Wolfe, Assistant City Administrator fl 4z—t J Date: 02/04/00 Re: Project Updates Item 4A OFFICE MANUFACTURING: CCE The TIF District was approved by the City Council on January 19, and the Development Agreement was approved by the City Council on February 2. The Planning Commission will be reviewing the variance and site plan at their February 28th meeting. • The final site plan has not yet been submitted. The Council is expected to receive the final plats for both this project and the Post Office project at the February 16 meeting. METRO EAST We responded to one Request for Proposal since the last EDA meeting. A second request was received, but they were looking for leased space, so we were not able to respond. 1. This is a national company looking for a site for a distribution center. The request is for a 200,000 S.F. building, which we estimated would need 13.12 acres. They expect to employee 400 people. The proposal was just submitted on January 26, so we have not yet heard anything back. (Client#1096) As far as the proposals we previously submitted, the following information is available: 1. Ryan and I met with a company on Monday November 1. This company works in paper products. They are interested in seven acres, with a 30,000 square foot building. In addition, they want the ability to expand to 50,000 square feet. We had previously submitted information and a proposal to this company. Based on what we provided, they were interested in meeting with us. A meeting with Ryan and I, Fred Luden, and Rob Tracy was scheduled at the 3M facility on December 7. The purpose was to provide a forum for this business owner to talk with us further about • opportunities in Cottage Grove. However, he was unable to attend the meeting due to last-minute car trouble. I recently spoke with him, and he indicated that he is still interested in Cottage Grove. However, he is also strongly considering a site in F:\GROUPS\PER_ECON\Economic Development\EDA Memos\2000\Feb 00 Proj Update.doc Woodbury. I will update you further at the meeting on January 11. No new • information is available. 2. 2-acre office/warehouse, international (submitted late August): The CEO and his representative here conducted site visits on their own on September 1. Apparently they were pleased with the Metro East sites, but have not made any decisions yet. They have not yet developed their short list, but this project is still very "alive" and they seemed to like Cottage Grove. No new information is available at this time. 3. Transportation headquarters, 15,000-20,000 sq. ft building (submitted late March): Originally, Cottage Grove was on short list for the owner. The client hired a broker after meeting with MEDP, and the process seems to have slowed. They are not returning calls to MEDP staff. 4. We received a request for a metal manufacturing expansion facility. The original request included 80-90' ceiling height (for cranes.) When the ceiling height requirement was reduced to 40', we submitted a proposal (in late November). As of this writing, no new information is available. I can provide additional information about these projects at the meeting. HOTEL/RESTAURANT/OFFICE This project is now moving forward. The School District signed the purchase agreement, so now we can proceed with the traffic study. Staff will be meeting with the developer and the traffic consultant on February 18. • GROVE PLAZA No new news to report. APi No new news to report. HIGH TECH MANUFACTURING In late October we received a request for information from Cresa Partners. They are working with a high-tech manufacturing company looking for 65 acres. They are in the first stage of simply trying to identify industrial parks with that much land available. We responded with a packet of information and a map of the Industrial Park. According to Cresa Partners, this is still an active project, but they have not moved forward with selecting possible sites to review. POST OFFICE As stated earlier, staff expects the final plats by February 9, which allows for review at the February 16 City Council meeting. No final site plan or review application has been received yet. MURPHY WAREHOUSE Discussions continue with possible tenants for this facility. • F:\GROUPS\PER_ECON\Economic Development\EDA Memos\2000\Feb 00 Proj Update.doc TRUCKING/WAREHOUSE DISTRIBUTION • Staff responded to an inquiry for a broker looking for a site for a 140,000 S.F. building. We responded with a packet of information and have tried to follow-up, but no additional information is available at this time. NSP INQUIRY We are currently working with NSP on a potential project. We have provided the requested information and are awaiting feedback. 