Miscellaneous Business Items • 6. Adjourn Next Meeting Date: October 12 Document2 HOTEL/RESTAURANT/OFFICE • City Administrator Schroeder made a presentation to the School Board on August 26. Also present were Councilmembers Wolcott, Rice, and Shiely, and me. The school board members present agreed to schedule this topic for discussion at a workshop, which will be held 5:00 on Thursday, September 9. Ryan and I, along with some members of the City Council and the developer, will be present for this workshop. A verbal update will be provided at the EDA meeting. POST OFFICE It is anticipated the Welsh will be applying for a final plat in the near future. Planning staff has requested a copy of the post office plans to accompany the plat request. Planning recently received the site plan. GROVE PLAZA I sent the attached letter to Peter Coyle after the August EDA meeting. I have no new information about this project. • APi Councilmember Wolcott read an article in the Pioneer Press about this company, and asked staff to follow-up. They are planning an expansion. Staff has had several discussions with them, and information about Cottage Grove was mailed to the CEO. We are in the process of scheduling a tour of their current facility. They are interested in considering our industrial park when they begin their site search. I can provide more information at the EDA meeting. OFFICE/WAREHOUSE PROJECT A site plan was submitted to the Planning Department for review. The plan shows phase one construction of 44,000 s.f. PAPER COMPANY A broker who is doing a search for a paper-oriented company contacted me. They are looking to build a 50,000 square foot building with future expansion to 100,000 square feet. We recently responded to this request. I will try to get some feedback prior to the EDA meeting. • F:\GROUPS\PER_ECON\MAW\EDA Memos\Sept 99 Proj Update.doc DTED REQUEST FOR INFORMATON In July we responded to a request for information issued by DTED. This was on behalf • of a food processing company looking for an existing facility to purchase or land on which to build a new facility. In follow-up discussions with DTED, I learned that the company is focusing on responses that included an existing facility. If those do not meet their needs, they will then look at vacant land to build a new facility. Therefore, I think this is a long shot. There is nothing new to report on this project. MURPHY WAREHOUSE We are hoping a verbal update at the EDA meeting. MISCELLANEOUS • Ongoing discussions with a woman interested in opening a "Wellness Center" in Cottage Grove. • Ryan and I met with Kent Carlson of Ryan Companies on August 23. We took him on a tour of the industrial park and provided him with marketing brochures, maps, and other information about the industrial park. • Responded to a request for information from someone interested in opening a family restaurant. This individual was given information about spaces currently available for lease. 411 • Responded to a broker's request for information of land availability for a national commercial/retail project. They were looking for 180-250 acres. As you can imagine, our choices were limited. However, we did send a map showing the area of the intersection of Highway 61 and County Road 19. Their initial request was for a map, which was sent. They have not requested anything further at this time. • Sent a letter to Harmon LTD, a company in Bloomington, after reading in City Business that they were looking for office space. One of the items discussed was the Grove Plaza project. The EDA requested that City staff contact the developer and try to get a schedule for the project. I understand that City Administrator Ryan Schroeder spoke with you on August 10, and at that time, you had no new information to report. However, I wanted to let you know the EDA's interest in the project, and to request any new information as soon as it is • available. The City's Economic Development and Community Development staff stand ready to assist you as needed. As you know, attorney Ron Batty and Ehlers & Associates are also ready to provide analysis regarding the possibility of a TIF Redevelopment District as soon as they are provided with the data necessary to proceed with the analysis. I have enclosed the most recent schedule prepared by Ehlers, which assumed an August 11, 1999 public hearing date. Clearly we are not proceeding with this schedule, but it provides an idea of the amount of time the process will require. I believe we previously provided you with copies of the Planning Commission schedule, which would need to coincide with the TIF District schedule. Feedback from those attending the event was all very positive. We consider this year's event to be a great success. It is my understanding that a date has been put on hold for a joint Chamber/EDA event next year on June 16. • NOTE: Last year, we had 30 participants and total net expenditures of$3,928.08. The event was well attended by the development community, and the City had many representatives from the City Council, Economic Development Authority, and staff available. I would like to thank everyone for making this the success that it was. The total receipts from registration fees and hole sponsorship were $3,205.00. Expenses are itemized as follows: River Oaks $3415.97 (green fees, beverages, prizes) Catering by Joyce $1533.60 Tent rental $238.45 Sponsorship signs $335.47 Caps $1385.75 Hole-in-One insurance $354.00 Trophies $17.00 Total $7280.24 Total expenses minus revenue leaves us with a $4075.24 tab for the tournament. We decided to proceed with participation, for a one-year trial period. Attached is a memorandum from Management Analyst Dan King explaining the CD-ROM, which was created by U.S. Sites and Development. • MANUFACTURING LUNCHEON This event was held on August 24, the same day as the EDA Golf Tournament. Fred Luden attended, and we provided him with a welcome letter and EDA Annual Report for each of the attendees. (A copy of the letter is attached.) ADVERTISING PLAN FOR 2000 For the past few months, we have been working