MINUTES
May 8, 2001
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 8th
day of May 2001.
CALL TO ORDER
Jim Wolcott called the meeting to order at 7:30 AM.
ROLL CALL
• Members Present: Glen Kleven, Dick Pederson, Sandy Shiely, Gerard Weingartner,
Jim Wolcott, and Fred Luden.
Members Absent: None
Others Present: Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Scott Johnson, Management Analyst
APPROVAL OF MINUTES
Jim Wolcott moved to approve the April 10, 2001 and April 18, 2001 Economic
Development Authority minutes. Dick Pederson seconded the motion and the motion
carried unanimously.
Project Updates
Metro East Projects:
1112—They are still working on financing the project. This project will be put on hold.
1126—They are looking for an existing 10,000 sq. ft. building. This project is closed.
1127—This project is under construction in Shakopee. This project is closed.
1130—This project has been put on hold.
1119—This business has decided to stay in Brooklyn Park. This project is closed.
1131 — This project is being put on hold because the business has not continued the
• process.

1153 — This is a 30,000 sq. ft. DTED project and may be scheduling a tour of the
industrial park site.
1154—They want to be closer to St. Paul. This project has been in our hold file.
1158 — They are looking for rail access, but have backed off possibly because of the
economy.
Other Projects
Trade Home Shoes—The closing occurred last week and the ground breaking will occur
the week of May 14th.
Hotel —The closing will occur by the end of May or beginning of June. Construction will
begin in July.
Post Office—The Post Office agreed to pay half the charges to the City.
Office Max— Project is currently under construction.
Advance — Closing occurred last week. The ground breaking will occur this Thursday,
May 11, 2001.
Tushie-Montgomery — The finances will either be secured by August or they will
reconsider building.
5th Street Ventures— Construction is currently underway.
Navy Island Plywood — They are currently working on the financing of the project with

Southview Bank.
Benson-Orth —This Company is looking for anchor tenants for their project.
Whitney Affiliates—The City will be working on a response to the RFP.
Clean Shield —Waiting to see what happens in Newport and the Wakota Bridge project.
Callahan — They requested information on sites, but they are waiting for more
information from Newport regarding the Wakota Bridge project.
Mazda — Sent an information packet to the dealership.
Redevelopment
Langdon Park and Ride— Still looking at 5.2 acres of land
Grove Plaza — KKE has submitted a proposal. The City is looking into setting up a
meeting with the City Council, EDA and Staff to create a design plan. Members offered
the suggestion of an architectural review ordinance or policy. EDA's consensus was to
authorize staff to proceed toward a contract with KKE with the scope limited from the
packet materials.
Langdon Village Redevelopment Plan
Two members of the Community Outreach and Resource Complex gave a presentation
on a proposal for a multi-use complex. The project would include a sports complex,
housing, and other for-profit ventures. The name of this proposed project would be
Langdon. This would be a phased project over a number of years.

Housing Diversity
The EDA discussed methods to create additional housing values and choices within the
community.
ADJOURN
Jim Wolcott made a motion to adjourn. Dick Pederson seconded the motion and the
motion carried. The meeting adjourned at 9:30 AM.
