions
regarding the proposed 2003 budget:
1. Set the truth in taxation hearing date for Monday, December 16 at 6:30 p.m.
• 2. Adopted a resolution approving the 2003 preliminary budget
The preliminary budget adopted by City Council was for total expenditures of
$21,061,760, of which $10,741,190 is for the General Fund and $178,100 is
for the EDA budget.
3. Adopted a resolution approving the 2002 property tax levy for taxes
collectable in 2003.
The Council approved a preliminary tax levy in the amount of $7,893,000 for
the general levy (which includes $125,000 for the EDA) and $1,193,300 for
the debt levies. This preliminary levy amount represents the maximum
allowed per levy limits. The Council will adopt a final levy at the second
meeting of December, at which time the tax levy amount could go down but
will not go up.

Re: Grove Plaza Pond Update
Per the contractor for the fence portion of the project, delivery of the fence material is
expected by September 16. Fence construction should be completed by September 23.
The landscaping contractor will be kept informed as the fence project progresses so the
landscaping portion of the project can commence immediately following the completion
of fence installation.

Re: EDA Member Terms
At the end of 2002, terms for three current members of the EDA will expire (see
attached list.) It has been many years since the EDA has experienced this many
term expirations, and we are aware that at least one member will not be
• continuing to serve on the board. Therefore, it seems prudent to begin
discussions at this time, to ensure a smooth transition into 2003.
During the past year or so there have been some suggestions on possible
authority members. In light of those discussions we have made some inquires
with some possible authority members:

Re: Park and Ride Update
At the September 4 meeting, the City Council directed staff to forward comments
regarding the 30 percent park and ride plans to MNDOT. On October 2, the 90%
plan is scheduled to be completed, with the final plans completed by October 30.
• On November 20th, it is planned that City Council will be asked to approve
advertisement for bids, with a bid award scheduled for the December 18 meeting.
Spring construction is planned.
Staff is working with MNDOT on a Cooperative Construction Agreement and with
Met Council/Met Transit on a maintenance agreement. Both of those items will
be brought to the City Council for approval. The City Council already approved a
joint powers agreement with Washington County for joint ownership of the
property.
A recent count at the Rodeo park and ride location found 180 cars at the lot
using the lot. Met Transit anticipates that this number will increase with the end
of summer vacations.
