It was mailed to everyone who signed in.) As you can see, we asked for comments about the event. As of this date, we have not received any comments. • At the March EDA meeting, there was some discussion about returning to the concept of an event during Manufacturer's Week (October). Then, continue to have a "State of the City" breakfast event in January. For purposes of the work plan, I wanted to briefly re-visit thee ideas and make a final determination if that is the direction you wish to go. If you have not seen it, the breakfast event has been broadcast many times on Channel 12. We also hope it was helpful to have representatives from the Cottage Grove City Staff, Minnesota Department of Trade and Economic Development, Small Business Administration, Minnesota Department of Transportation, Washington County Transportation and Physical Development, and the Cottage Grove Area Chamber of Commerce available. Wolfe, Assistant City Administrator,. - dministrator`v` Date: 04/09/99 Re: Project Updates Item 4B METRO EAST We responded to three (3) Metro East RFP's in March. One of the clients has • determined to focus their search on northern suburbs. I have not heard any feedback about the other two clients' as of this date. TELEMARKETING FIRM City Administrator Schroeder and I met with representatives of a telemarketing firm about possible relocation or expansion to Cottage Grove. This could involve leasing space or possibly (but unlikely) new construction. We are investigating possible grant opportunities for this business, and we are also trying to analyze the potential labor market. They would look to hire at least 150 employees. This appears to be a long shot. HOTEL/RESTAURANT/OFFICE Administration and Community Development staff met with representatives interested in building a hotel on a vacant parcel in Cottage Grove. If the parcel is large enough, they are potentially interesting in adding a restaurant to the parcel, or an office building. Staff is working with them to look more closely at the site and the possibility of acquisition. TRUCKING COMPANY A trucking company interested in the industrial park contacted us. We also responded to inquiries regarding overnight parking restrictions. An information packet regarding the industrial park was sent to them. CROSS DOCK TERMINAL • We had an inquiry about the possibility of locating a cross-dock terminal in the industrial park. We provided information about zoning requirements and financial assistance. I do not believe that we will pursue this project. \\CG FS1\SYS\GROUPS\PER ECON\MAIMEDA Memos\April 99 Proj Update.doc RENEWAL BY ANDERSEN • This project is progressing, with an expected "go live" date in May. A related project has been discussed, but does not appear likely to go forth. WAREHOUSE PROJECT Discussions continue on the warehouse project for the Industrial Park. POST OFFICE The post office is going forward. An architectural firm has been hired. It is expected that site approvals will be requested shortly on lots 2, 3 and 4 of the industrial park. Provision has been made for a 2.4-acre storm holding area on adjacent lot 1. The $100,000 construction cost of this pond will reduce infrastructure needs in the park by $500,000. The pond will not be excavated until a later date. MISCELLANEOUS We had an inquiry from someone looking for 50-75 acres in the industrial park for office warehouse. They were given Craig Lien's number for contact. An existing business in the City may expand their location to include an addition for a wash bay. A development located near Menard's is being discussed. We are hoping to use it as a marketing tool, and therefore have revised some of the types of information provided in the document. In addition, Management Analyst Steve Barrett has done a great job of creating a whole new look for the report, which we • think will enhance its effectiveness. We are excited about the changes we have made, and look forward to your input. If you are comfortable with the report as presented, we will be able to get it printed and distributed. We may want to have some discussion about to whom we should distribute the Annual Report, which will help us estimate the printing costs. Wolfe, Assistant City Administrator Date: 04/09/99 Re: 3M Survey Item 4D On Tuesday, March 13, at 7 p.m., there will be a second presentation of the 3M survey results. Members of the City Council who were unable to attend the first presentation will be invited, as well as members of the Planning Commission. After the presentation, there will also be discussion about follow-up survey questions. At the last EDA meeting, we talked about trying to ask more in depth questions regarding restaurants. For example, what does "quality" mean? We discussed using entrée prices as a guideline, and asking how often a citizen would spend $5, $10, and $15 to eat out. There was also discussion about going more in- depth on the Grey Cloud Island question, using graduated dollar amounts. At the EDA meeting on April 13, staff would be interested in your comments so that we can bring them to the meeting that evening at 3M. Burbank, Associate Planner DATE: March 26, 1999 RE: Administrative Site Plan Reviews On Friday, March 26, 1999, the Planning Division released two administrative site plan reviews for proposed construction activity within the City of Cottage Grove. The first was for the new Tutor Time Day Care facility, which will be located at 80th Street and East Point Douglas Road. This 11,800 square foot building has successfully met all of the planning ordinance criteria and commercial building • review details. The conditions of release for the site plan approval are detailed in the attached letter dated March 25, 1999. The site detail is also attached. The second site plan review that was released is for the installation of a 322 square foot modular equipment storage building at