Attached is the list of active projects. The City has received 26 leads year-to-date.
Staff will provide a verbal update at the meeting.
During the month of July, we responded to an RFP for a large manufacturing project
111 (ED-01-003). This was a formal RFP process and our response was quite lengthy. A
draft of our text response is attached for reference. Staff is working to further develop
this document for other marketing/information purposes. The attached draft can be
revised to apply to other proposals, or sections can be used to create a separate
informational piece regarding the Industrial Park. Your input on the information is
welcome.
As you know, the City Council and EDA approved five development agreements in July.
Those five projects are continuing to progress.

A DEVELOPED BUILDING SITE versus UNDEVELOPED LAND, OR •
RECLAIMED LAND
One of Cottage Grove's greatest assets is the availability of choice land. Through
a comprehensive planning process and an ongoing working relationship with the
fee owner, the City has established the Cottage Grove Industrial Park. The park
is comprised of over 700 acres, with 490 acres prepared for development. There
are several sites available, as shown in the enclosed materials. Braun Intertec
has completed a Phase I Environmental review on the entire Industrial Park.
The City is handling storm water with a series of regional stream and pond
amenities. We estimate that 7% of the land area within individual development
parcels should be reserved for stormwater holding, prior to entry into the regional
system. The firm of Bonestroo, Rosene, Anderlik and Associates conducts
engineering analysis of individual parcels for each project.
PHYSICAL ATTRIBUTES and DIMENSIONS
The City of Cottage Grove can provide a site that will easily accommodate this
project. The site area is shown on the enclosed map (Exhibit A). The site area is
generally west of Renewal by Andersen and north of 100th Street. It is relatively
flat and historically has been farmed. •
The City has developed excellent working relationships with a large number of
general contractors on various projects (see Exhibit B). We are prepared to
partner with any of these contractors to develop your project. Or, we can
certainly work with an alternative development team of your choosing to further
develop a project pro forma for your review.
INITIAL CONSOLIDATION PROJECT COMPARED TO TEN YEAR
EXPANSION STRATEGY
The City has a myriad of sites and site layout opportunities for your
consideration. The site area identified by the City is large enough to
accommodate future expansion plans as outlined in the RFP document.
PREFERRED FEATURES PER SPATIAL USE
The City's zoning ordinance is included for your reference as Exhibit C.
PERSONNEL PROFILE & FUNCTIONAL DISTRIBUTION
A skilled and trainable work force is vital to the success of any business venture.
Cottage Grove offers the best of both worlds. Educational institutions are just •
minutes away. In addition, your client will be able to draw from an established
work force in excess of 100,000 within a twenty-minute drive of the site. In a
1999 community survey, 60% of respondents stated that they were "very likely"
• to accept a job comparable to their current position if it was available within
Cottage Grove.
The attached Exhibit D maps out the personnel profile data contained in the RFP.
Currently City of Cottage Grove employers such as 3M, Renewal by Andersen,
and Up North Plastics draw many of their employees from similar cities as listed
in the RFP document, as well as from Wisconsin. (See Exhibit E, "Labor
Information".)
ENERGY REQUIREMENTS
Xcel Energy serves the Industrial Park for electric and gas service. The
infrastructure within this power grid serving the Industrial Park is relatively new
and provides reliable service. Exhibit F contains 2000 Outage comparison data
for your information.
Cottage Grove is also home to Cogentrix, a co-generation power plant.
Cogentrix provides additional power to Xcel Energy at peak use times, adding to
the reliability of service to this grid.
COMMUNICATIONS SYSTEMS
• • AT&T Broadband (fka Media One) has completed installation of fiber
optic cabling to a significant portion of the Industrial park. This service
is available to the site area the City has designated for your project.
• T1 (full) — Qwest Communications offers full T1 service for voice, data
and video.
• ISDN — Qwest Communications also offers ISDN service for voice,
data and video.
• Twisted Pair Telephone— Qwest Communications can offer twisted
pair telephone service for over 150 telephone locations.
• Satellite— Satellite service for television and digital music reception
would be available. Various vendors are available in the Twin Cities to
address your specific needs.
• Radio Frequency —Wireless communications on the plant floor are
available in a number of options. Simple "walkie-talkie"
communications are used at the Cottage Grove 3M facility. If
something more advanced is required, Nextel Communications offers a
. wireless service used with a network of cellular phones. The most

