Re: Project Updates Item 4A
CCE
The lot split for the TIF District will be on the City Council agenda March 15. Once that
is approved, staff can proceed with certifying the district. It is anticipated that the closing
will take place in two to three weeks. The sanitary sewer relocation work is proceeding.
The storm water "flume" project is out for bid.

HOTEL/RESTAURANT/OFFICE
It appears this is moving forward now. Staff is attempting to schedule a meeting to start
the traffic study portion of the project.
APi
The City Administrator, Senior Planner and I met with two representatives from this
company. They are completing their strategic planning process soon, and that will lead
into expansion and relocation decisions. Councilmember Rice, and EDA members
Luden and Kleven will be touring the current operation on Wednesday, March 15. Ryan
Schroeder and I will also be present on the 15th.
HIGH TECH MANUFACTURING
In late October we received a request for information from Cresa Partners. They are
working with a high-tech manufacturing company looking for 65 acres. They are in the
first stage of simply trying to identify industrial parks with that much land available. We
responded with a packet of information and a map of the Industrial Park. According to
Cresa Partners, this is still an active project, but they have not moved forward with
• selecting possible sites to review. It appears they may be looking more to the south.

An update will beprovided at the meeting.

POST OFFICE
All City approvals are completed. It is expected that the closing will take place in two to
three weeks.
MURPHY WAREHOUSE
Discussions continue with possible tenants for this facility.
GREY CLOUD ISLAND
A work group has been meeting with the DNR to explore options. Staff continues to
meet with the Sienna Corporation. A schedule has been prepared for meetings with the
work group, the County, and City commissions. The schedule will be presented for City
Council approval at the March 15 meeting. On May 9, the EDA will be asked to provide
input regarding the status of proposals for the island.
METRO EAST •
See the attached "Prospect Update" from MEDP. I have put an "X" in the left-hand
column next to projects that we have received and/or responded to since January 1,
1999. I also indicated notes that help describe the status of the project. I am following
up on three of the projects for additional information.
MISCELLANEOUS
• Simek's inquired as to the possibility of building an office and distribution
headquarters. We responded and have had a few discussions. They requested a
possible meeting in late March. Staff will arrange the meeting.
• We had an inquiry from the owner of a road groove and pavement marking
company. We provided information and will follow-up. Probably outside storage
concerns.
• DTED requested information for a possible 50-100 acres project,
manufacturing/distribution. We faxed the specific information requested. No new
information is available at his time.
• We received an inquiry from the owner of a retail establishment in a near-by City.
He wants to build a warehouse, to store product. However, he wishes to build a pole •
barn, which would likely not meet City standards. Sent him information about the
Industrial Park.

• Received an inquiry from a well company. After discussion, it seemed there would
• be outside storage concerns. The broker was going to discuss further with his client,
and perhaps contact the Planning department for more zoning information.
• Received an inquiry for a manufacturing company looking for an existing facility.
Currently looking in Dakota County. If they decide to build, we will be on the top of
their list.
• No new news on the NSP project, although this would have been a difficult project
due to large electric and water requirements.
• Several of the above inquiries and a few other calls were generated by the Holiday
Post card.
• Planning responded to an inquiry regarding the possibility of a mini storage business
in the park. Project would require rezoning.
As usual, we will attempt to get further updates regarding these projects between now
and the meeting on March 13.

Re: Follow Up Discussion: EDA Strategic Planning Session
Item 4B
The Strategic Planning Session will be held on Saturday, March 11 at 3M
Cottage Grove.
• It is anticipated the EDA members will want to review the results of Saturday's
session, and determine what additional follow-up work is necessary. The original
schedule stated that a draft strategic plan would be presented to the EDA for the
May meeting. Per the results of the session, it can be determined if that
schedule is still appropriate.

Re: 1999 Annual Report Item 4C
Copies of the first draft for the 1999 Annual Report were provided to you at the February
EDA meeting, and additional copies were provided in preparation for the Strategic
Planning session. Staff would like direction from the EDA, so that we can proceed with
. finishing the report. At the February meeting, it was suggested that perhaps the
document should be changed to have a more "generic" folder, with updated yearly
information inserted. This would allow it to be a marketing tool that doesn't become
outdated so quickly. I anticipate that there will be discussion about this at the Strategic
Planning Session, and therefore, I am hopeful we can set direction and proceed with
preparing the report.

Re: Employer Expo 2000 (formerly the Labor Force Expo)
• At the February meeting, it was decided the name should be changed to the
"Employer Expo, Fall Conference" to more accurately describe the event and
distinguish this from a Job Fair.
The newly stated goal of the event is "to provide Washington County employers
with the information and resources that will allow them to optimize their human
resources investment". This new goal is meant to reflect a broadening of focus
to include issues other than recruitment and retention of employees, for example
long-term health care/insurance rates and economic development tools.
Plans are still in the works for the speaker lineup and booth attendees. The
group is also soliciting for sponsorships of the Expo, and has had a favorable
response from the 3M foundation. The next planning session is scheduled for
March 14 2000.
There is no other new information at this time.

Re: Industrial Park Aerial Item 4E
In an effort to help keep the Planning Commission informed of EDA activities, a sample
of the "Holiday Postcard" was provide to each of the Commission members. It is my
understanding that there was some concern that the post card includes part of Hamlet
• Park. I will be responding to that concern.
It is felt that parks can be marketed as an amenity in marketing the Industrial Park. For
example, Anoka Enterprise Park includes several ball fields, and is considered to be a
very successful industrial park. The theory is that amenities such as parks help attract
businesses. Therefore, the aerial we have been using does include the ball fields in the
highlighted area.
It is anticipated that we will have a new aerial photo done this summer, as discussed at

Re: Industrial Park Sign and Tree Plantings Item 4F
SIGN
Craig Lien discussed with me the possibility of placing a sign at the corner of 95th and
Jamaica, to mark the "entrance" into the Industrial Park. The Sign would say "Cottage
• Grove Industrial Park", and he showed me several drawings that have been prepared.
He inquired as to whether the City would be willing to maintain the area around the sign
if the property owners paid it for. Les Burshten, Public Works Director, did not feel that
would be much of a burden, with the understanding that when that corner parcel is
developed, the new owner would take over maintenance of the sign. Staff requests the
EDA's input on this topic. I will have the sample color drawings available at the
meeting.
TREES
The issue of planting trees in the park, rather than waiting for each individual project,
has been raised recently. Staff is suggesting some site planning activities, working with
the property owners and others. For example, the school district is looking for projects
for kids, and tree planting could perhaps be a good project. In addition, trees could
provide some buffer for the neighbors to the west. At this time, we are looking for input
from the EDA.