the microcell antenna located south of 110th Street near the waste water treatment plant. This application was relatively minor in scope and allowed the City to require additional landscaping and screening in front of the existing equipment already located on the site. There will be some replacement activity for three of the antennas located on the structure and the antenna structure itself. This replacement is allowed under the City's current EMCF ordinance, which only requires the site plan review process versus a conditional use permit that is required with other electromagnetic communication facilities. Wolfe, Assistant City Administrator Date: 04/09/99 Re: Participation in Labor Force Expo Item 4F Last year, the City of Cottage Grove was a co-sponsor of the "Labor Force Expo." The Expo, which was held in September at Eagle Valley Golf Course in Woodbury, was a full day event featuring booths and speakers. The theme last year was "Linking Your Business with Resources for Employee Retention." • Subjects presented included "Where have all the workers gone?" and "Local examples of Successful Strategies for Labor Force Retention." The McKnight Foundation provides a $5,000 grant towards the cost for this event. 50 employers attended last year. It has been requested that we participate this year. They are looking for assistance with planning the event, as well as with advertising the event to employers and recruiting them to attend. We are trying to determine if this should be included in our work plan, and if someone from the ED team should be assigned to assist with the event. Staff requests input from the EDA as to the level of interest in this event. Wolfe, Assistant City Administrator Date: 04/09/99 Re: Participation in International Manufacturing Technology Show Item 4G The City received the attached information from David Piggott of Metro Development Partnership. MEDP is hoping to begin out-of-state marketing, and plans to participate in the International Manufacturing Technology Show in • Chicago. The event will take place September 6 — 13, 2000. MEDP anticipates needing seven volunteers from member organizations in addition to MEDP staff for this event. They are inquiring whether we would be interested in volunteering. The anticipated expense would be approximately $200 per day, plus airfare This event is in 2000, and budget preparation for 2000 will begin soon. Staff is looking for direction from the EDA as to whether or not we should plan to participate, and budget accordingly. Attachment • \\CG_FS1\SYS\GROUPS\PER_ECON\MAW\EDA Memos\Apr 99 Tech Show.doc Metro East Development Partnership TO: Metro East Economic Development Professionals FROM: David Piggott, MEDP DATE: March 25, 1999 RE: Trade Show Opportunity As part of its new three-year strategic plan, MEDP has included a new out-of-state marketing component. By promoting the region outside Minnesota, we hope to make businesses aware of the positive changes to the state's business climate that have been made in recent years. In addition to regional marketing, we want to provide an opportunity for our communities to promote themselves to businesses located outside of the Twin Cities. The Metro East Development Partnership will be exhibiting at the International Manufacturing Technology Show. This show will be held in Chicago between September 6 to 13, 2000. We are hoping that many of our local economic development professionals will be able to participate in this show with us. I am sending you this • advance notice so that you will be able to include the costs in your 2000 budgets. Since the show is so long, we will need two shifts of volunteers. The first group will need to be in Chicago from September 5 to September 10. The second group will need to be in Chicago from September 9 to September 14. Some would be able to arrive later or leave earlier depending on scheduling and flight times. We anticipate needing seven volunteers in addition to MEDP staff for both groups. Volunteers would be paired in rotating teams of two for purposes of booth time and calling on exhibitors. This will allow volunteers an opportunity to work with several of their colleagues while at the show. All volunteers will be allowed to exhibit their own marketing materials while in the booth and on the floor. In the booth, there will be a literature rack to be shared by all volunteers. While working the floor, volunteers will be allowed to include their literature in the Metro East packets. While MEDP will be responsible for post-show follow-up, all volunteers will receive a complete report on any prospects generated by the show. The only costs to the volunteers will be travel, food, and lodging. All costs associated with the show will be paid for by MEDP. S Attachment • \\CG_FS1\SYS\GROUPS\PER_ECON\MA\MEDA Memos\Apr 99 Fiscal Impact.doc • MEMORANDUM TO: Honorable Mayor and City Council Ryan Schroeder, City Administrator FROM: Kim Lindquist, Community Development Director DATE: March 26, 1999 RE: Fiscal Impact Analysis Status Update This memo is to update the City Council regarding the status of the fiscal impact analysis for Grey Cloud Island. City staff met with the representatives of the Met Council, DNR, and Washington County on Tuesday, March 23, to discuss the study. Attendees of the meeting were Bill Morrissey, Julia Cuchna, and Pat Arndt, DNR; Jack Perkovich, Washington County; Arne Stefferud, Metropolitan Council; Ryan Schroeder and myself. At the meeting the DNR submitted a revised cost share proposal for their contribution to • roadway improvements associated with the different development scenarios. One significant change is the DNR has now stated that the third development scenario, the higher density 343-unit development, does not provide for enough land and amenities to be considered for state park acquisition. For the Council's information, the third scenario