sophisticated option is to establish a specific radio frequency for the •
plant. This option requires FCC approval.
• Wireless Communications — Cellular phone and pager service is
abundantly available in the Industrial Park. Sprint PCS, Nextel
Communications, and US West Communications all have operating
antennae on water towers within the City. Utility employees report no
"dead zones" near and within the Industrial Park.
WATER & SEWER
The municipal water and sewer utilities are adjacent to most developed sites.
Any necessary pipe extensions can easily be completed within your project time
frame. An expansion to the South Washington County Wastewater Treatment
Plan, located in Cottage Grove, is currently under construction. The facility is
currently rated for 2.5 million gallons of treatment capacity each day. The •
expansion will result in a minimum of a 10-million gallon per day (mgd) plant
capacity by 2003, with ultimate capacity projected at 20 mgd by plant completion.
The result of this expansion, and concurrent MCES interceptor construction in
Cottage Grove and Woodbury, is that the future wastewater treatment needs of
these two communities are assured.

TRASH
The City of Cottage Grove is located approximately six miles from the Xcel
Energy Resource Recovery plant. Several haulers are available for trash
collection services. The City licenses but does not further regulate commercial
waste hauling within the community.
NEIGHBORHOOD PREFERENCES
1. Transportation
To serve the client's transportation needs, the City boasts a well-
established transportation network. The Industrial Park is situated six
miles south of Interstate 494 on Trunk Highway 61/10. This location puts
us only twenty (20) minutes away from Minneapolis-St. Paul International
Airport. Additionally the $210 million Wakota Bride/Highway 61
improvement commences in 2002. This will result in six- to eight-lane
freeway sections from 494 through the communities north of Cottage
Grove, with an additional four-five traffic lanes on 494 between Woodbury
and West St. Paul. .

2. Ease of site orientation
The Cottage Grove Industrial Park is easyto locate, just off the Jamaica

Avenue diamond interchange. All roadways between potential sites and
Highway 61 are recently constructed.
3. Neighbors/environment
Current neighbors to the proposed site include Renewal by Andersen,
Advance Corporation and Tradehome Shoes (the latter two currently
under construction.) The Industrial Park is zoned primarily 1-2, which is a
light industrial zone. In fact, the City applies fairly strict standards to the
quality of construction allowed in the Park, with the goal of a top-notch
development. Much of the area across 100th Street from the project area
is currently outside the metropolitan urban service area, and is being
farmed. Much of that land is part of the 1400-acre 3M Cottage Grove
campus. The nearest residential area is further north and west of the •
project area, along 100th Street, and will be buffered from this project by
existing trees and future industrial projects.
4. Community Elements
See Exhibit G for a detailed listing of community elements.
DEVELOPMENT OVERVIEW
The City provided new infrastructure for the Renewal by Andersen facility on a
short time frame in 1998. We also provided new infrastructure for Tradehome
Shoes and Advance Corporation, both currently under construction in the
Industrial Park. For example, the City approved a development agreement with
Advance Corporation on December 20, 2000 and the groundbreaking ceremony
was held on May 10 2001. We are prepared to do the same for your project.
Cottage Grove is accustomed to working with clients who have long-term growth
needs. Recent projects in the Industrial Park (including Renewal, CCE
Technologies, and Advance Corporation)were designed to accommodate future
growth needs. Because of the size and location of the site area designated for
this project, future growth can easily be incorporated into plans.
The final section of this response is Cottage Grove's proposal. This includes the
City's ability to provide a pad-ready site for the initial construction phase at a very
low cost to your client. In addition, we have experience assisting companies with
the Industrial Revenue Bond process and can assist your client if they are
interested in such a financing tool.

