AUTHORITY
MINUTES
December 8, 1998
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 8th
day of December 1998.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by Mayor Denzer.
ROLL CALL
• Members Present: Jack Denzer, Glen Kleven, Fred Luden, Dick Pederson, Gerard
Weingartner, Jim Wolcott
Members Absent: Donna Boehm
Others Present: Kirstin Barsness, Economic Development Director
Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Neil Belscamper, Economic Development Secretary
APPROVAL OF MINUTES
Kleven moved to approve the November 10, 1998 Economic Development Authority
Minutes. Weingartner seconded. Motion carried unanimously.
4.A. TAX INCREMENT DISTRICTS UPDATE
Barsness said staff had been working with Ehlers and Associates to update the various
TIF districts throughout the City. She said bonds would be issued for the Renewal
district, adding that 100th Street upgrading would be included. Barsness noted that the
Target district would be reviewed at the next council meeting.
4.B. PROJECT UPDATES
• Barsness said a meeting with local business owners had taken place and a proposal
was discussed for redevelopment. An inquiry had been made as to the availability of

assistance through a tax increment district. Barsness said she had requested specific
details about the proposed construction. Wolcott and Weingartner stated concerns over
the project. Pederson stressed the importance of that specific area to the City. Barsness
commented on the importance of outlining benchmarks in any development agreement
that is approved by the City. Afterward, there was some discussion on the light-rail
commuter line.
4.C. STAFF TRANSITION
Schroeder stated that Barsness' last day was December 11, and that Assistant City
Administrator Michelle Wolfe would be taking on some of the EDA duties, as well as
Schroeder himself, and that some of their present duties would be picked up by two
positions that would be filled in the near future. The Economic Development Authority
thanked Barsness for her years of service to the City.
5. MISCELLANEOUS BUSINESS ITEMS
Kleven asked if the EDA's portion of the Comprehensive Plan was complete. Barsness
said that it had been turned over to the Community Development Department, and that
• any requests for changes would have to be brought back to the EDA.

Kleven moved to adjourn. Luden seconded. Motion carried unanimously.