16-ACRE SITE Staff responded to a request from a commercial broker looking for a 16-acre site with rail access. We responded that we did not currently have a site at this time. MISCELLANEOUS ✓ Staff met with CP Rail and discussed expansion plans, and how we can work together on potential development projects. As usual, we will attempt to get further updates regarding these projects between now and the meeting on February 8. • • F:\GROUPS\PER_ECON\Economic Development\EDA Memos\2000\Feb 00 Proj Update.doc City of Cottage Grove • Memo To: EDA Members From: Michelle Wolfe KO) Date: 02/03/00 Re: March 11, 2000 EDA Strategic Planning Session for 2000—2005 Item 4B FACILITATOR • An RFP was sent to eight possible facilitators recommended by other cities. After reviewing the proposals we received, we chose three to interview. City Administrator Ryan Schroeder and I interviewed the three selected during February 2-4. Upon concluding the interviews, we agreed to recommend Barbara Strandell as facilitator for the EDA Strategic Planning Session. Attached is a copy of the proposal and a bio we received from Ms. Strandell. The estimated cost for these services is $3900. (The proposals we received ranged from $3250 to $17,000.) Staff Recommends that the EDA approve Barbara K. Strandell as facilitator. DATE, TIME AND PLACE The date of Saturday, March 11 has been selected for the Strategic Planning Session. We will be meeting at 3M Cottage Grove. A light breakfast will be provided, as will lunch. The proposed schedule is 8 a.m. to 3 p.m. AGENDA Below is the outline of what was included in the RFP in terms of goals for the session. • > An "environmental scan" including demographic information and a review of the community's competitive position ➢ A discussion of the mission statement and proposal for a revised • mission statement ➢ Small group exercises to identify strengths, weaknesses, opportunities and threats D. Exercises to surface key issues, goals, activities, priorities and timeline considerations (towards development of a work plan) D. Based on ideas generated at the planning session, the facilitator will work with the Project Coordinator and other Cottage Grove staff to develop goals and objectives for the period 2000-2005, as well as more specific objectives for the 2001-2001 plan of work. If there are any other suggestions, please advise so I can make sure they are included on the agenda. ENVIRONMENTAL SCAN One of the items on the agenda is an environmental scan. Currently, staff is planning to gather info and distribute it to the EDA prior to the March 11 session. There were about 75 in attendance, with a total of 54 people who had sent an RSVP and subsequently attended, and 20 people who attended but had not sent a reply. A total of 24 people had sent an RSVP and did not attend. Those in attendance had the opportunity to review the displays and booths on hand; of particular interest were transportation displays of the Highway 10/61 Wakota Bridge expansion and the Red Rock Corridor Commuter Rail. The City of Cottage Grove also had a display arrangement, and had copies of the Comprehensive Plan, EDA Annual Report and Wastewater interceptor plans available. Once again the City Administrators from Newport, St. Paul Park and Cottage Grove gave their"State of the Cities" address. Overall, the state of our cities is positive, with several development and transportation issues facing the area as a whole. In addition to the transportation displays and Administrators address, business assistance information was available from both the Small Business Administration and the MN Department of Trade and Economic Development. The Cable Commission taped the event, and will be showing this on the local cable access throughout January and February. • City of Cottage Grove • Memo To: Economic Development Authority Members From: Michelle A. Wolfe, Assistant City Administrator Date: 02/04/00 Re: Marketing/Advertising Update Item 4D Holiday Post Card: A sample of the post card is included in your packet. Press Release: The attached press release regarding CCE was forwarded to the local press this week. The City Administrator has initiated a new policy requiring press • releases be prepared in conjunction with agenda items. This is an attempt to improve overall marketing of the City, including the Industrial Park and EDA activities. Marketing Plan: I plan to revise the proposed after the EDA Strategic Planning session. In the meantime, we continue with many marketing efforts. Advertising Update: City Administrator Schroeder and I met with the Minnesota Real Estate Journal this week. They had a new product they wanted to introduce to us. Upon reviewing the product, we felt it was an excellent opportunity for exposure to our market, and want to review this new concept with you at the meeting. This 410 designation provides the City with an opportunity to aggressively pursue manufacturing expansion projects creating future employment and tax base opportunities for the area. The City has already been able to take advantage of the available industrial land by Council authorization of a development agreement with CCE Technologies, Inc., at their meeting of February 2, 2000. CCE has been in business for 12 years and currently is in leased space in the Mendota Heights area in a location where it