Cottage Grove has a City Council, Economic Development Authority, and staff

experienced in manufacturing development. Because of the very high priority
this City places on economic development, we ensure every step in the process
is as easy for the client as possible. Our team approach will allow for a more
simple process, and our administrative approval system allows the City to
approve projects more quickly than often occurs elsewhere.
Cottage Grove maintains positive relationships with businesses located in this
City. For a contact list of current City Industrial Park businesses such as 3M and
Renewal by Andersen, see Exhibit H.
PROPOSAL
Cottage Grove has considered the information presently available and reviewed
recent tax law changes. This proposal, which includes financial assistance
towards infrastructure and site expenses, is made with the assumption that this is
a company paying a wage equal to or greater than $10.00 per hour, proposing a
quality facility, and poised for future growth

Re: Awarding of Business Subsidies Item 4C
As you know, both the EDA and City Council approved five development
agreements during the month of July. As these projects progress, if they will be
receiving any business subsides as defined by statute, the City is required to
hold a public hearing, and then the City Council must adopt a resolution
111111 approving the subsidies awarded to each project. Attached is an agenda item
prepared for the August 15 City Council meeting. The City Council will hold three
public hearings, to allow for comment on the subsidies proposed for three
projects. At the conclusion of the public hearings, they will be asked to consider
resolutions approving business subsidies for those three projects.
The development agreements the EDA approved outlined the business subsides
for each individual project. This item is presented to you as information. If
desired, the EDA can make a motion to recommend that the Council approve the
subsidies.

Re: Public Hearings: Awarding of Business Subsidies
On July 26, 2001, City Council approved five development agreements. At this
time, we are proceeding with the required business subsidies public hearings as
required per state statute. We are only proceeding with three of the five projects
at this time.
AMERICAN AGCO
The development agreement that was approved by City Council included a
business subsidies section (Article V). The subsidy provided to the Developer is
the conveyance of the development property to the developer for$91,000 for
land which has a fair market value of$423,900, representing a subsidy of
$332,900.
TWIN CITY POULTRY
The development agreement that was approved by City Council included a
business subsidies section (Article V). The subsidy provided to the developer is
the conveyance of the development property to the developer for$98,129 for
land which has a fair market value of$353,250, representing a subsidy of
$255,121.
80TH STREET REDEVELOPMENT PROJECT
The development agreement that was approved by City Council included a
business subsidies section (Article V). The subsidy provided by the Economic
Development Authority to the Developer is the conveyance of the development
• property to the developer at less than fair market value and construction of
certain public improvements and provision of certain site improvements at no

cost to the developer. The fair market value of the development property, as
improved by the City or the Economic Development Authority, is estimated to be
$2,007,862. The subsidy to the developer is estimated to be $854,611, or such
amount as may be determined to be the difference between the price the
developer pays for the development property and its fair market value as
improved by the public infrastructure improvements made by the City or the EDA
and benefiting the development property.
BUSINESS SUBSIDIES
In December 1999, City Council adopted a resolution establishing criteria for
granting business subsidies (see copy attached). If you find that the projects
meet the criteria, at the conclusion of the public hearings, you should approve the
resolutions awarding business subsidies.
RECOMMENDED ACTION •
Hold three public hearings, one for each project. After each public hearing is
concluded, consider the attached resolution related to each project.

