Re: Project Updates Item 4A
CCE
The lot split for the TIF District was approved by the City Council on March 15.
Documents were sent to the County for recording. All other paperwork has been
forwarded to Ehlers & Associates for certifying the district. It is anticipated that the
. closing will take place on or near April 17_ The sanitary sewer and storm water
relocation work is completed. The storm water `flume" project is out for bid.
HOTEL/RESTAURANT/OFFICE
It appears this is moving forward now. The traffic study has commenced. It is expected
that the results will be presented to the School Board in late April 27 and to the City
Council in early May.

Councilmember Rice, and EDA members Luden and Kleven, Ryan Schroeder and I
toured the current operation on Wednesday, March 15. In discussion with company
representatives on March 15, we learned that they would be finishing up their strategic
planning process in the next few weeks, and from there a decision regarding expansion
and/or re-location would be made.
CUSHMAN & WAKEFIELD
Staff is working with the firm Cushman & Wakefield on a project that needs rail access.
We are currently trying to coordinate with CP Rail regarding a possible 30-acre site.
• Information and site maps have been provided. They indicated they would contact us in
approximately two weeks.

CORPORATE REAL ESTATE •
Staff is working with a broker from Corporate Real Estate on a manufacturing project,
155,000 S.F., approximately 20 acres. We can provide more information at the
meeting.
DTED
DTED is working with a potential international client looking for a site in Minnesota. We
met with DTED and company representatives, and have continued to maintain contact
and provided follow-up data as requested. We are currently waiting to hear from DTED
regarding the status of this project.
SHOE COMPANY
I was contacted by a Cottage Grove resident about the possibility of his company
relocating to Cottage Grove. They need 50,000 S.F., which would consist of 6,000
office, 44,000 warehouse. Ryan Schroeder and I met with this individual on April 4, at
the company's current St. Paul location. (We just received a Metro East proposal for
this same project, and we think the NorthCo inquiry may be for this.) The company
does not want to build. They are interesting in partnering with a construction firm, and
leasing space from them. They may also be interested in sharing space. We have
been coordinating with Amcon, for concept drawings and possible lease rates. We can .
provide additional information at the meeting.
HUGHES INSTITUTE
The Hughes Institute is a medical research organization looking for a site for a medical
campus. Representatives met with Councilmember Wolcott and City Administrator
Schroeder in late March. A follow-up meeting, with a tour of possible sites, is scheduled
for April 18.
HIGH TECH MANUFACTURING
In late October we received a request for information from Cresa Partners. They are
working with a high-tech manufacturing company looking for 65 acres. According to
Cresa Partners, this is still an active project, but they have not moved forward with
selecting possible sites to review. It appears they may be looking more to the south.
PAPER/CUP MANUFACTURER
A manufacturer of cups and other paper products, currently located in southern U.S., is
looking for a site in the Midwest. They need a 100,00 S.F. facility with rail access.
Would employ approximately 100. Staff is coordinating with CP Rail for a possible site.
Staff met with company representatives on March 24, and additional follow-up
information is being sent to them this week.

S GROVE PLAZA
We hope to provide an update at the meeting.
POST OFFICE
The closing is expected to occur on the same day as the CCE closing (on or near April
17.) The USPS will be construction the shared pond with CCE, and upon its completion,
will deed it over to the City for maintenance purposes.
MURPHY WAREHOUSE
Discussions continue with possible tenants for this facility.
GREY CLOUD ISLAND
The work group presented information to the City Council at the April 5 meeting. In
summary, the DNR has indicated they are not interested in pursuing a park unless it
was for the entire Island. The property owner is not interested in selling to property for a
park. City Council directed that the work group meet with the Met Council and
Washington County to determine interest in building a park on the Island.
• METRO EAST
There is no new information about Metro East projects as of this writing. We received a
new RFP April 7, but it is a project we've been already been working on for the past few
weeks.
MISCELLANEOUS
• Simek's inquired as to the possibility of building an office and distribution
headquarters. We responded and have had a few discussions. They had requested
a possible meeting in late March. Staff is in the process of trying to schedule that
meeting.
• We had an inquiry from the owner of a road groove and pavement marking
company. We provided information and will follow-up. Probably outside storage
concerns. Staff is trying to contact the owner for follow-up.
• DTED requested information for a possible 50-100 acres project,
manufacturing/distribution. We faxed the specific information requested. No new
information is available at his time. The client was to fly in to meet with DTED in
mid-March. We have requested a status report from DTED.
• DTED inquired about a tractor repair business. We indicated the project might not
• be allowed due to outside storage issues. The project has decided to proceed in
another location.

• A NorthCo broker called to inquire about land in the Industrial Park. He was sent
information, and staff is attempting to reach him for follow-up. We think this may be •
related to another project we have been working on.
• A broker from Grubb & Ellis inquired about a location for a manufacturer of heavy
equipment. Promotional materials were sent, and staff will follow-up.
• A commercial broker phone looking for information about Cottage Grove. He
indicated that he has a retail client interested in Cottage Grove. Staff has left
several messages inviting him in for a meeting, so we can provide him with the
information he needs.
• We had a second inquiry for a well drilling company. Per the zoning amendment,
this type of project would probably not be allowed.
• A Welsh Companies broker called looking for a site for a 400,000 S.F.

