We have experienced 15 inquiries so far in calendar year 2001. We recently responded to two new requests-for-proposals from Metro East Development Partnership. • In addition to the usual project list, which is attached and will be discussed at the meeting, I am also attaching a project summary prepared by John McCool in the Community Development Department. I think you will find this to be a very helpful summary of construction activity in Cottage Grove. A map highlighting the locations of these projects is included. Staff has been working on the development of a new park-and-ride location. One possible location is being developed. We anticipate having further details for you at the April 10 meeting. Wolfe, Assistant City Administrator Date: 04/04/01 Re: Follow-Up: Joint Meeting with City Council Item 4B On March 28, the EDA held a joint meeting with the City Council. There are just a few items to review as follow-up: • 1. Staff will implement the suggestion to prepare brief project summaries to accompany TIF plans and development agreements. This will allow readers to get a good understanding of the basics of a project before diving into the legalities of the plans and agreements. 2. There was agreement that it would probably be helpful if the EDA and City Council held more joint meetings in the future. Many possibilities were discussed. Staff is looking for direction from the EDA and Council as to scheduling of these meetings. For example, they could be on a regular basis, such as quarterly or semi-annual. Or, they could be project-driven, with special meetings being called if a project or projects are getting close to being ready for official action of some kind. Wolfe, Assistant City Administrator A, Date: 04/04/01 Re: Redevelopment Update Item 4D Staff has begun the process of meeting with developers. The goal is to try and determine a process that can be followed in evaluating possible redevelopment projects for Cottage Grove. We have met with two developers and are providing them with data. • In addition, staff is developing project budget numbers and may have some information to discuss at the meeting. GROVE PLAZA This project was discussed at the joint meeting with the City Council. A draft letter proposal has been forwarded to EBL&S for review. It is expected that they will respond by the end of this week. A copy of the draft letter is attached. We can provide additional verbal update at the April 11 meeting. Attachment 111, \\CG_FS1\SYS\GROUPS\PER_ECON\Economic Development\EDA Memos\2001\Apr 01 Redev.doc March 29, 2001 w Mr. Howard Levy EBL&S Development Corporation 230 South Broad Street, Mezzanine Philadelphia, PA 19102-4121 Dear Mr. Levy Please reference my letters dated January 25 and March 26, 2001 and your correspondence dated February 8, 2001. As you know, the proposal outlined in the January letter was conditioned upon EDA/City Council approval, which to this point has not been forthcoming. However, in meetings of March 26 and March 27 we discussed an alternative proposal, which I believe we can bring to a successful conclusion. This opinion is based upon the result of a joint City Council/EDA workshop, which was held on March • 28, 2001 during which this project was discussed. My belief is that the Assessor's estimated market value on the 441,375 square foot Home Depot pad, after development, will be $5,775,000. My belief, further, is that the Assessor's estimated market value on the remaining 466,979 square foot redevelopment parcel including the 70,000 square foot Rainbow and 40,000 square foot of multi-tenant space after development will be $5,045,000 for a total development value of$10,820,000. My intent would be to enter into development agreements with minimum assessment agreements with values within that neighborhood. Upon that, I am confident that I will gain Council ratification of the balance of this transmittal. We intend to enter into a performance based development agreement wherein the City will participate in site improvements and other tax increment eligible expenditures on a "pay as you go" basis upon satisfactory completion of various project components. The first of these is that you provide for a design review including City Council and EDA members wherein we have the opportunity to influence the exterior look and feel of the shopping center including the proposed Home Depot, the remaining • 110,000 square foot Grove Plaza and any future improvements to the Grove Plaza parcels. As we discussed, our "vision" for the net end result would be a downtown feel, perhaps with a "2-story" appearance similar to a downtown Hastings, Red Wing, or similar community. Council vision includes such as a central fountain, or similar amenity, sidewalk trees and other plantings, traditional pedestrian level street post lighting, traditional signage and the like. Council understands that creation of some of these amenities may increase the need for a larger variance to parking requirements. As part of the architectural exercise we will agree to take agreed upon design concepts to a similar design level for off site improvements such that the feel created for the Grove Plaza parcel can be replicated throughout our Gateway Development District. Our proposal is conditioned first and foremost upon the ability of the City Council to make findings sufficient to qualify this project area as a redevelopment district under state law. Upon that and upon successful completion of the required development