AUTHORITY
MINUTES
October 9, 2001
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 9th
day of October 2001.
CALL TO ORDER
President Jim Wolcott called the meeting to order at 7:30 AM.
ROLL CALL
• Members Present: Glen Kleven, Dick Pederson, Gerard Weingartner, Jim Wolcott,
and Fred Luden.
Members Absent: Sandy Shiely.
Others Present: Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Scott Johnson, Management Analyst.
APPROVAL OF MINUTES
Jim Wolcott moved to approve the September 11, 2001 Economic Development
Authority minutes. Glen Kleven seconded the motion and the motion carried
unanimously.
Project Updates
Tradehome Shoes— Building is currently under construction.
Grove Plaza —Working on the development agreement.
Hotel— Closing should occur in the next few days.
• Post Office — Building and landscaping has been completed.
Walgreen's —Waiting for the closing to occur.

Office Max—This project is complete, we will be closing the file.
Advance—Project is currently under construction.
Tushie-Montgomery—The project is currently on hold indefinitely, per the developer.
Fifth Street Ventures—More businesses have shown interest in leasing space.
Box Store — The Council gave approval at the October 3, 2001 meeting to continue the
project.
American AGCO— Site grading has begun on this project.
TIF Changes
Ryan Schroeder gave the EDA an update on how the TIF law changes would affect the
current and future TIF districts. Mr. Schroeder reviewed an outline for a 2002 TIF
agreement, which would need to be approved by the Council. He explained why there
were differences in costs and how the changes would affect future tax revenue from TIF
districts.
• Redevelopment
Amoco — This is a project to rebuild and expand the Amoco next to Office Depot on
Jamaica Ave.
80`h Street— Currently working on a development agreement.
Renewal Grant
The grant has been approved by the state. It will be Renewal's last extension to comply
with the requirements of the original grant.
Golf Tournament
The prices for the 2002 golf outing were discussed. One golfer will cost $45.00 and a
foursome will cost $150.00. There was a suggestion to have hole sponsorships divided
into three categories. Different amounts of marketing exposure and perks could be
assigned to the different sponsorships.
The EDA also suggested that sponsors could market their companies at the individual'
holes on the course. EDA members also want the staff to find out how much it would
cost to order EDA golf balls and "divot fixer's"for next year's event.

MEDP Connections Event
The event will be held at River Oaks Golf Course from 1:00 PM to 3:00 PM on Thursday,
October 18, 2001. There will be a tour of possible development sites from 2:00 PM until
3:00 PM. Members of the industrial, commercial, and housing industries have been
invited to Cottage Grove for this event.
EDA Vacancy
The EDA has been looking for a member from the business community to fill a vacant
seat. The EDA is looking for a new member to add a new area of knowledge and
expertise to the group. EDA members will continue to search for a new member.
Senior Housing
The City of Cottage Grove will be receiving a block grant to fund senior housing projects
in the near future. Staff asked the EDA about what role they would like to take with
senior housing. The EDA decided they would like to know more about this subject
before they decide whether or not to take an active role in bringing senior housing to
Cottage Grove.

EDA President Jim Wolcott adjourned the meeting at 8:50 AM.