RESOLUTION NO. 99-204.1
RESOLUTION TO ESTABLISH CRITERIA
FOR GRANTING BUSINESS SUBSIDIES
WHEREAS, the City of Cottage Grove is required by Minnesota Statutes,
Sections 116J.993— 116J.995 to adopt criteria for awarding business subsidies; and
WHEREAS, the City Council conducted a public hearing at its meeting of
December 1, 1999 for the establishment of a business subsidy policy required by state
law to continue tax increment activity and other business subsidies offered by the City;
and
WHEREAS, the City of Cottage Grove has an established history of providing
financial assistance and other business subsidies to private enterprises meeting certain
public goals and objectives;
NOW THEREFORE BE IT RESOLVED, that the following Business Subsidy
Policy is hereby established in the City of Cottage Grove:
Section 1. This Policy is adopted for purposes of the business subsidies act (the
"Act"), which is Minnesota Statutes, Sections 116J.993— 116J.995. The terms used in
• this Policy are intended to have the same meanings as used in the Act, and this Policy
shall apply only with respect to subsidies granted under this Act.
Section 2. With respect to granting subsidies, the determination of the number of
jobs to be created and the wage levels thereof shall be guided by the following principles
and criteria:
A. Each project shall be evaluated on a case-by-case basis, recognizing its
importance and benefit to the community from all perspectives, including created
or retained employment positions.
B. If a particular project does not involve the creation of jobs, but is nonetheless
found to be worthy of support and subsidy, it may be approved without any
specific job or wage goals, as may be permitted by state law.
C. In cases where the objective is the retention of existing jobs, the recipient of
the subsidy shall be required to provide reasonably demonstrable evidence that
the loss of those jobs is imminent.
D. The setting of wage and job goals must be sensitive to prevailing wage rates,
local economic conditions, external economic forces over which neither the
grantor nor the recipient of the subsidy has control, the individual financial
resources of the recipient and the competitive environment in which the
recipient's business exists.
• E. While the creation of jobs is a desirable goal, which benefits the community, it
must be recognized that not all projects assisted with subsidies derive their
public purposes and importance solely by virtue of job creation. In addition, the
imposition of high job creation requirements and high wage levels may be
unrealistic and counterproductive in the face of larger economic forces and the
financial and competitive circumstances of an individual business. In instances
where a worthwhile project does not involve job creation, it may be approved for
a subsidy, as may be permitted by law, with consideration given to the following:
1. Enhancing economic diversity by improving the mix of businesses in
the area, providing essential customer services to the area, or generating
a high level of secondary spin-off economic effects.
2. Stabilizing the community by investing in an area that is economically
depressed, investing in an area with slum and blight conditions, or
stimulating additional capital investment in real property, equipment,
and/or infrastructure in the area.
3. Increasing the tax base by providing a positive impact on the short and
long term tax base, or providing a positive impact on other local business
and individual property tax bills.
4. The projects risk-reward ratio, with special consideration of the type of
assistance requested and the current status of that specific tool or
program.
Section 3. Because it is not possible to anticipate every type of project which
may in its context and time present desirable community development and/or
preservation goals and objectives, the City must retain the right in its discretion to
approve projects and subsidies which may vary from the principles and criteria of this
Policy.

RESOLUTION CALLING FOR APPROVING BUSINESS SUBSIDIES TO A
PROJECT REPRESENTED BY AMERICAN AGCO CORPORATION
WHEREAS, American AGCO Corporation is interested in relocating to
Cottage Grove; and
WHEREAS, plans call for the American AGCO Corporation project to
relocate within the proposed Tax Increment Financing District No. 1-10; and
WHEREAS, the Cottage Grove City Council held a public hearing on the
adoption of Tax Increment Financing District 1-10, and approved the creation of
Tax Increment Financing District No. 1-10 on August 16, 2000 in accordance
with Minnesota Statutes, Sections 469.124 through 469.134, and Minnesota
Statutes, Sections 469.174 though 469.179; and
WHEREAS, awarding business subsidies associated with Tax Increment
FinancingDistrict 1-10 for the American ACCO Corporation project is consistent

with the City of Cottage Grove's Criteria for Awarding Business Subsidies, as
adopted by Resolution No. 99-204.1, in accordance with Minnesota Statutes,

RESOLUTION CALLING FOR APPROVING BUSINESS SUBSIDIES TO A

WHEREAS, the 80th Street Redevelopment Project is proposed to take
place in Cottage Grove; and
WHEREAS, plans call for the 80th Street Redevelopment Project to locate
within the proposed Tax Increment Financing District No. 1-12; and
WHEREAS, the Cottage Grove City Council held a public hearing on the
adoption of Tax Increment Financing District 1-12, and approved the creation of
Tax Increment Financing District No. 1-12 on July 26, 2001 in accordance with

410 Sections 116J.993 through 116J.995, as amended; and
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, approves awarding
business subsidies associated with Tax Increment Financing District No. 1-12 for
the 80th Street Redevelopment Project.

