DEVELOPMENT
AUTHORITY
MINUTES
TUESDAY, MAY 9, 2000
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 9th
day of May 2000.
1. CALL TO ORDER
The meeting was called to order at 7:30 a.m. by Mayor Denzer.
2. ROLL CALL
Members Present: Jack Denzer, Shannon Green, Glen Kleven, Fred Luden, Dick
Pederson, Gerard Weingartner, Jim Wolcott.
Members Absent: None. '
Others Present: Ryan Schroeder, City Administrator.
Michelle Wolfe, Assistant City Administrator.
Neil Belscamper, Secretary.
3. APPROVAL OF MINUTES
Wolcott moved to approve the April 11, 2000 and April 19, 2000 Economic Development
Authority Minutes. Weingartner seconded. Motion carried unanimously.
4.A. PROJECT UPDATES
CCE
Wolfe said the closing for the property occurred on May 2. Groundbreaking will take
place on May 19, with a reception afterward. The company should be able to move into
their new facility in September.
Hotel/Restaurant/Office
Staff had received the traffic study for this project, and the project would be discussed at
• an upcoming school board meeting on May 11. Pederson asked if the traffic questions
had been resolved. Schroeder replied that there would be a parking problem only one
particular day out of the year, and parking space should be adequate the remainder of

the time. Circulation of traffic through the lot had been addressed by the study.
Widening the entrance was suggested as a possible solution.

Wolfe noted that she had spoken to the president of APi, which would be having a
formal presentation of their strategic plan in the near future. Two existing buildings in St.
Paul were also being considered by the company. Schroeder outlined some of the cost
issues of remodeling existing buildings versus new construction.
Remaining Projects
Wolfe highlighted the status of the remaining active proposals.
4.B. EDA LIQUOR LICENSE FOR RIVER OAKS
This was an informational item included with the packet.
4.C. MISCELLANEOUS UPDATES
Meeting with Craig Lien, Welsh Companies
• Wolfe said there was interest in putting up a sign for the industrial park. Discussion
followed over the formal naming of the industrial park and the possible recognition of the
landowners with the renaming of one of the streets. Pederson and Denzer voiced
concerns over the placement of the sign, which would be at 95th and Jamaica. Kleven
responded that the sign did not need highway visibility, and should mark the start of the
industrial park. Designs similar to the River Oaks Golf Course sign were being
considered. Kleven moved that the industrial park be named Cottage Grove Industrial
Park. Wolcott seconded. Motion carried unanimously.
Other miscellaneous updates had been included with the packet as informational items.
4.D. TIF 1-10 UPDATE
This was an informational item included with the packet.
4.E. APPOINTMENT OF EDA OFFICERS
Wolfe said that under the Economic Development bylaws, officers needed to be elected,
which has not been done in recent years. The positions of President, Vice President,
Treasurer, Secretary, and Assistant Treasurer should be filled. Denzer suggested that
EDA members other than elected officials should serve as President and Vice President.
Kleven agreed. Denzer requested copies of the complete bylaws for the EDA, and
Weingartner felt that they should be reviewed before the election of officers. In
conclusion, the election of officers would be tabled, and the full bylaws would be
• reviewed at the next meeting. Wolfe said they would be sent out early for members to
review.

4.F. ANNUAL REPORT
Wolfe circulated a color version of the annual report. The inside pages would be an
updateable item. Kleven suggested that a contact number should be included on the
outside portion of the document. He remarked that it looked good, and thought that an
aerial photo of the industrial park would enhance the cover. Luden felt that the 1999
highlights should be expounded upon. Wolfe and Schroeder both commented that the
value of building permits issued during the year might be understating the
accomplishments.
4.G. CALENDAR
Wolfe went over the upcoming events as presented in the calendar. Pederson said that
the Chamber Luncheon for May 19 had been cancelled.
4.H. GOLF TOURNAMENT
Wolfe said that a postcard had been sent out notifying people of the date.
• 4.1. ADVERTISING
A table included with the packet highlighted the advertising plan for the year. Kleven
said he liked ad for the industrial park that had been published in Minnesota Real Estate
Journal. Weingartner commented that the reference maps did not show Interstates 494
or 94, and therefore did not provide a good indicator as to the industrial park's location
in the metro area. Pederson felt that the italic font used in the text boxes of the Real
Estate Journal ad was a bit hard to read.
5. MISCELLANEOUS BUSINESS ITEMS
Wolcott said that the EDA should look at the tax forfeiture land over by the Youth
Service Bureau and possibly acquire it, if practical. Schroeder said that the parcel had
been discussed by the County Board. He noted that the parcel is low lying and could
possibly be used for ponding.
6. ADJOURN
Wolcott moved to adjourn. Weingartner seconded. Motion carried unanimously.