• City Council approved the Office Max project, which is located at the southwest
corner of 90th Street and Jamaica Avenue.
• Staff met with representatives from Equity Commercial Services. They represent St.
Paul Companies, who owns property along West Point Douglas. Economic
Development and Planning staff met with the brokers, and provided information
about current development projects in the City. Staff can provide further information
at the meeting. •
• We received an inquiry from a broker with Colliers Towle Realty, regarding possible
available commercial property in the City. Requested information was forwarded.
• The City received an inquiry regarding a Senior housing project. The inquiry was
forwarded to Planning. We believe this is for a Section 202 HUD project.
As usual, we will attempt to get further updates regarding these projects between now
and the meeting on April 11.
REMINDER: The City's Annual Volunteer Recognition Banquet will be Thursday, April
27th at the River Oaks Clubhouse.

Re: Follow Up Discussion: EDA Strategic Planning Session
Item 4B •
BACKGROUND
The Strategic Planning Session was held on Saturday, March 11 at 3M Cottage
• Grove. Discussion continued at the March 14, 2000 EDA Meeting, and a special
meeting on April 4, 2000. A draft of the plan document was sent to members on
Monday, April 3.
CHANGES TO DRAFT PLAN
On April 4, we were able to finalize the goals section. The six goals are listed
below:
1. Successfully become one of the first communities mentioned as a choice
business location.
2. Be a community that enthusiastically supports economic development as
essential to improving the quality of life in the Cottage Grove Community.
3. Create an identity for the City that is positive and proud, supporting a high
standard of living and quality of life.
4. Support existing businesses and encourage their continued growth and
prosperity.
5. Attract new industries that bring an enhanced tax base, quality jobs, and
new capital into the region.
6. Influence local, regional, and state issues critical to business site location
decisions and overall business climate.

The EDA also reviewed the characteristics of a "perfect prospect." It was agreed 111
that rather than be specific, prospects should be evaluated in relation to the
following:
• Ability to generate increased tax base
• Environmentally sound
• Financial status (business plan, balance sheet)
• Pay livable wages
• Willing to be a participant in the community
• Lot coverage
• Minimum market value
In addition, it was discussed that in relation to "start up" companies, staff should
try to determine whether not there is an established market, review financials,
and determine the corporate track record.
RECOMMENDED ACTION
Review the balance of the draft report (previously sent to you on April 3).
Provide direction as to any changes, so the next draft can be prepared.
Determine the next steps, such as a date to review with the Chamber of
Commerce and to present to City Council.

Jenny Jennings, MIS Coordinator, is preparing an RFP for WEB Design
Services. She has asked for input as to what should be included on the
Economic Development portion of the City's WEB site. Currently, the information
on the site includes the following:
• Annual Report with message from Mayor
• • Area Workforce Data - employment and wage demographics, higher
education and training info
• Development Opportunities - (1) Commercial property, (2) Retail and
Office, (3) Industrial Park [Industrial Park page broken into: concept plan,
transportation, Utilities, Zoning, Prices and Taxes]
• Economic Development Authority - Mission Statement, Activities,
Members, Staff contacts
• Financial Assistance and Incentives - (1) Small Issue Industrial
Revenue Bonds, (2) Tax Increment Financing, (3) CGTAP Tax Assistance
Program, (4) Enterprise Fund, (5) Small Business Administration Loans
(7a and 504 programs), (6) Job Training Programs and (7) Energy
Assistance Program through NSP
• Economic Development Links
Staff is requesting input from the EDA as to suggestions for the WEB site. In
addition, it should be noted that ED staff will be expected to keep the sight up-to-
date in the future, which will be a time-consuming endeavor. Therefore, we need
to be wary of how complex we make the sight.
REQUESTED ACTION
Discuss Economic Development WEB Site and provide direction to staff.

Re: EDA Golf Outing Item 4D
Staff will be meeting on Monday, April 10, to discuss the Annual EDA Golf
Tournament. At the EDA meeting of April 11, we will present some ideas to you
and look for input regarding this year's event. It is scheduled for Tuesday,
August 22, 2000 at River Oaks Golf Course. Dinner will be catered at the
• clubhouse.

Re: Business Retention and Expansion Interview
On Monday, April 3, Jonette Zuercher of the University of Minnesota Extension
Office and I conducted a Business Retention and Expansion interview with Bob
Carlson of Carlson Auto. The objective of the BRE interview is to demonstrate a
pro-business attitude and to express appreciation to local firms for the
contributions they make, to identify the needs and concerns of the local
businesses, and to learn about future plans for the local business. This interview
was conducted as a case study for Ms. Zuercher's Certificate in this field through
the University of Minnesota.
Although the information from the interview is confidential, I can say that the
interview was positive and Carlson Auto is very satisfied with the Cottage Grove
business climate.

I would like to show videotape of a presentation by Lyle Wray of the Citizens
League. The topic is the Labor Shortage in Minnesota, and there is discussion
about how this will affect Economic Development. I think this information should
be considered in our planning and marketing efforts. It is only about 20 minutes
in length. •