is unable to meet its expansion needs. According to CCE Vice President Charlie Regenhard "in our future Cottage Grove location, due to begin construction in April,2000 CCE will be able to meet its growing • customer base and provide for future expansion by doubling the size of our current operation." CCE Technologies, Inc. designs and manufactures industrial process equipment used in the dry powder processing industry. Specifically, they make high efficiency fluid energy jet mills and centrifugal air classifiers used for grinding and/or controlling the particle size of fine powders. Since the method of grinding used is non-mechanical, extremely hard and temperature sensitive materials can be ground down to a fine particle size. In general,the harder the material is to grind and the finer it needs to be ground, the more cost effective this method of milling becomes. Applications for this type of • equipment include industrial and automotive powder coatings, dry printing ) inks and ultra fine abrasives. "The Cottage Grove facility will be used for testing and demonstration of our equipment and also will allow us to provide custom processing services" according to Mr. Regenhard. According to Mr. Fred Luden of 3M Cottage Grove and a customer of CCE Technologies "we are pleased that CCE has decided to locate in the Cottage Grove industrial park. We at 3M are supportive of the City's efforts to bring quality, growing businesses to the same neighborhood that has provided our company with growth opportunities over the past fifty-two years. Cottage Grove Councilmember and Economic Development Authority representative • Jim Wolcott who stated "CCE is reflective of the type of company with whom ) we wish to development long term relationships as they grow now and in the • future" echoed this sentiment. Mr. Regenhard commented that the Cottage Grove location decision was made for a number of reasons. "The pro-business attitude of the City and their willingness to work with a small company such as ours was really a refreshing experience. Additionally, however, our new location is set up so that we can build our first phase now and we can easily expand in the future. Further, the location of the industrial park just off the highway, minutes from the airport was an important consideration. Finally, it was an added bonus that the Cottage Grove industrialpark is right next door to the 3M Cottage Grove 9 9 9 campus." It is the first draft, so we are anticipating narrative changes within the body of the report. I have also included a first draft of the Mayor's letter for your review. We are looking for • your comments at this time. It is our hope to incorporate your comments and proceed with mailing out the Annual Report by the end of February. The Annual Report will be mailed to our entire mailing list, as well as the Chamber mailing list. In addition, we will probably send it to the Minnesota Real Estate Journal subscribers. This event is sponsored by the University of Minnesota Extension Office, partially funded through a grant by the McKnight Foundation. The response from 1999 participants regarding the content was very positive, and the goal of the group is to increase participation in this and upcoming years. Essentially, the program offers information to employers that will assist in recruiting and retaining skilled employees. Examples include education, recruitment, benefit administration, childcare, housing and transportation issues. Two new members present were David Piggott from Metro East Development Partnership and Jim Jackson from Classic Manufacturing. Their addition to the planning group will offer additional perspectives from the development community as well as the private sector. Also, Janelle Schmitz from the City of Woodbury has been the fiscal agent for the past two years, and has asked if another member might be able to take over this duty for 2000. I agreed to check into this and reply at the next meeting, set for February 15. Our Industrial Park continues to attract new businesses to the region. • We utilized our economic development tools to foster over$3 million in commercial and industrial expansion and remodeling in 1999. The Chamber is part of our site team. Metro East Development Partnership- Metro East serves companies looking for locations by distributing a Site Request for Proposal to its membership communities. • Frequently, the prospective company will visit a selected group of communities through the coordinated efforts of Metro East. Northern States Power Economic Development- The Industrial Park is served by NSP electric and gas utilities. The company assists the City in marketing Cottage Grove as a business location and has brought prospective companies to the area for site tours. Economic Development Authority-Appointed by the City Council, the EDA guides the City's economic development activities. The EDA is responsible for implementing the business retention and attraction programs, and coordinating the marketing plan.