Re: Proposed 2002 Budget Item 4D
Attached is a copy of the information provided to the EDA at the July 10 meeting.
At that meeting, EDA members expressed interested in increasing the EDA levy
amount. This request was included in the preliminary budget document
forwarded to the City Council. The increase requested is $104,400, which is
close to the maximum allowed by statute. This has been included as a budget
IPaddition request. The EDA levy is included in the levy limits calculation.
The City Council reviewed the EDA budget at the August 8 budget workshop.
There will be another workshop on August 22. It is expected that final direction
will provided at the conclusion of that meeting.
The EDA should, by motion, approve the proposed 2002 EDA budget, with the
addition of a budget addition request to increase the levy amount by $104,400.
The additional revenue, if approved, would be budgeted as a capital expenditure.

Re: Proposed 2002 Budget
Attached is the proposed 2002 budget for Economic Development. As you may
recall, last year we combined the Economic Development Fund and EDA
budgets into one budget. In addition, there is a budget for the Economic
Development Trust Fund, which is also attached. The proposed budget will be
reviewed by the budget team on July 11 and by City Council in August.
•
In terms of the Mission and Description of Activity, nothing has been changed
form last year. The Major Objectives for 2002 have been updated, but are still
based on the EDA Strategic Plan.
The attached budget detail proposes a 3.27% increase in expenditures over the
adopted 2001 budget. Salaries are projected to increase by 5.64%; this is largely
because we have some newer employees who are still experiencing step pay
increases in addition to annual "cost of living" adjustments.
Other items of note are listed below:
• There is a slight increase to postage, as we continue to increase or direct mail
efforts and our mailing list grows. (Line item 4341)
• I planned for a 5% increase in advertising costs (line item 4341). This
assumes maintaining a similar advertising program as in 2001, with the
publications increasing their ad fees.
• Insurance was increased to $700 based on 2000 actual expenditures (line
item 4350).
• Dues and Subscriptions were increased slightly, primarily to provide for any
potential increases in membership dues (line item 4401).
• Special Events (line item 4434) was increase by $500 based on projected
2001 EDA Golf Tournament expenses. •

MISSION
The Economic Development Authority works with its partners to encourage business
and industry, and the creation of quality jobs in the City of Cottage Grove using all tools
and methods that are appropriate. As we implement this mission, we will be mindful of
the following guiding principles:
Encourage quality commercial and industrial development that enhances
the quality of life for Cottage Grove's citizens and is compatible with the
City's Comprehensive Plan.
Utilize sound financial practices in using incentives to attract and expand
businesses in the community.
Consider the use of incentives in instances where they will promote
quality jobs and development for the City.
Recognize the interdependence of the private and public sector in a
healthy community and foster a spirit of cooperation between the two
sectors.

DESCRIPTION OF ACTIVITY
The Economic Development Authority is a paid group of citizens or businesspersons
that provide public development in various activities to promote economic growth in the
City. Activities include strategic planning, program implementation, financial program
management, and industrial park development.
The Economic Development Department is responsible for the administration,
coordination and implementation of all activities included in the Economic Development
Authority 2000-2005 Strategic Plan. Time is focused around business retention,
expansion, attraction and resource management.
MAJOR OBJECTIVES FOR 2002
1. Attract at least three new businesses per year to the Industrial Park.
2. Secure at least two new restaurants.
3. Complete a master plan for redevelopment (including Cottage Grove Plaza, G-Will
Plaza) by the end of 2002.
4. Develop a master plan for single-family residence - $350K + -for each section of

town; a different (one) section will be completed each year.
• 5. Develop an annual Marketing Plan to heighten awareness of Cottage Grove in the
development community.
6. Provide ongoing support to the Economic Development Authority by coordinating
meetings and events in 2002.
7. Continue to work with Industrial Park owners in developing and promoting the
Cottage Grove Industrial Park.
8. Maintain the City's Economic Development WEB Page.
9. Implement business retention and expansion program.
10. Monitor changes in legislation regarding Economic Development tools and other
areas that impact the City's ability to attract and retain jobs and tax base.

