AUTHORITY
MINUTES
March 12, 2002
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 12th
day of March 2002.
CALL TO ORDER
EDA President Jim Wolcott called the meeting to order at 7:30 AM.
ROLL CALL
• Members Present: Glen Kleven, Fred Luden, Dick Pederson, Sandy Shiely, Jim
Wolcott, and Gerard Weingartner.
Members Absent: Mike Wennen.
Others Present: Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Scott Johnson, Management Analyst.
APPROVAL OF MINUTES
Jim Wolcott moved to approve the February 12, 2002 Economic Development
Authority minutes. Fred Luden seconded the motion and the motion carried
unanimously.
Project Updates
Thorson Project — Working on a new 20,000 Square Foot project for steel fabrication
next to CCE.
Walgreen's Development — The new TCF project will go in front of the Planning
Commission next month. The 11,500 Square Foot strip center is half leased and
construction is slated for 2002.
Custard — Restaurant is looking for a location in Cottage Grove.

Project Future— Cottage Grove is considered a finalist for this project.
Amoco BP — There is a deed restriction against car washes on the property Amoco
wants to buy for this project. This project may not go forward. The City has offered to
help with the project.
Grove Plaza — The bidding process for work by the City on this project will occur at the
end of the month. Home Depot has decided to do the whole project and is expected to
close in April.
Gateway Signs
The City staff is proposing four signs at the intersection of 80th St. S. and East Point
Douglas. The signs will be 32-foot identical signs. An exception may be necessary for
the signs under the current sign ordinance. The EDA then discussed the name of the
district. A number of ideas were discussed by the EDA. The Commission has decided
on the Gateway North for 80th Street S. and the Gateway South for future development
near Jamaica Avenue.
Metro East
• Activity is starting to pick up again at Metro East Development Partnership.
Old Burger King Site
The current building will be demolished in the near future.
Gateway Redevelopment
The redevelopment district could shrink because the Kohl's project has not proceeded.
Council is content to leave the district in its current state, but will reevaluate the district
in the near future.
Tax Increment Financing Shifts
Tax increment from some projects may be used to help redevelop Hardwood Avenue
and some surrounding infrastructure in the development district. The possible Grove
Plaza redevelopment portion will be "pay as you go" under TIF.
Kohl's
Residential landowners in the development district have made a counter offer to the City
on the land for a possible Kohl's store. However, the counter offer is too expensive for
the Kohl's project to work under TIF and was therefore rejected.

Senior Housing RFP's
The Council will be reviewing the Senior Housing RFP's in the near future.
Strategic Work Plan
This item will be placed on the next Council Agenda for discussion. The EDA members
wanted objective #15 to be more specific and responded favorably to the new work plan.
Members would like staff to look into the possibility of a video to explain the Industrial
Park, a tracking system for advertising, analysis of Cottage Grove done by the
Restaurant Association and continue to meet with Industrial Park tenants. Also, the
Commission wants staff to upgrade and improve the maps for the Industrial Park. Plus,
advertisements on the Cottage Grove web site, advertisements in the Cottage Grove
Reports, advertisements in the local newspaper, and put pictures/descriptions of the TV
Show on the web site.
Company Store
City should make available merchandise to groups for fundraisers.
• 2002 EDA Golf Outing
A letter was sent to prospective sponsors for the 2002 event.
2002 EDA Marketing Campaign
The Commission likes the campaign for 2002.
Satellite Training Center
Currently looking at the Allina Building and the Cottage Square Mall for classroom sites.
The new facility would provide post secondary opportunities and training for companies,
high school students, and residents. The plans for the facility need to move forward
quickly before the beginning of the fall term in August 2002.
Joint Council/EDA Meeting
The Commission proposed having the meeting during the next regularly scheduled EDA
meeting on April 9th
