OFFICE MANUFACTURING: CCE
This company appears to be initiating the process to purchase land in the Industrial
Park. We are waiting for the letter of intent, and are planning for the next steps in the
process. This is a company currently leasing approximately 8,500 SF. They are
•
looking to build a new 15,000 SF facility on 97,000 SF next to the USPS site. We can
provide you with a verbal update at the December 7 meeting. The City Council
scheduled the public hearing for establishment of the TIF District. The District will
include vacant parcels in the Industrial Park, and the public hearing will take place the
second council meeting in January.
METRO EAST
We did not responded to three Requests for Proposals since the last EDA meeting.
1. Industrial Manufacturer seeking an expansion facility for corporate headquarters.
They are interested in 8-10 acres fora 115,000 square foot building. Currently 130
employees with 5% growth per year. The client was presented with proposals the
week before Thanksgiving, and has not yet responded to MEDP with a short list.
They are considering both build and lease options.
2. Restorative and utility construction company, experiencing significant growth.
Seeking a site to consolidate operations. They are looking for 5 acres, 15,000
square foot building. They have 120 employees, expecting to add 40-50 in two
years. There may be an outside storage concern. We originally submitted a
proposal, and the company was interested in touring the Industrial Park (we made
the short list.) However, the zoning changes recommended by the Planning
Commission would preclude us from being able to proceed with this project.

3. We received a request for a metal manufacturing expansion facility. The original
request included 80-90' ceiling height (for cranes.) When the ceiling height
requirement was reduced to 40', we submitted a proposal.

As far as the proposals we previously submitted, the following information is available:
1. Ryan and I met with a company on Monday November 1. This company works in
the paper products. They are interested in seven acres, with a 30,000 square foot
building. In addition, they want the ability to expand to 50,000 square feet. We had
previously submitted information and a proposal to this company. Based on what
we provided, they were interested in meeting with us. Representatives from this
company will be meeting with Ryan and I, Fred Luden, and Rob Tracy at the 3M
facility on December 7.
2. 75,000 SF building, heavy industrial handling and storage equipment (submitted late
August: The client was provided with proposals, but have not yet responded back to
MEDP. The client is looking in seven states. No new information is available.
3. 2-acre office/warehouse, international (submitted late August): The CEO and his
representative here conducted site visits on their own on September 1. Apparently
they were pleased with the Metro East sites, but have not made any decisions yet.
They have not yet developed their short list, but this project is still very "alive" and
they seemed to like Cottage Grove. No new information is available at this time.
4. Transportation headquarters, 15,000-20,000 sq. ft building (submitted late March):
Originally, Cottage Grove was on short list for the owner. The client hired a broker
after meeting with MEDP, and the process seems to have slowed. They are not •
returning calls to MEDP staff.
I can provide additional information about these projects at the meeting of December 7.
HOTEL/RESTAURANT/OFFICE
At their meeting of November 18, 1999, the School Board approved the purchase
agreement between them and the Goldridge Group. As noted earlier, there are
contingencies within the agreement. Therefore, the deal is not yet done. However, we
have overcome a major hurdle. The traffic study is expected to begin within a week.
GROVE PLAZA
The major new tenant has pulled out. EBL&S is now working with other similar tenants,
since much of the preliminary work has been done and information collected. No new
information is available at this writing.
APi
Representatives from APi visited Cottage Grove on November 9. A detailed proposal
was mailed to them prior to the meeting. We showed them a potential site in the
Industrial Park, and reviewed our proposal with them. The Mayor and Councilmember
Wolcott assisted with the tour. In addition, EDA members Shannon Green and Fred
Luden provided valuable information about doing business in Cottage Grove, and the
available work force. We greatly appreciate the assistance provided by the Mayor and •
EDA members Luden and Green. The meeting went very well. APi representatives
stated that they planned to make a decision first quarter 2000.

