Schroeder Date: December 7, 2000 Subject: Various Current Development Projects TOWER AUTOMOTIVE Recently, you may have been reading about Tower Automotive potentially deciding not to move a manufacturing facility to the Twin Cities. While this may or may not be true we continue to compete for this project. A few weeks ago Tower requested proposals from Opus, Ryan Construction, First Industrial Realty Trust, McGough and Bolt. Additionally, they received an unsolicited proposal as well. From the six proposals received they will be interviewing four contractor/developers on December 20, 2000. From that exercise it is expected that Tower will be making a choice of contractor and location before the end of the year. The two locations for which the contractors were asked to propose were Sparta Wisconsin and Cottage Grove. None of the contractors proposed to own the Sparta facility(they would build in Sparta but Tower would be required by the contractors to be the owner of the facility). Apparently, all of the contractors provided proposals that included ownership of the facility in Cottage Grove. Tower is expected to have a November 2001 occupancy. We will provide a copy of the Minnesota proposal at your table for discussion. TUSHIE MONTGOMERY ASSOCIATES We have received a verbal notification that a company represented by TMA will be • locating in Cottage Grove. It is a$13 million 280,000 square foot manufacturer. The proposed site is the 20-acre parcel just south of the Tower Automotive site. The site is presently constrained by significant topography and a restrictive lot depth due to the proposed roadway location located on the property line between CP Rail and WAG farms ownership. We have requested that TMA draft a site plan altering the roadway location and ignoring property boundaries. The result will be a shift of the road to the west, on WAG property and also the need to provide significant site grading. As this project will continue to be within the redevelopment district we will continue to have the ability to finance the 20 acre deal as well as the site grading well within the ability to generate revenues through the redevelopment district. The project would have a December 2001 occupancy. The site constraints, however, are a significant impediment that must be worked out in order for this project to proceed. FLUME CONSTRUCTION Council awarded bids for the second phase of the flume construction on November 15, 2000. The result and funding source is as follows: 1. Sanitary sewer extension/lining: $163,938.62 2. Storm water/flume: $477,222.55 3. 97th Street Extension: $ 84,666.50 4. Site grading: $154,685.00 410 The first two would come from the area funds. The second two should come primarily • from the trust fund with some residual from tax increments generated from the Advance and Trade Home projects. COUNTRY SUITES/BUS GARAGE LAND SWAP Council authorized a purchase agreement with WAG Farms on October 18, 2000 in order to facilitate the Trade Home, Advance, Flume, Hotel, and indirectly bus garage projects. We have received verbal approval of that agreement and have received authorization from the property owner to commence site work pursuant to the agreement. We have received notification from SD 833 and the developers of the Hotel project that time is of the essence. Hence,we will be initiating the platting process on the Hotel land swap parcel resulting in a 4-acre piece transfer to SD833 with a retained parcel by WAG Farms of 1.27 acres on West Point Douglas. We expect Planning Commission action in January 2001 with Council approval on February 7, 2001. Closing is expected within a week or two after that with spring construction for both the Country Suites and the expansion of the bus facility. ADVANCE/TRADE HOME Both of these projects are proceeding on schedule. The IDB issuance for Advance was approved by Council December 6, 2000. Closing on their financing is scheduled for December 20, 2000. Closing on the land for both projects will be approximately concurrent with the Hotel project. Development agreements are scheduled for approval at the December 20, 2000 Council meeting. • BENSON ORTH MULTI-TENANT PROJECT Benson Orth is a developer/contractor based out of Minnetonka. The President and a member of the firm attended our golf outing this past year. As a result of that contact they became interested in pursuing projects in Cottage Grove. They have proposed a sketch of a 106,000 square foot multi-tenant facility to be located just east of CCE Technologies off 95th Street on an approximate 7-acre site. The site will require about 100,000 yards of fill to make it developable. The MCES waste treatment facility is expected to have most of this desired fill available. Benson Orth is currently pursuing project financing. We expect to receive a status update on that endeavor after the first of the year. • . . .... . . " ''''''''‘. I have included a tentative agenda based on last years format. Both Barry Sitlow of St. Paul Park and Larry Bodahl of Newport have confirmed their attendance. Last year we also had representatives from MNDOT and Washington County with information on Highway 61/Wakota Bridge & Red Rock Commuter Rail; and representatives from DTED and the SBA. Recommendations for this year are requested. CITY OF COTTAGE GROVE iPIA MerrioItem 4D To: Economic Development Authority Members From: Dan King Date: 12/8/00 Re: 2001 Marketing and Advertising Attached are the editorial calendars and rate sheet for the two major publications the Authority decided to focus on for 2001, the MN Real Estate Journal and City Business. There is a total of$19,200 requested for the advertising and publishing line item of the 2001 EDA budget, a 3% increase from 2000. Tentatively, we are suggesting seven ads in City Business, similar to 2000, and ten in the Minnesota Real Estate Journal, for a total of 17 ads in these two publications. All ads will be 1/4 page. Schroeder 1 Date: December 7, 2000 Subject: River Oaks Update Officially, the EDA is the operator and financially responsible party for the River Oaks Golf Course and the Liquor operation within the Clubhouse. As such we are providing the latest update from the Manager regarding 2000 operations. You can see by the report that we met operating expectations for 2000. This occurred in spite of the fact that our opening was delayed somewhat from our original projections completed a year earlier. You will also see that we are expecting to postpone,reduce or eliminate some of our budgeted capital purchasing in 2001. Updated projections show some potential for expenditures exceeding revenues. As such, we provided for some 2001 expenditures within this year(specifically the cart buy-out and sweeper purchase). We will delay purchase of one of the Daihatsu vehicles and the proposed defibrillators. We will reduce the cart path expenditure. This past year we conducted the prep and clean up work for the cart paths contracting only for the paving itself. In that we experienced substantial savings from original budget projections we will conduct the same operation next year. All in all we have had a successful start-up of our new operation and believe we are on reasonably sound financial footing. Even so, we continue to search out ways to increase • the bottom line. Staff will be implementing programming changes to increase"during the week"rentals as one example. Another is that we have decided to provide all of the dishes and related items, which has a fairly immediate payback for us. EDA Action: None required.