It is a pleasure to present this proposal for architectural design services for your commercial development
at the intersection of 80th/East Point Douglas in Cottage Grove. Based on our conversation, we suggest
the following scope of services:
• Initial meeting with planning staff, EDA and council for brainstorming on a vision (one meeting •
completed.)
• Written architectural design guidelines.
• Design of corner entry monumentation for the commercial intersection.
• Design ideas for streetscape elements.
Based on the above scope of work,we estimate our fees to in the range of Five Thousand Dollars
(S5,000.00) plus reimbursable expenses to billed on an hourly basis. We assume that as other
developments or retailers in the area submit for approvals, we will be "on-call" as needed to review for
compliance. and this work would be billed hourly as needed.

Re: Marketing Opportunities Item 4G
Recently, ED staff was approached with two different marketing opportunities.
Since our advertising dollars have already been allocated for the calendar year
2001, and the deadlines for responding to these inquiries were both prior to the
next EDA meeting, we have not planned to proceed with these opportunities.
• However, we wanted to inform the EDA about them, and receive direction as to
whether we should allocate funds towards similar opportunities for 2002.
MNREJ DEVELOPMENT CONFERENCE
The Minnesota Real Estate Journal is co-sponsoring a development conference
that will be held at St. Thomas. They are working with St. Thomas to develop the
program. The topic is "Site Selection". Two types of sponsorship packages are
being sold: Gold and Silver. Gold sponsorships are already sold out. Silver
includes the following:
• '/z-page ad in special conference insert in MNREJ (value $1195)
• Participate in Conference Roundtable discussion (as a presenter)
• Ability to have a table display/exhibit at the conference
• Inclusion of a half-page article for the conference insert
• Have logo in conference materials and all marketing materials for the
conference
• Two 1/ page bonus ads in the Journal (value $850 each)
• Cost is $3000
• Conference date is October 16

6TH ANNUAL MINNESOTA DEVELOPMENT CONFERENCE

This is a conference put on by DTED, EDAM and Minnesota Bankers
Association. What seemed worth considering to me were the Exhibit
Opportunities. For a cost of$475, the City could have an Exhibit Booth to display
post cards, aerial photos, the Annual Report, and other materials. In addition to
the having an exhibit booth, the City would be recognized in a list of exhibitors,
which is the conference packet received by every attendee. The conference is
promoted as a chance to "introduce yourself to over 400 developers". The event
will be held on October 25 and 26 this year, with a deadline to respond by August
9. This is the 6th annual event.

Re: Signs to welcome new businesses
I spoke to Harry Taylor from Public Works today about welcome signs for new
Cottage Grove businesses. Public Works does have the old welcome signs, but
they are in rough shape.
Harry said the EDA could purchase new welcome signs for$80.00. The new
• signs could be silk screened on white industrial metal. The letters on the new
signs could be printed in three colors (blue, green, and black).
A nameplate for the new business would be bolted to the sign. The nameplates
would be easy to change and Les Wick at Public Works would make them in
house.

Photo Contest Announced
The City of Cottage Grove has recently announced that it will be sponsoring a
photo contest. The photo contest is open to Cottage Grove residents and
employees of Cottage Grove businesses. The contest will award cash prizes to
winners in three categories. First prize in each category is 75 dollars and second
prize in each category is 50 dollars. The photo contest categories are Cottage
Grove Landmarks, Cottage Grove People, and Cottage Grove Nature. The
winning photos and various other entries will be used to create a City of Cottage
Grove Calendar that will be sold by the City Store Committee. City Calendars
will focus on the picturesque things that Cottage Grove has to offer.
Photo Contest Publicity •
The photo contest news release and flier have already been sent to various
organizations for publicity in newsletters and similar publications. Some of the
newsletters that have been sent the photo contest publicity mailings are:
