HomeMy WebLinkAbout2001.07.10 MINUTES CITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES July 10, 2001 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 10th day of July 2001. CALL TO ORDER President Jim Wolcott called the meeting to order at 7:30 AM. ROLL CALL • Members Present: Glen Kleven, Dick Pederson, Gerard Weingartner, Jim Wolcott, and Fred Luden. Members Absent: Sandy Shiely (excused). Others Present: Ryan Schroeder, City Administrator Michelle Wolfe, Assistant City Administrator Scott Johnson, Management Analyst. APPROVAL OF MINUTES Jim Wolcott moved to approve the June 12, 2001 Economic Development Authority minutes. Dick Pederson seconded the motion and the motion carried unanimously. Project Updates Tradehome Shoes— Construction of the building began last week. Hotel — The closing for the property will take longer than expected. The school district wants to close on the hotel property in August. However, the closing for the school bus garage property will occur in two weeks. Benson Orth — Ryan recently met with representatives from the company who are financing the project. In order to have the project proceed under current tax law, a development agreement needs to be approved prior to August 1st. No space has been • pre-leased for this project. Whitney Affiliates—The RFP is due in a couple of weeks • Economic Development Authority- Minutes July 10, 2001 Page 2 Metro East Project ED-01-020— Cottage Grove has made the short-list for this project. Amoco — Early discussions about rebuilding and expanding the station on Jamaica have taken place. Renewal Project — The EDA passed a motion to support a one-year extension from the City Council to Renewal to reach the quota of 300 jobs mandated by a state grant used by Renewal during construction. Redevelopment New tax law — Cottage Grove is trying to meet the August 1st deadline to proceed under the current tax structure for current redevelopment projects and TIF district 1-12. Proposed Budget A 3.27% increase to the EDA budget has been proposed. This increase is necessary because of the postage increase, a 5% advertising increase, and salary increases. There was also discussion of increasing the tax levy to fill in budget shortfalls. The EDA is waiting for the new tax laws to be implemented and for feedback from the Council. The Council will discuss the EDA budget at the second council workshop in August. The EDA will discuss this issue further at that meeting. • TIF 1-12 The EDA approved a resolution to reset the public meeting on TIF 1-12 for July 26th. Annual Report The new annual report insert was sent out to everyone in the Economic Development database. EDA Golf Outing The EDA was updated on the golf outing. Signs for each hole sponsor will be purchased along with larger signs for the check-in and banquet. It was also suggested that pictures should be taken of each foursome at the tenth hole and the picture should be sent back to their respective offices. Metro Connections Event The EDA decided the event should take place at River Oaks Golf Course in October. The exact date and time have not been set. A coach bus tour of the industrial park and other development projects will also occur. Xcel Grant • Cottage Grove received a $2,000 marketing grant from Xcel energy for this year's ad campaign. • Economic Development Authority- Minutes July 10, 2001 Page 3 Signs for New Businesses The EDA wants to re-institute the practice of putting up welcome signs for new businesses in Cottage Grove.
