Wolfe,Assistant City Administrator Date: 03/05/99 Re: Annual Business Breakfast: Re-Cap Item 4A Since the Annual Business Recognition Breakfast is scheduled for March 8, we will be able to discuss it at the EDA meeting on March 9. As of today, March 4, 1999, we have RSVP's for over 80 attendees. Needless to say, we are very excited about the response. • As you probably know from the flier you received, our agenda includes "State of the City" addresses by the City Administrators of Newport, St. Paul Park, and Cottage Grove. We also have planned to welcome Renewal by Andersen to the community, and have a presentation of plaques to Dick Krant. Dan King, Management Analyst, has arranged for representatives from the Minnesota Department of Trade and Economic Development, Small Business Administration, Department of Transportation, and Washington County to be present and to have available information about topics such as Highway 61/Wakota Bridge, commuter rail, and business assistance programs. The Chamber of Commerce and the City of Cottage Grove will also have tables with a variety of information available to attendees. At the EDA meeting on March 9, I would like to receive input from EDA members who attended the breakfast. For example, what worked well and what didn't? What should we do differently next year? Feedback from others in attendance? Recognition should be noted to Neil Belscamper, John McCool, and Dan King for their help and assistance with the breakfast. Wolfe, Assistant City Administrator V,0 Date: 03/05/99 Re: Project Updates Item 4B CAPITAL PROPERTIES I spoke with Michael Awada of Capital Properties. He is interested in doing a spec building, but has not been able to find tenants at this point. He is still interested and still working on lining up tenants. • METRO EAST We responded to one Metro East RFP in January and another in February. The proposal in February was for a milk production facility, 160 retained employees, 30 new, 5-8 acres, 25,000 square feet production, 50,000 warehouse. We have not yet heard a response to our proposal. I am currently preparing a response to a Metro East RFP for a medical device manufacturer. KASSAN V PROPERTIES Mr. Kassan inquired regarding locating a millwork company in the industrial park. This would be for 5-6 acres, 60-80,000 square foot building. It would primarily be a distribution center, with some light manufacturing. There would be no outside storage on the property. Staff forwarded a proposal and folder of information regarding the industrial park. WHOLESALE DISTRIBUTION I am currently preparing a response to an inquiry by a company interested in 1.5 acres, 8,000 square feet building (possible expansion to 15,000). • \\CG_FS1\SYS\GROUPS\PER_ECON\MAIMEDA Memos\March 99 Proj Update.doc MAJESTIC ANTIQUES DECOR & MORE James Smith and Pauline Kish-Smith of Majestic Antiques Decor and More applied for a • Conditional Use Permit to allow outdoor Antique Car Shows, Community Market Nights, Flea Markets and Indoor Auctions. Auctions would begin March 17, 1999 and would be held weekly. Other events are not on a regular schedule. Wolfe,Assistant City Administrator Date: 03/05/99 Re: Metro East Annual Meeting Item 4C The MEDP held their annual meeting on February 11. City Administrator Ryan Schroeder and I attended. The guest speaker was Richard Krant, President of Renewal by Andersen. The meeting was focused on the Renewal project, because that project was the 1998 Economic Development Association of • Minnesota Business Retention Project of the Year. During his address to the group, Mr. Krant had very nice things to say about the City, Mayor Denzer, the Council, staff, and others. In addition to that the MEDP handed out their strategic plan. On the cover of this publication is the Renewal groundbreaking. They also handed out a copy of the most recent Twin Cities Business Monthly journal. Inside was a several page section on MEDP communities and recent happenings. I will have copies of these publications available at the EDA meeting if you would like to see them. Wolfe,Assistant City Administrator Date: 03/05/99 Re: 3M Survey Results Item 4D On Tuesday, March 2, a meeting was held at 3M Cottage Grove Center. Dr. Bill Morris of Decision Resources, Ltd., presented the results of the most recent survey, which was conducted in 4th Quarter 1998. 3M conducted the community survey, as they have done approximately every four years since 1984. • Some of the results of the survey will be of interest to the EDA. For example: ❑ When asked what is the most serious issue facing Cottage Grove, 19% responded "lack of retail/entertainment". This is an increase from the last survey. ❑ Respondents were read a list of problems that may exist in any community. They were asked to rate the problem as very serious, somewhat serious, not too serious, or not at all serious. In terms of problems related to economic development, 79% responded that keeping/attracting business was very serious or somewhat serious, and 78% responded that quality restaurants was very serious or somewhat serious. ❑ With regards to turning Grey Cloud Island into a regional park, 48% supported and 42% opposed. Seventy-five (75%) supported agricultural land preservation. Wolfe,Assistant City Administrator,), � ' Date: 03/05/99 Re: Grey Cloud Island-Column in Washington County Bulletin Item 4E At the February EDA meeting, Ryan Schroeder was directed to work with the Mayor on a response to recent Washington County Bulletin articles on the future development of Grey Cloud Island. This response, entitled " What Should be the • Future for Grey Cloud Island?" was printed in the Bulletin on February 17. If anyone did not have an opportunity to read this, I will have a copy available at the EDA meeting. In the article there is reference to a couple of pieces of data. The first is expected home values if a portion of the Island is developed as 150 single-family homes. These values are based upon conversations with realtors as well as review of appraisals that have been completed on the Island to date. This data is also part of what has been submitted for the fiscal impact analysis. The second references the community survey recently completed by 3M. The survey included a question about development of a regional park on the Island. Those results were discussed in agenda item 4D. Wolfe,Assistant City Administrator Date: 03/05/99 Re: Community Identity/Theme Item 4F At the February EDA meeting, Dick Pederson raised the issue of trying to develop a City identity or theme. The question is "Cottage Grove, Home of ?" One possibility is "Cottage Grove, Home of Volunteerism." Wolfe,Assistant City Administrator _ }, Date: 03/05/99 �✓" Re: Fiscal Impact Study Item 4G Work continues on the Fiscal Impact Study. It is still expected that the Grey Cloud island portion of the study will be completed by March 15. The rest of the project continues on schedule. Staff can present a verbal update at the EDA meeting March 9. In addition, Kim Lindquist will address this topic at the • Business Breakfast. EDA Member Wolcott requested at the last meeting that I contact the City of Lakeville. Evidently, they did some kind of fiscal impact study in the past. I spoke with Bob Erickson, City Administrator. He informed me that they did a study 5-6 years ago. Two Humphrey Institute students performed the work. The purpose was to determine what zoning classification yielded the best return, in relation to City and school district services. He feels strongly that the information learned from that study enabled the City to establish new standards (for example subdivision standards, minimum lot sizes)that have resulted in many benefits for the City. He is forwarding documents to me that illustrate some of what they learned from their study. They are convinced that the changes they made as a result of the study resulted in a decreased burden on commercial/industrial, making development in Lakeville more attractive.