on developing an advertising plan for 2000. At the last EDA meeting, it was decided that we should make a few changes in 2000. Dan King has compiled editorial calendars from some of the publications we have been reviewing. It was thought that these could be used as a guide to develop a plan for 2000. (I do not have a media kit from the Minnesota Real Estate Journal yet, but may have it in time for the EDA meeting.) Again, I am looking for input from the EDA as we continue to develop a plan for 2000. Note: The rankings in Dan's memo are based on the cost per circulation figure. Michelle Wolfe, Ryan Schroeder Date: 09/09/99 Re: US Sites and Development CD-ROM • US Sites and Development is creating a new resource tool for developing interests. It is a CD-ROM that will be sent to 20,000 organizations, ranging from site selectors, business planners, CEO's and presidents of corporations, among others. Major development organizations listed are Economic Development Groups, Chambers of Commerce, Utilities, Site Selection Consultants, Commercial and Industrial Real Estate Corporations and other services. Area participants include the St. Paul Port Authority and Metro East Development Partnership. The way this CD-ROM works is, once initialized, a map of the United States comes on the screen. The user then chooses a state, and boxes with the six previously noted categories come on the screen, along with demographic information on the state. Once a category is chosen, a list of those organizations appears, and a direct link to the organizations web-site can be made. The cost for listing, with direct links to our Web-site, is $300.00. We have bought advertising space on this CD-ROM, with the final product scheduled for release in late October. I have attached a sample page from the CD-ROM. The University of Minnesota Extension Service organizes this event, with support from various municipalities, Chambers of Commerce and other groups. The City of Cottage Grove, with the Economic Development Authority, has supported this event in the past. The purpose of the event is to show employers what resources are available for job creation and retention in south Washington County. The format is to have resource providers staffing booths throughout the day,(8:00 - 12:00) with speakers on various topics varying from labor shortage issues, childcare, working with teens, and employee retention. Resource booths will provide information on: Adult basic education, continuing education and community education, health plans, job training and school to work, job recruitment, telecommuting, transportation, wage information, affordable housing, alien certification, child care, and English as a second language. There is also a booklet titled "How to Stop Employee Turnover" that is handed out free of charge to all participants, which can be used as a resource guide. I have been involved in the planning and development of the day's program, representing the City of Cottage Grove. On October 1, applications are due for the 1999 program. We are again planning to submit an application. I have attached a copy of a memo to City Council requesting approval of a Resolution supporting the application, along with some excerpts from last year's application. • We plan to submit an application for essentially the same project, scaled down to include planning and predevelopment activities. (Last year, we also requested funds for some initial land purchase.) This category of grant requires some matching funds, and one of the sources for matching funds may be the Economic Development Fund. In addition, the Metropolitan Council considers the community support for a project as well as the partners involved in a project when review applications. This is a required element of the application for a Livable Communities grant. Staff is currently preparing the application, which is due on October 1 to the Metropolitan Council. Our project scope is similar to the application that • was submitted last year. Below is the project summary as prepared last year: Cottage Grove plans to revitalize the Langdon community and its environs, through the establishment of a transit depot location, parking for transit purposes, commercial/retail opportunities, and development of life-cycle housing. The multi-faceted transit depot site would ultimately incorporate pedestrian, bicycling, auto, bus, and future rail components. Commuter use of the existing rail and relocation of an existing transit park- and-ride lot from a temporary location allow for a variety of future commuting alternatives. Proposed is an enhancement of the existing travelways. The goal would be careful planning, the preservation of existing natural and historic resources, and the recycling of existing infrastructure. The funding categories have been changed somewhat this year. The City will be asking for "Category E" funding. This is described as planning/predevelopment activities for a project. Therefore, if we receive funding, it would be used for planning and predevelopment of the project described above. At this time, we need the attached Resolution approved by the City Council at the September 15 meeting, so that it can be included in our application submission on October 1. RECOMMENDATION Approve the Resolution Authorizing Application for the Livable Communities • Demonstration Program. PROJECT ELEMENTS The City of Cottage Grove is facing a number of events in the short- to long-term S future, which will greatly affect the lives of current and future residents. These events include: • The six-year reconstruction of Highway 61 and the Wakota Bridge (2002- 2008) • The relocation of the undersized temporary park and ride to a central permanent location • Plans for commuter rail • Desire to preserve some of the historical sites and the ambiance of one of the metro area's oldest communities It is necessary to plan for this confluence of events. This proposal is designed to establish a process for planning how all of these elements can fit together to not only "deal with" these events, but to capitalize on them. It is an opportunity to take advantage of the many changes about to occur, and to construct a plan that will help the area meet City and regional goals. This can happen through quality re-development of the Langdon neighborhood, to include life-cycle housing, commercial and retail opportunities, and employment opportunities at the nearby industrial park, as well as addressing the various transit and historic preservation needs. 4110 Goals The goals for the planning study include the following: • Demographic analysis • Population, travel, and employment projections • Residential market analysis • Evaluation of historic structures • Assessment of the economic viability of the total project concept • Promoting high quality multi-family development and other life-cycle housing alternatives • Photo imaging of design concepts • Replicative planning process The final goal, designing a process that can be replicated, is important. Many communities will be in the same situation, with commuter rail lines developing, having growing needs for transit alternatives, dealing with reconstruction of existing travelways, and areas within cities needing re-development or preservation. Therefore, the process would include addressing such questions as listed below: ••• How do you pick a station? • ❖ How can you make it fit in to its environment (blending with housing, commercial, historic sites, etc.)? ❖ How do you plan for a multi-modal station, which can be used for immediate park and ride needs but also serve future needs, such as commuter rail? ❖ How can demographic analysis, market analysis, and photo imaging assist with planning for re-development of this type? What types of studies are necessary to properly plan a project like this one? Elements: The City of Cottage Grove needs to get a better handle on this combination of factors—commuter rail, six-year Wakota/61 construction, the need for a larger permanent site for park and ride, etc. The Metropolitan Council has some goals and needs in the transit area, and through this project, we plan to help meet those goals. In addition, there are housing needs and a desire to preserve history. This project proposes "New Urbanism" through creating and re-creating elements that previously existed. Langdon historically contained elements of "New Urbanism", but lost many of those in the 1960's. This project would be planned in a manner that would encourage a return to "New Urbanism". Elements of this project can be grouped in the following categories, which are • described more specifically below: Transit, Redevelopment/Housing, Commercial/Retail, and Redevelopment of Non-Conforming Uses. Livable Communities Demonstration Account • FUNDING CATEGORIES - E 1999 The Metropolitan Council encourages development patterns that are appropriate in different locations in the region, consistent with regional growth strategy objectives, as reflected in the following categories: Category A: Compact transit-oriented development, redevelopment or inf ill that has a mix of uses, including housing: • ❑ Compact, mixed-use transit-oriented development, redevelopment or inf ill proposals located within * mile of regular route transit stops, or within an area that will be served by regular route transit service within two to three years. (Regular route service operates on fixed routes and a predetermined schedule. Includes Metro Transit or opt-out service). The organization's first strategic planning activity took place November 23, 1991 and December 27, 1991. A second activity was held in March 1996. The result of the second activity was the development of a Strategic Plan for 1997-2000, as well as specific objectives for 1997. ID With the year 2000 around the corner, and many changes occurring since 1996, I thought perhaps we should be thinking about a new strategic planning process. Perhaps a day can be planned for sometime after the first of the year, allowing time to prepare for the event. Then, in the months following the event, staff can develop the resulting plan for a period to begin 2001 and continue for 3-5 years. Some things we can begin to talk about include: • Should we again hire a facilitator or use staff? • Shall we develop a process similar to last time (in terms setting aside a Saturday and including the same general invitees) or try something slightly different? (Attached is a description of the process followed in 1996.) I will bring a copy of the current Strategic Plan to the EDA meeting. Some of you participated in 1996, and may still have a copy. The organization's first strategic planning activity took place November 23, 1991 and December 7, 1991 and laid the groundwork for hiring a full time economic development coordinator in 1992. The strategies set forth in the 1991 session were largely accomplished, and the Economic Development Authority chose to update its long range plan. In February of 1996, Janna King with Economic Development Services was retained to facilitate the strategic planning process and assist in the development of a new strategic plan. Members of the Economic Development Authority and City Council together with representatives from the Chamber of Commerce, large employers, industrial park and other community organizations participated from 9:00 a.m. to 3 p.m. on Saturday, March 16, 1996 at Cottage Grove City Hall. The process included the following components: • an "environmental scan" including demographic information, a review of the • community's competitive position and a survey of citizen perceptions • a discussion of the original mission statement and proposal for a revised mission statement • small group exercises to identify strengths, weakness, opportunities and threats • small group exercises to surface key issues, possible activities, priorities and timeline considerations Based on ideas generated at the planning session, Ms. King worked with Kirstin Barsness, Director of Economic Development for the City of Cottage Grove, to develop goals and objectives for the period 1997-2000, as well as more specific objectives for the 1997 plan of work.
