HomeMy WebLinkAbout2001.09.11 MINUTES CITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES September 11, 2001 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 11th day of September, 2001. CALL TO ORDER President Jim Wolcott called the meeting to order at 7:30 AM. ROLL CALL • Members Present: Glen Kleven, Dick Pederson, Gerard Weingartner, Jim Wolcott, Sandy Shiely, and Fred Luden. Members Absent: None Others Present: Ryan Schroeder, City Administrator Michelle Wolfe, Assistant City Administrator Scott Johnson, Management Analyst Mike Wennen, Cogentrix Energy. APPROVAL OF MINUTES Jim Wolcott moved to approve the August 14, 2001 Economic Development Authority minutes. Gerard Weingartner seconded the motion and the motion carried unanimously. Project Updates American Agco — They are still going forward with their plans to build in the Industrial Park. They plan to close on the property either Thursday or Friday of this week. Twin City Poultry—There is a chance they will construct a new building next to the Agco site in the Industrial Park. They are still reviewing other options. • Hotel — Closing has been slowed by storm water issues on the building site. They need to work with the school district for a land easement. . • Economic Development Authority- Minutes September 11, 2001 Page 2 Re-development Church closing — The closing on the church land is scheduled to occur by the end of September. Demolition of the church is tentatively scheduled for November with construction to follow by January 2002. Grove Plaza —The City and EBL&S are still finalizing the development agreement. Any significant changes will be brought back for Council consideration. 80th Street— Property estimates have been received for the residential properties for this project. Work progresses on the appraisals for the commercial properties. 2002 Budget Update The levy increase is budgeted for $9,400 for the EDA. Municipal expenditure increases have been under 4% in the past few budgets. However, to keep up with the cost of inflation and some significant increases in insurance, fuel, utilities, and debt, this year's budget increase will be around 4.25 %. • Architectural Review Members expressed concern over the guidelines. Some members thought an ordinance would be more appropriate than guidelines. There was some concern about the enforcement may not be consistent. Other members thought the use of an ordinance in this situation would not work because new developments may need flexible guidelines. The EDA does want to encourage uniformity in the streetscapes and beautification process. The City needs to be consistent by developing and carrying out a theme for the city. The architectural design should be put in a central place for everyone to see. The EDA does not want to have plastic or inexpensive awnings used for new developments because they fade after a few years of use. The EDA wants flexibility and consistency in awning use. EDA Welcome Signs New business welcome signs with "Cottage Grove Welcomes"will be ordered. 2001 EDA Golf Outing The EDA is thinking about increasing next year's hole sponsorships and fees. The prize drawing needs to be done live at next year's event. The EDA wants hole sponsors information to be included in the information bags.