and assessment agreements with the property owner or assigns and upon subsequent completion of acceptable • facade and streetscape improvements, and upon satisfaction of all other municipal requirements (including payment of any and all taxes, fees and charges) the City would contribute $200,000 toward site improvement expense. As part of the contemplated redevelopment concept it is anticipated that the community will benefit by a certain tenant mix within the balance of the center. Included within that mix is an expectation for a "sit down" restaurant with a liquor license. Upon satisfaction of that request the City would intend to increase its contribution toward site improvements in the amount of $300,000. However, this enhanced payment will be amortized over a period of time and will be conditioned upon continued operation of the restaurant facility. In my January communication I discussed transferring the obligation of the CGTAP program to EBL&S. This was not discussed directly by Council at their workshop. However, should we satisfactorily transfer this obligation I would propose to the parties that an enhancement to site improvements occur in a fashion similar to the amortization noted above. You have requested City participation toward a solution regarding site storm • water issues. This proposal does not include City financial participation with that issue. It is my belief, given the existing storm water easement, that the recent reconstruction of 80th Street did not substantially alter the historic flow of storm water from off-site locations through the Grove Plaza parcels. However, we will commit to continue to work with you and Home Depot to provide a solution to storm water quality and quantity issues that continue to face us. For instance, we may jointly be faced with the necessity to provide a solution off-site. To the extent that that is practical we will add that to the analysis of cost/benefit options. It should be noted, however, that this is not an offer for the City to self-fund an off-site solution and it should be expected that cost sharing would occur. The offer is made in the spirit of an expectation that off-site solutions may be more cost effective than currently identified solutions. Creation of a redevelopment district as contemplated here will provide the City with the opportunity to complete off-site improvements elsewhere within the Gateway District enhancing the visual appeal and retail trade activity of this district. While this would not provide a "direct" benefit to you or your tenants the intent is to create the opportunity to provide a • general benefit for the district and its properties. Should you have any questions or concerns please let me know. Otherwise, it is my understanding that time is of the essence, and therefore, I again would ask for your concurrence with the above and our joint initiation of the various actions contemplated above. I • have signed contracts with City Business and the Minnesota Real estate Journal to advertise in their publications during 2001. We will have a total for eight (8) ads in City Business, seven (7) in the Minnesota Real Estate Journal (MNREJ), and four (4) in the MNREJ Leasing Guide. Staff has reviewed editorial calendars to try and place our ads in issues that are most relevant to our economic development program. The next ads will appear in April editions of both publications. After reviewing the survey results we obtained form last fall's survey; we determined that these were the two publications that would likely make the most impact. Therefore, we are not planning any advertising for any other local, regional, or national publications in 2001. We'll provide copies of the ads in the future are they are designed. We plan to rotate three ads: two are centered around photos taken last summer; one is a map of the Industrial Park, showing current businesses, recently sold properties, and parcels "on Hold". Our "Save the Date" post card was sent out, and as a result, we are already receiving reservations for the tournament. The actual invitation will be mailed in June. As a reminder, the event will be held on August 21 at River Oaks. III This year, we will be giving golf/polo shirts to the participants. They will be able to select from three different colors. The shirts have been ordered. A few other changes are being developed for this year's tournament. They are illustrated in the attached list. One of the top priorities is to place emphasis on recognizing our event and hole sponsors. We would appreciate any help the EDA Board can provide in soliciting sponsors for this year's event. This is a list of companies doing business with the City. Each year, as part of the Chamber's "Corporate Challenge", the City sends this letter as an effort to recruit new Chamber members. This letter was mailed on March 27, 2001. Cottage Grove is scheduled to host a Metro East "Connections" event in October. I have attached a copy of the invite to the South St. Paul Connections event, to give you an idea of what it will be like. EDA members will be invited and encouraged to participate. We will let you know the specific date once it is determined. As an FYI, EDA members may be interested to know that the Economic Development/Community Development TV show on government access channel 16 is back in production. Staff turnover had led to several months without a new show. However, we are back in the swing and new shows should be airing monthly.
