AUTHORITY
MINUTES
May 11, 1999
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 11th
day of May 1999.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by Mayor Denzer.

Members Present: Jack Denzer, Glen Kleven, Fred Luden, Dick Pederson, Gerard
Weingartner, Jim Wolcott
Members Absent: Donna Boehm
Others Present: Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Neil Belscamper, Secretary
APPROVAL OF MINUTES
Kleven moved to approve the April 13, 1999 Economic Development Authority Minutes.
Weingartner seconded. Motion carried unanimously.
PROJECT UPDATES
Wolfe submitted an update on various development projects. One proposal had been
submitted from Metro East, and there was no further information available on a
proposed telemarketing operation. A hotel project within the City was pending the sale of
an available site. No new information was available on a proposed warehouse project. A
consultant had been in contact with the City in regard to a proposed factory outlet
center. CP Rail had been entertaining the idea of expanding their marshalling yard,
dependent upon a proposal submitted to GM; if the proposal with GM were to fall
• through, the land would possibly be available for sale. Luden suggested that CP Rail
might be able to provide some additional support to the industrial park if their expansion
goes through.

1998 EDA ANNUAL REPORT
Wolfe commented that the printing price per copy of the annual report had been cut
considerably. Some changes would be made to the front page, including the addition of
photographs.
FISCAL IMPACT ANALYSIS UPDATE
Schroeder stated that the DNR, Metropolitan Council and Washington County had
received draft copies of the Grey Cloud Fiscal Impact Analysis. A tentative meeting date
had been scheduled for May 25 to receive comments and questions. The Cottage Grove
Area Chamber of Commerce had asked if Schroeder would speak at an upcoming
luncheon regarding the Grey Cloud study.
LAKEVILLE FISCAL ANALYSIS EXCERPTS
Wolfe summarized some of the excerpts. She said that by looking at the table of
contents, one could see what had been addressed by the study. She commented that It
• had been a very successful process for the City of Lakeville. Wolcott asked what
findings had most benefited the community. Wolfe replied that increased senior housing
was one of the most beneficial additions. Wolcott commented that the document was
quite interesting.
3M SURVEY
Luden said a draft of the follow-up questions would be available later this week.
Schroeder remarked that two of the follow-up questions pertained to restaurants in the
City, along with the desirability of the local job market.
GENESIS BUSINESS CENTER
Wolfe said she had some possible dates and times for visiting the center, and asked for
input. Those interested in going felt that the May 20 date would work best. A 10:00 a.m.
time slot was decided upon.
MEDP 1998 ANNUAL REPORT
David Piggot would be attending next meeting for questions and comments regarding
the MEDP Annual Report.
RENEWAL GRAND OPENING.
Renewal by Andersen's grand opening was scheduled for June 2, 1999. Jim Wolcott
• would by one of the speakers at the event. Schroeder noted that there would be tours of

the facility. Baseball hats with the Renewal logo and City of Cottage would be presented
to employees and guests.
MISCELLANEOUS BUSINESS ITEMS
Wolfe said the first edition of a new cable TV show, yet to be named, had been taped; the
program would feature recent events in the City. An informational segment on Tax Increment
Financing was suggested as a possible topic for a future show.

Wolcott moved to adjourn. Weingartner seconded. Motion carried unanimously.
