AUTHORITY
MINUTES
November 10, 1998
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 10th
day of November 1998.
CALL TO ORDER
The meeting was called to order at 7:30 by Mayor Denzer.
ROLL CALL
• Members Present: Donna Boehm, Jack Denzer, Glen Kleven, Fred Luden, Dick
Pederson, Gerard Weingartner, Jim Wolcott
Members Absent: None
Others Present: Kirstin Barsness, Economic Development Director
Neil Belscamper, Economic Development Secretary
Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
APPROVAL OF MINUTES
Kleven moved to approve the October 13, 1998 Minutes. Wolcott seconded. Motion
carried unanimously.
4.A. TECH REVIEW—UPNORTH PLASTICS
Barsness stated that UpNorth Plastics is planning to expand by adding another
production line. New warehousing to accommodate the increased production would also
be added. She noted that they would be taking advantage of an accelerated conditional
use permit program through the City. Wolcott asked when the proposed expansion
would take place. Kleven responded that it would take place in the spring of 1999, and in
addition said there would be additional screening requirements as part of the expansion.
Weingartner questioned whether a market-value analysis would be part of the variance
• for the project. Barsness stated that it would not, adding that the current TIF district
expires in 2010.

4.B. ECONOMIC DEVELOPMENT SECTION—COMPREHENSIVE PLAN
Barsness said a portion of the Inver Grove Heights Comprehensive Plan regarding a
new river crossing had been included in the EDA packets. She then explained that items
relating to redevelopment, transportation and transit had been added to the Economic
Development Section of the City's Comprehensive Plan at the EDA's request. Pederson
commented that a new river crossing had considerable merit, noting that when the
Saturn plant had been under discussion for Cottage Grove, the crossing had been
strongly considered. Denzer asked whether there was an alignment with the Inver Grove
Heights comprehensive plan over this issue. Barsness voiced concerns that showing an
alignment with the Inver Grove Heights plan may falsely show a commitment on the
City's part, and had decided a more general outline for the Comprehensive Plan was in
order. Pederson reiterated that a new crossing would take a considerable portion of the
traffic burden away from the Wakota Bridge. Wolcott commented that the City's
Comprehensive Plan had included a river crossing in the late 1970's. Kleven brought up
some concerns over the CityVision 21 Task Force's agreement with the Comprehensive
Plan. Wolcott moved to approve the draft Economic Development Section of the
Comprehensive Plan. Weingartner seconded. Motion carried unanimously.
4.C. 1999 MARKETING PLAN
• Barsness said a draft of the marketing plan had been included in the packet. In the
marketing plan was a table outlining the proposed distribution of marketing materials
through various resources. In order to increase exposure, Wolcott suggested that the
Cottage Grove Reports should be distributed to local businesses. Barsness said she
would explore having that done. Several EDA members voiced concerns over the local
cable company's coverage of community events. Pederson said that as part of past
practices, positive news releases had been sent out to local media every two weeks,
and that in general, there was a good response; he felt that it might be an option to
consider once again. Denzer agreed. Weingartner moved to approve the draft 1999
Marketing Plan. Wolcott seconded. Motion carried unanimously

Barsness presented EDA Members with information on potential proposals.

Wolcott moved to adjourn. Weingartner seconded. Motion carried unanimously.