• HIGH TECH MANUFACTURING
In late October we received a request for information from Cresa Partners. They are
working with a high-tech manufacturing company looking for 65 acres. They are in the
first stage of simply trying to identify industrial parks with that much land available. We
responded with a packet of information and a map of the Industrial Park. There is no
new information to report on this project at this time.
POST OFFICE
The site plan has been submitted. Staff will be proceeding with an administrative
review. The plat has not yet been submitted. Work continues on the pond design.
OFFICE/WAREHOUSE PROJECT
A site plan was submitted to the Planning Department for review. The plan shows
phase one construction of 44,000 s.f. No new information is available. The goal is to
find some potential tenants for this building before proceeding.
DTED REQUEST FOR INFORMATON
No new information is available. Staff continues to follow-up with DTED on this project.
MURPHY WAREHOUSE
Discussions continue with possible tenants for this facility.
• MISCELLANEOUS
• Planning staff continues to work with a developer for the property next to and behind
Menards.
• As previously reported, there are funding problems with the Wakota Bridge/61
project. A lower-cost plan has been designed, which still includes the construction of
the bridge and elimination of traffic signals on Highway 61. However, some frontage
road improvements and other deletions were made in order to reduce the project
budget. The next Wakota Bridge Coalition meeting is December 8.
As usual, we will attempt to get any updates possible regarding any of these projects
between now and the meeting on December 7.

Re: Proposed Zoning Text Amendment Item 4D
At the November meeting, the EDA supported recommending changes to the zoning
ordinance for industrial zones. The EDA's recommendation was forwarded to the
Planning Commission. The EDA's recommendation included deletion of "Auto
Wrecking, Auto Reduction Yard" , "Auto Marshalling Yard", and "Motor Freight Terminal"
• as conditional uses.
The Planning Commission reviewed the ordinance on November 22. In addition to the
above changes, the Commission also recommended additional changes. I will have a
summary of those changes available for you on Tuesday December 7.
The Planning Commission's recommendations will be reviewed by the City Council on
December 15, 1999.

Proposal
The Planning staff is initiating a text amendment to Section 28-63, Industrial Uses —
Permitted and Conditional for purposes of revising the list of permitted and conditional
uses within each of the four industrial zoning classifications. Land uses proposed to be
deleted from this list are auto marshalling yard, auto wrecking and auto reduction yard,
and motor freight terminals. The text amendment also proposes a provision that
outdoor parking of trucks and vehicles incidental to the principal use is allowed as
permitted accessory uses.
Background
In March 1994, the City revised the permitted uses within the I-1, Limited Industrial
District for purposes of inserting various land uses that are allowed in the B-3, General
Business District. This zoning text amendment (Ord. No. 596) was adopted by the City
Council on March 16, 1994.
The development standards (i.e. minimum lot area, minimum lot width, setback
requirements, etc.) were reviewed and modified on March 15,1995. This ordinance
amendment (Ordinance No. 611) pertained primarily to acreage and lot width
requirements for essential public services.
An extensive review process of all the industrial zoning classifications was initiated in
May 1995 as the result of a "Land Use/Market Feasibility Study"the City's Economic
Development Authority had prepared. This Study was completed in May 1995 and it
provided specific recommendations concerning development standards, zoning
classifications and land uses within the City's industrial park. The public hearing
process spanned seven regular Planning Commission meetings and included two
Planning Commission workshops. On December 20, 1995, the City Council adopted a
text amendment (Ordinance No. 621) that changed the requirements and provisions in
each of the industrial zoning categories.
In August 1999, the Economic Development Authority (EDA) asked the Planning
Commission to review the list of permitted land uses for each of the four industrial
zoning classifications. The EDA specifically requested that auto marshalling yards and
• auto wrecking/reduction yards not be allowed in any industrial zoning classification.

Planning Considerations
Attached as Exhibit A is an ordinance amendment that lists all the permitted and
conditional uses currently allowed within the industrial districts. The proposed land
uses to be deleted from the list are crossed out.
This text amendment was prompted by EDA's concern for land uses (e.g. automobile
terminals, railroad car/locomotive repair facility, intermodal railroad facilities, materials
storage facility, lumber reload facility, automotive salvage/reduction yard, etc.), that
have outdoor storage as the principal use. These types of uses generally occupy vast
areas of land with very little capital improvements and facilities to produce other goods
and generally generate heavy volumes of truck traffic. The EDA also felt that that the
uses targeted for deletion are inconsistent with the their 1997-2000 Strategic Plan to
attract new industries that bring quality jobs, enhances property tax base and new
capital in the community. A copy or their five-year goals is attached as Exhibit B.
Staff is also proposing to include in the text amendment a provision that allows outdoor
parking of trucks and vehicles incidental to the principal use as accessory uses. This •
proposed text change amends Section 28-65 of the City's Zoning Ordinance and is
included in the proposed draft ordinance amendment shown as Exhibit A.
Recommendation
Approve the proposed text amendment as drafted in Exhibit A.

SECTION 2. AMENDMENT. The Code of the City of Cottage Grove, County of

Auto Marshalling Yard.
Wolfe said an ordinance was being considered to delete such a use as a
conditional use. She outlined some other uses that might be deleted.
Kleven asked why a motor-freight terminal should be deleted. Wolfe said it
involved outside storage and heavy volumes of truck traffic. After discussion, it
was thought that the definition might have to be tightened up.
Wolfe said there may be language in the strategic plan that might support the
deletion of such uses if it were presented to the Planning Commission.
Weingartner moved to support deletion of marshalling yards and auto wrecking
facilities from the conditionally permitted uses in the industrial park.
Kleven said the whole list should be scrutinized in the next couple of months.
Pederson asked what the total amount of acreage currently used by the
marshalling yard. Schroeder thought they had a hundred acres left, and their
proposal for expansion would be quite extensive. Pederson voiced his
reservations over the expansion of the facility. Denzer said there was already a
noise problem with the present facility. Wolcott remarked that it is not a benefit to
the City, and its expansion should not be encouraged. The facility had been
around for 10 to 15 years. Green felt that the history of the company in other
areas could be examined as to their expansion attempts and possible litigation.
Pederson seconded the motion. Motion carried unanimously.

Attached are samples of some marketing efforts that have taken place since the last
meeting.
• First is a letter that was mailed to the "Top 50 Fastest Growing Companies" according to
a list published in City Business. Included with the letter was a copy of the Annual
Report.
Next, we sent various letters of congratulations to individuals who have been
recognized in the local press, or who have taken new positions. Samples are attached.
Third, we are still finalizing the holiday mailing and hope to have it out the week of
December 13.
Dan King has been working on updating the City's Economic Development Web Page.
This should be completed within the next two weeks.
Last, I have included a draft of the 2000 Marketing Plan for the Industrial Park and EDA
1 in the back of
our packet. I would be interested in your input regarding some of the

transportation network. Unique from other Metro communities, Cottage Grove
can offer the full gamut of transportation modes including rail, barge, air and
highway systems. The city is situated six miles south of Interstate 494 on Trunk
Highway 61/10, and Interstate 94 is easily reached via County Road 19 and
State Highway 95. This location puts us only 20 minutes away from Minneapolis-
St. Paul International Airport.

The recommended Resolution was forwarded to the City Council for the December 1
• meeting. The Public Hearing was held and the resolution was approved. We are now
in compliance with State law and can proceed with projects as they may occur.
TIF
As discussed at the last meeting, staff proposed that the entire Industrial Park be part of
a TIF District (the vacant parcels.) This should result in the ability to have a more
efficient and flexible process when projects are proposed. At the City Council meeting
of December 1, the Public Hearing for establishment of this TIF District was scheduled
for January 19,2000.

Two dates were reserved at River Oaks Golf Course for the Chamber Tournament and
the EDA Tournament. It has now been decided that there will be two separate events,
and the Chamber tournament will be held at Mississippi Dunes. Therefore, the EDA
• should decide whether to hold the tournament on June 13, 2000 or August 22, 2000.

Re: Comprehensive Plan Update Item 5
The City Council approved the Comprehensive Plan at the regular meeting held
December 1, 1999. The plan will be forwarded to the Metropolitan Council.
• Some changes have been made since the Planning Commission forwarded the
document to the City Council. For example, rural residential areas were added, and the
neighborhood commercial areas were defined in terms of size (smaller than originally
shown on maps.) Staff is working on a memorandum outlining the changes, which I can
provide to you at the meeting on December 7.