differs from the second development scenario by 100 acres and is projected to maintain 1,000 total acres for park purposes. The other difference is in the projected total number of developed units, 343 versus 157, or a 186 residential unit increase. This change came as a surprise to City staff as the DNR, along with Washington County and the Met Council were all involved in development of the three development scenarios and had agreed to them at the first fiscal impact study meeting on October 26, 1998. During the ensuing months, the DNR never indicated that they would not be amenable to park acquisition for any of the development scenarios. Of course there was a caveat that State acquisition would be dependent upon the final development layout and the amount of usable land available for park purposes. At our Tuesday meeting, the Met Council representative also expressed reservation about park acquisition under the third development scenario stating that they use similar evalua- tive criteria as the DNR and therefore, if the DNR was not interested, they most likely would be uninterested also. The attached tables, therefore, reflect changes made to the road cost participation due to 110 the change in status of the DNR park acquisition. This table is a change from the proposal made by the DNR in their memo of February 2, 1999, primarily in Development Scenario #3. Fiscal Impact Analysis Status Update March 26, 1999 Page 2 • Another change presented at the Tuesday meeting was that by law the DNR could not contribute to road improvements for two different routes to a state park. Therefore, initially, the DNR had proposed some minor cost sharing for road improvements on Hadley Avenue, knowing some would take this access to the park rather than the designated route of Jamaica to 100th Street and ultimately to 103rd Street and to the park. There are also some modifications to the percentages in the other two development scenarios. As can be seen from the tables, total road improvement costs are high. The breakdown of cost participation is based upon the projected trip generation per listed use, park or new development. The City portion reflects use by existing residents. It appears, given the high cost of certain infrastructure projects, such as the 103rd Street bridge, that outside funding sources may be needed to accomplish all listed improvements. For purposes of the fiscal impact, staff is not assuming any outside funding (except MSA) which should reflect the "worst case scenario". At the meeting, the Washington County representative expressed concern over the pro- jected assessed values for the residential development on the island. Staff had arrived at the values submitted to Tischler based upon reviewing the county's appraisal and infor- mation on other "exclusive" developments in the metro area. Although staff believes the valuations previously submitted to Tischler are reasonable, we have reduced the average residential valuations by $100,000 to accommodate the County's concern. This change is reflected in the attached table. The marina value remains unchanged. Scheduling of the impact study was also discussed with the DNR and the County stating that there is no "rush" to have the study done since legislation will not be introduced this session. They recognize that the requested changes will impact the study schedule and that the draft review by all agencies may take some time. • a� Public Roadway Improvement Scenarios • DNR's Percentage of Participation Lower Grey Cloud Island- Fiscal Impact Study March 22, 1999 Scenarios 1, 2A, 3A • Department of Natural Resources (DNR), Division of Parks & Recreation upgrades state park access roadways from designated Road Account funds. One preferred route is designated to direct park visitors from a trunk highway to the park. This route is improved and signed to adequately provide access to a state park. No other route can be improved using the road account funds. (Assuming Jamaica Ave as the preferred access. Sections A and B could not be funded by Road Account funds.) • Section L would provide access to the proposed development located outside the park boundary. and would not be funded by DNR. Scenario 2A • A State Park on Lower Grey Cloud Island v ould be considered in conjunction with a limited level of development. However. the proposed development plat would need to comply with Department of Natural Resources guidelines and permitting processes. including review as a part of the city comprehensive plan. The percentages assigned to Scenario 2A are contingent on the development plat layout. and the land resource under consideration meeting criteria for a State Park. These percentages may fluctuate depending on the final development plans. Scenario 3A • Upon review of criteria for a State Park. the level of proposed development in scenario 3A eliminates this option from consideration as a State Park, and no cost share can be proposed. Wolfe, Assistant City Administrator Date: 04/09/99 Re: Possible Visit to Genesis Business Center Site Item 41 City Administrator Ryan Schroeder and I met with Harlan Jacobs of Genesis Business center. Also present at the meeting were Steven Lehr of CB Richard Ellis and Gordon Awsumb of Minnesota Development. Many different concepts were discussed, including some of the projects and partnerships each of the • individuals had been a part of. Mr. Jacobs invited us to visit their Columbia Heights incubator facility. It was suggested that perhaps the City should work with Washington County to develop a Washington County Capital Fund. Similar funds exit in Dakota County and other counties, and they are used to provide assistance to start-up new high- tech companies. Evidently, it may be possible to pursue a grant to assist in this effort. At this time, staff is interested in the EDA's level of interest in pursuing some of these ideas.
